About this file

This is a Notice of Intent (NOI) issued by the U.S. Army Corps of Engineers, Mobile District, regarding brand name specifications for Energy Management and Control Systems (EMCS) at Naval Hospital Twentynine Palms and affiliated medical clinics in California. The government intends to specify Siemens EMCS equipment for Operations & Maintenance contracts with incidental repair and minor construction work anticipated during Fiscal Years 2027-2028. The existing Building Automation System field devices and centrifugal chillers are Siemens equipment currently maintained under O&M contracts, and the local Department of Public Works requires Siemens EMCS as an installation-wide standard for larger multi-story and complex buildings. The government asserts that Siemens equipment is essential to meeting requirements and precludes consideration of alternative products.

The NOI solicits information from interested sources to demonstrate capability and identify potential alternatives. Respondents must submit manufacturer information, product data, written statements of compliance with stated requirements, supporting design documentation, and a list of comparable projects with exact locations and points of contact. All responses must be submitted via email to contacts identified in SAM.gov no later than 2:00 PM CST on June 2, 2026. The government will not reimburse respondents for materials provided and will not return submitted data. This notice is explicitly not a request for proposal and is for information-gathering purposes only. The government reserves sole discretion to determine whether to include the proposed brand name specification in anticipated solicitations. The underlying federal contract opportunity (W9127826RA003) is structured as an IDIQ MATOC supporting the Defense Health Agency West of the Mississippi Region.
