About this opportunity
The U.S. Army Corps of Engineers, Mobile District, issued a sources sought notice on May 11, 2026, to identify contractors capable of supporting Operation & Maintenance with incidental Repair and Minor Construction projects at Naval Hospital Twentynine Palms and outlying medical clinics in California under an IDIQ MATOC vehicle in support of the Defense Health Agency West of the Mississippi Region, with responses due by 2:00 PM CST on June 2, 2026.
The Government intends to place brand name specifications for Energy Management and Control Systems across multiple Firm-Fixed-Price O&M contracts anticipated during Fiscal Years 2027 through 2028. Two separate Notices of Intent identify Johnson Controls, Incorporated (JCI) METASYS EMCS and Siemens EMCS as proposed brand name requirements. The JCI METASYS system comprises microprocessor-based local control modules interfaced with sensors and actuators, command control modules for making control decisions, and personal computer interfaces for operator control; JCI currently maintains approximately 5 percent of facility operations and possesses exclusive proprietary data necessary for software upgrades and maintenance. Siemens equipment comprises the existing Building Automation System field devices and centrifugal chillers at the installation, and the local Department of Public Works mandates Siemens EMCS as an installation-wide standard for larger multi-story and complex buildings.
Interested sources must submit manufacturer name, product data, written statements of compliance with stated requirements, supporting design documentation, and a list of comparable projects with exact locations and points of contact. The Government will not reimburse for submitted materials or return provided data. This is a market survey only and not a request for competitive proposals; the Government reserves sole discretion to determine whether to include proposed brand name specifications in subsequent formal solicitations.
