About this file

This is a Questions and Responses document for Solicitation 19AQMM26R0156, a Blanket Purchase Agreement (BPA) for Specialized Operational and CBRNE Equipment issued by the Department of State's Bureau of Political-Military Affairs (NDF). The BPA will support the provision of chemical, biological, radiological, and nuclear (CBRNE) detection and protective equipment, decontamination supplies, medical countermeasures, and related operational equipment to U.S. government missions globally.

Key procurement details include: the NAICS code is 334519 (Other Measuring and Controlling Device Manufacturing); pricing should be firm for a minimum of 60 days to facilitate evaluation; all BPA call order prices are considered tax-included per FAR 52.212-4(k) unless contractors propose separate VAT pricing; and pricing follows FOB Destination as the government's preferred shipping method. Offerors must provide Unique Entity Identifiers (UEI) rather than DUNS numbers and must be registered in SAM.gov. Top Secret facility clearance and personnel clearances are required; the government will not sponsor upgrades to satisfy proposal preparation requirements but may sponsor clearance upgrades for non-key personnel post-award. One of three key personnel must possess TS clearance at award, preferably all three. Subcontracting plans are required for large businesses when contract value exceeds $900,000. The government reserves the right to establish multiple-award BPAs and will evaluate sample call order responses to determine final BPA awards. Offerors must obtain authorized distributor letters for all listed manufacturers and may not propose alternative items to the sample call order specifications. Contractors must provide instructors and training materials, prepare for urgent global deployments with little advance notice, and potentially translate OEM manuals based on operational necessity. The solicitation is being conducted as full and open competition with no small business set-aside.

$0.00 values are placeholders to be priced at the Call Order level, whether offerors are expected to propose rates or other pricing information at BPA award, or whether these cost elements are intended to be included elsewhere and not separately priced.

Yes, $0.00 values are placeholders at the BPA solicitation level. However, the actual quotes for specific work will be submitted at the individual BPA Call Order level, using fully burdened labor rates, and other pricing frameworks from the BPA terms. The resulting BPA awards will also have arbitrary placeholder values for the

CLINs to establish base and option years ceilings.

Could you please specify what qualifications or experience are considered equivalent to the PMP certification for this requirement? Would the government accept corporate project management certifications in lieu of PMP certification?

DAWIA PM Certification, FAI FAC-P/PM Certification or equivalent. The government will review any other certifications against the criteria of these and

PMP certifications.

Are there established timelines for the delivery of equipment to the various host countries, and are there any countries with particularly urgent delivery requirements?

The established timelines for the delivery of equipment will be determined at the

Call Order level based on mission-specific needs. However, contractor must be prepared to respond to urgent requirements with little advance notice to any location globally.

While specific pieces of equipment are listed, is there a more detailed or refined set of capability requirements or are there additional performance criteria? For example, a capability requirement would list presumptively identify unknown chemicals

The performance criteria is focus on logistics efficiency, timeliness, state-of-the-art technology, and operational responsiveness per the scope of the BPA rather than granular technical specifications only. The detailed requirements will likely be specified at the Call Order level.

Are there any specific restrictions or guidelines regarding the replacement of obsolete equipment with state-of-the-art technology, or is it sufficient for the equipment to be commercial off-the-shelf (COTS)?

No specific COTS restriction or guideline. The emphasis is on state-of-the-art technology available in the commercial marketplace. NDF is looking for contractor that has the capability to provide current, advanced technology, and adapt to evolving requirements. However, NDF reserves the right to determine when replacement with newer technology is necessary over simply meeting minimum requirements.

What are the expectations regarding labor availability and support during urgent or high-risk deployments, including anticipated duration and frequency of such deployments?

Contractor(s) is/are expected to be prepared with little advance notice to urgent requirements globally, certain flexibility, and maintain labor availability as a critical parameter for the performance of the contract. However, the specific duration and frequency will be determined at the Call Order level based on operational necessity.

Will the subject matter experts (SMEs) be required to provide active, on-site operational support (e.g., “suit up” for down-range operations), or will their role be limited to advisory support?

The scope of work does not explicitly limit SME roles to advisory support only.

Given the nature of the work involving SOE/CBRNE equipment installation, site surveys, and coordination in host countries globally, SMEs may be expected to provide both advisory consultation and active on-site operational support as mission requirements dictate.

Is there any anticipated requirement for SMEs to participate in direct action or operations that may involve potential combat threats?

No. There is no anticipated requirement for SMEs to participate in direct action or operations that may involve potential combat threats.

Will the vendor be required to provide instructors and training materials as part of this contract?

Yes. The past call orders required instructors and training materials whether it's provided by the prime and/or subcontractor. An interpreter maybe required for the training per operational necessity at the Call Order level.

Will it be necessary to translate original equipment manufacturer

(OEM) manuals into the host country’s language(s)?

The decision to translate OEM manuals would likely depend on the operational necessity at the Call Order level. But, this is expected to be one of the requirements at the order level.
