About this file
This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) to be established by the Bureau of Arms Control and Nonproliferation (ACN) / Office of Nonproliferation Disarmament Fund (NDF) for the acquisition of Specialized Operational Equipment (SOE) and Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) equipment with comprehensive global logistics support services. The BPA will be a multiple-award agreement established under FAR Part 13.303, with call orders issued on a Firm-Fixed Price (FFP), Labor Hour (LH), or Cost Reimbursement (COST) basis for travel and Other Direct Costs. The Government reserves the right to modify equipment lists and requirements based on evolving mission needs, technological advancements, and obsolescence management.
The scope encompasses provision of state-of-the-art SOE and CBRNE equipment including thermal imagery, night vision, nonintuitive inspection systems, TSA-approved baggage scanners, unmanned aerial systems, detection equipment, Personal Protective Equipment, and components. Critical performance parameters include supplier risk management, logistics management, delivery timeliness, labor availability, cargo movement, and transportation efficiency. Contractor responsibilities include conducting kickoff meetings, providing technical subject matter expert support, facilitating equipment shipment from contractor or government warehouses to designated host countries worldwide, completing export control and shipping documentation, coordinating with host country customs offices, and supporting project reporting on progress, milestones, delays, risks, and accomplishments. NDF will provide a reference spreadsheet identifying labor categories and specific equipment required per applicable categories. The Government may establish contingency funds for BPA call orders based on destination risk profiles, equipment complexity, timeline urgency, supply chain stability, and historical performance data.

Specialized Operational & CBRNE Equipment
Statement of Work - April 2026
1.0 INTRODUCTION
The Bureau of Arms Control and Nonproliferation (ACN) / Office of Nonproliferation Disarmament Fund (NDF) and its mission are pursuing the acquisition of comprehensive Global Logistics support in providing Specialized Operational Equipment (SOE) to include Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Equipment. The various types of SOE & CBRNE equipment are but not limited to thermal imagery equipment, night vision imagery equipment, nonintrusive inspection systems, TSA approved baggage scanners, autonomous reconnaissance such as small unmanned aerial systems and surveillance, and auxiliary items like SOE parts & components, CBRNE detection equipment, CBRNE auxiliary items, Personal Protective Equipment (PPE), etc.
1.1 BACKGROUND
The Bureau of Arms Control and Nonproliferation (ACN) / Nonproliferation and Disarmament Fund (NDF) conducts activities around the world in support of efforts to prevent the spread of weapons of mass destruction (WMD), their delivery systems, and conventional weapons systems, and the destruction of existing weapons, and production facilities. NDF occasionally learns of certain sites where (WMD), heavy conventional munitions or other dangerous materials are stored and often these sites have inadequate measures in place to ensure their security. In such instances, NDF takes necessary steps to upgrade security at sites that are vulnerable to non-state actor acquisition or proliferation activities. Given the current geopolitical climate, the need to secure these sites adequately is of the utmost urgency to U.S. national security and interests abroad.
1.2 PURPOSE
This BPA is being established in accordance with FAR part 13.303. The Government reserves the right to establish multiple award BPA to the maximum extent practicable. A multiple award BPA is envisioned against which BPA Call Orders can be issued on a Firm-Fixed Price (FFP), Labor Hour (LH), and potentially Cost Reimbursement (COST) for Travel/ODC related activities. The Government anticipates issuing a series of BPA Call Orders that will leverage and successively build upon outcomes and achievements that occur as NDF increases their ability to fulfill its mission in accordance with this BPA agreement.
2.0 SCOPE
The scope of this BPA provides a wide array of state-of-the-art SOE & CBRNE equipment and responsive global logistics support services related to SOE activities. The critical performance parameters are:
• Provide the state-of-the-art SOEs and/or CBRNE equipment
• Supplier risk management
• Logistics Management
• Delivery timeliness
• Labor availability
• Cargo movement
• Transportation efficiency
NDF mission’s success rely heavily on these key parameters with little advance notice. However, BPA Call Orders shall clearly communicate with the contractor(s) the urgency of need and will afford contractor(s) ample opportunity in providing the SOE or CBRNE equipment to the host country in any part of the world.
In support of SOE and CBRNE requirements and as necessary to support awarded BPA Call Orders issued against this BPA, the contractor shall:
2.1 Conduct a kickoff meeting with the NDF team and stakeholders to support various NDF project(s)
2.2 Support reporting to NDF team on project progress, milestones, delays, risks, spending, and accomplishments, etc.
2.3 Support frequent NDF meetings and interactions within teams, subject matter experts, leadership, face-to-face meetings as necessary
2.4 Track and update actions, issues, risks, performance for the benefit of NDF project(s)
2.5 Provide technical advice and assistance (SME) in support of CBRNE & SOE related activities
2.6 Provide SOE and/or CBRNE equipment in accordance with the reference document (SOE & CBRNE Equipment list) with the capability to replace with a state-of-the-art technology available in the commercial marketplace as determined necessary
2.7 Facilitate the shipment of SOE and/or CBRNE equipment from contactor or government warehouse and/or to a designated host country
2.8 Complete and coordinate the required export control documentation and other shipping documents to accompany the equipment and/or related items
2.9 Coordinate with the host countries’ Customs Office to ensure all shipments are received from Customs and delivered to the end-users
3.0 SOE & CBRNE EQUIPMENT LIST
NDF will identify/provide a spreadsheet that frame the list of labor categories, SOE and CBRNE equipment per applicable equipment categories that will satisfy the applicable universal requirements of NDF but similarly reserves the right to update the list of items or equipment in managing obsolescence, capitalizing state-of-the-art technology, auxiliary items, and necessary components, etc. This flexibility is required to accommodate and capitalize on the state-of-the art technology applicable to various SOE equipment category and provide agility in meeting NDF’s critical mission. As a result, the Government reserves the right to modify the list of specialized operational equipment at any time based on evolving mission requirements, system upgrades, and resolve obsolescence.
4.0 BPA Call Order Contingency
Given the critical nature of NDF’s mission requirements, building robust unforeseen circumstance provisions into the SOW protects both mission success and fiscal responsibility.
For BPA Call Orders, the Government may establish contingency funds based on but not limited to:
• Destination/country risk profiles
• Equipment complexity/updates
• Timeline urgency
• Supply chain stability
• Historical performance data
