About this file
This is a Notice of Intent (NOI) issued by the U.S. Army Corps of Engineers, Mobile District, to conduct a market survey regarding brand name specifications for Operation & Maintenance with incidental Repair and Minor Construction projects at Naval Hospital Twentynine Palms (NHTP) and related medical clinics in Twenty-Nine Palms, California. The Government intends to specify Johnson Controls, Incorporated (JCI) METASYS Energy Management and Control Systems (EMCS) as a brand name requirement across multiple anticipated Firm-Fixed-Price contracts during Fiscal Years 2027 through 2028. The JCI METASYS EMCS comprises microprocessor-based programmable controllers with three primary components: local control modules interfacing with sensors and actuators, command control modules for making control decisions, and personal computer interfaces for operator control. The Government asserts that JCI exclusively possesses proprietary data necessary for upgrading and maintaining the METASYS software, making the system essential to mission sustainment and precluding consideration of alternative products.
Interested vendors must submit responses by 2:00 PM CST on June 2, 2026, via email to contacts identified in SAM.gov. Submissions should include manufacturer name, product data, written statement of compliance with stated requirements, supporting design information and documentation, and a list of similar projects with exact locations and points of contact with phone numbers. The Government will not compensate for submitted materials nor return provided data. This NOI is explicitly not a request for competitive proposals or announcement of solicitation, but rather an information-gathering mechanism to identify sources capable of meeting requirements. If no alternative sources are identified through this process, the Government will proceed with specifying JCI METASYS EMCS in subsequent formal solicitations.

Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Johnson Controls, Incorporated (JCI) METASYS Energy Management and Control Systems (EMCS). This "typical" EMCS has three components: Local control module: directly wired to sensors and actuators (e.g., equipment to control space conditioning, such as pumps and fans); command control module: makes control decisions; and personal computer interface: simplifies operator control of the system through a user-friendly interface. The BAMC, JBSA EMCS systems currently serves 5% of the facilities consisting of JCI METASYS EMCS. JCI has provided maintenance and upgrades to its METASYS software since the system was installed . The EMCS is critical to the mission and sustainment of BAMC, JBSA, TX. JCI alone possesses the proprietary data necessary to upgrade and maintain its METASYS software and doesn't make subject data available to other manufacturers or service providers. Application of JCI METASYS EMCS’s is essential to meeting the Government's requirements, thereby precluding consideration of another product.
