About this opportunity
The Department of State Office of Acquisition Management seeks to establish a Blanket Purchase Agreement (BPA) for specialized operational and Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) equipment, including thermal imagery, night vision, nonintrusive inspection systems, TSA-approved baggage scanners, unmanned aerial systems, detection equipment, personal protective equipment, and related components and auxiliary items, with proposals due June 10, 2026 at 11:00 AM EST.
Place of performance is Washington, DC, with equipment delivery and logistics support to designated locations worldwide. The procurement is unrestricted (full and open competition) under NAICS 334519 (Other Measuring and Controlling Device Manufacturing) and PSC 5865 (Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment). The BPA structure includes a one-year base period valued at $15 million and four one-year option periods at $15 million each, for a total potential contract value of $75 million. Individual call orders may not exceed three years in duration and cannot extend more than twelve months after base contract expiration.
Contractor personnel assigned to this contract must possess a TOP SECRET personnel security clearance prior to TS call order issuance and performance; not all call orders are at the TS level. Evaluation for BPA award will be made to Secret-cleared offerors. Key personnel (Program Manager, Deputy Project/Logistics Manager, and WMD Subject Matter Expert) must hold TOP SECRET facility clearance at award, with at least one key person holding TOP SECRET personnel clearance. Project managers must hold DAWIA PM Certification, FAI FAC-P/PM Certification, or PMP certification. Large businesses must submit subcontracting plans for contracts exceeding $900,000.
Evaluation weighs Technical Understanding of Overall Requirement (10-page limit), Technical & Management Approach to Sample Call Order (15-page limit), and Relevant Past Performance (2 pages per reference) as significantly more important than Price. All pricing must be firm for a minimum of 60 days during evaluation. Proposals are valid for 180 calendar days from submission. Questions are due April 28, 2026 at 2:00 PM EST. Amendment 0002 requires that personnel clearances be obtained prior to TS call order issuance and removes allowance for assumptions and exceptions in proposals. The Government reserves the right to award without discussions and to establish multiple-award BPAs. Contracting officer is Khoa D. Tran (TranKD@state.gov, 703-875-5854).
