About this opportunity
The Defense Logistics Agency seeks operation, maintenance, repairs, service, testing, inspection, and certification of mechanical, electrical, plumbing, and cybersecurity systems at Defense Supply Center Columbus, with proposals due June 29, 2026. The procurement is a Total Small Business set-aside, firm fixed price contract with a base year (November 1, 2026 through October 31, 2027) and one optional 12-month renewal year.
Place of performance is Defense Supply Center Columbus, Columbus, Ohio. The NAICS code is 561210, Facilities Support Services; PSC is Z1AA. Work encompasses electrical and lighting systems (Building 20 only), HVAC, plumbing, kitchen equipment (Buildings 20, 22, and 46), and life cycle management cybersecurity across the installation.
Staffing requirements are stringent: a full-time dedicated Project Manager and Site Maintenance Manager on-site during normal operating hours (0630–1600 Eastern Time, Monday–Friday, plus Saturday 0700–1100); and two full-time on-site journeyman electricians (minimum four years' experience within the past seven years) for Building 20. HVAC technicians must hold EPA Section 608 refrigerant certification and industry-recognized HVAC credentials (NATE, HVAC Excellence, or UA Star) within 90 days of award. All contractor personnel must obtain Common Access Cards and appropriate security clearances; personnel with privileged access require DoDM 8140.03 cybersecurity certifications. The contractor must maintain a 30-day rolling spare parts inventory, execute preventive maintenance orders on scheduled basis, handle demand maintenance orders (unscheduled corrective work up to 32 labor hours and $2,000), and manage project work orders exceeding those thresholds through the Government's Enterprise Business System.
Cybersecurity requirements are continuous and comprehensive, including Zero Trust implementation aligned with NDAA 2022 and Executive Order 14028, STIG remediation on contractor-furnished systems, and support for the Government's Risk Management Framework authorization and Assess & Incorporate processes per NIST SP 800-53r5 and 800-82r3 standards.
Evaluation uses best value tradeoff with four factors in order of importance: Technical Quote (compliance methodology and preventative maintenance procedures), Project Organization and Staffing (organizational chart and resumes of key personnel), Experience (up to five similar MEP operations and maintenance contracts of $750,000 or more covering facilities of 500,000 square feet or larger within the past five years), and Price. Minimum acceptable ratings of "Acceptable" are required for Technical Quote and Project Organization and Staffing factors to be eligible for award.
Pricing is firm fixed price with six contract line items: Project Management, Cybersecurity Requirements, Maintenance Labor, Maintenance Materials, Subcontracts, and Project Work Orders (time and materials, not-to-exceed $50,000 base year, $51,200 option year). All hourly rates must include wages, overhead, general and administrative expenses, and profit.
Four amendments issued after the initial May 13 posting: Amendment 0001 (May 21) removed Technical Exhibit 17 and included a site visit roster from May 20; Amendment 0002 (June 15) provided updated requirement documentation and question responses; Amendment 0003 (June 18) extended the closing date to June 29, 2026; Amendment 0004 (June 24) provided a corrected price bid sheet.
The Contract Specialist is Jacob McGee (Jacob.mcgee@dla.mil, 614-693-9887) and the Contracting Officer is Mitchell Hatfield (Mitchell.hatfield@dla.mil, 614-692-9443).
