About this file
This document is a Sample BPA Call Order for evaluation purposes only under Solicitation #19AQMM26R0156. The Government intends to establish up to three (3) highly qualified responsible offerors on a Blanket Purchase Agreement (BPA) vehicle.
The sample call order presents a notional procurement scenario requiring comprehensive CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosive) equipment procurement and logistics support services for the Uzbekistan Ministry of Chemical, Biological, Radiological, Nuclear and Explosive Matters (UMCBRNEM) Critical Situation Support Team (CSST) located in Samarkand, Uzbekistan. The requirement addresses urgent operational needs driven by increased CBRNE threats in Central Asia, including abandoned Soviet-era radiological materials, illicit chemical trafficking, biological agent exposure risks, and IED threats. Offerors must provide subject matter expertise and advisory services (Task 1) and procure and deliver 21 line items of specialized equipment (Task 2), including radiological detection equipment (Radeye SPRD), protective masks and carriers, medical countermeasures (Duodote, Naloxone, trauma kits), body armor, helmets, tactical equipment, generators, detection devices, and other operational gear in specified quantities. The procurement requires coordination of end-to-end international logistics including warehousing, export control documentation, international shipping, customs clearance, and final delivery to OCONUS locations, with capability to substitute current latest-model equipment as necessary to meet mission requirements.
Offerors must submit quotations in two volumes: Volume I (Technical Quotation, maximum 15 pages) addressing understanding of requirements, technical approach, staffing plan, delivery schedule, and past performance references; Volume II (Cost Quotation, unlimited pages) providing itemized costs for all 21 line items, labor costs, other direct costs (shipping, warehousing, export control, customs), and cost assumptions. The Government will evaluate quotations based on technical capability, CBRNE equipment procurement understanding, international logistics expertise, export control compliance capability, subject matter expertise, pricing competitiveness and reasonableness, and ability to meet delivery schedules. This sample call order does not obligate funds and does not authorize performance.
