About this file
This is a Notice of Intent (NOI) and sources sought notice issued by the U.S. Army Corps of Engineers, Mobile District, regarding brand name specification procurement for Naval Hospital Twentynine Palms (NHTP) and associated medical clinics in Twenty-Nine Palms, California. The Government intends to specify Johnson Controls, Incorporated (JCI) METASYS Energy Management and Control Systems (EMCS) for Operation & Maintenance with incidental Repair and Minor Construction projects. The EMCS comprises three integrated components: local control modules directly wired to sensors and actuators, a command control module for control decisions, and a personal computer interface for operator control. Currently, JCI METASYS systems serve approximately 5% of facility operations at the installation, where JCI has provided ongoing maintenance and software upgrades since initial installation.
The Government anticipates awarding more than one Firm-Fixed-Price Operation & Maintenance contract utilizing Operations and Maintenance funding during Fiscal Years 2027 through 2028 across various projects within the Twenty-Nine Palms area. JCI possesses exclusive proprietary data necessary for METASYS software upgrades and maintenance that is not available to other manufacturers or service providers, making the system essential to mission sustainment and precluding alternative products. Interested parties must submit manufacturer identification, product data, written compliance statements with supporting design documentation, and a list of comparable projects with exact locations and points of contact by 2:00 PM CST on June 2, 2026, via email to contacts identified in SAM.gov. This NOI is for information gathering purposes only and does not constitute an RFP or solicitation mailing list request. The Government will not provide compensation for submitted materials or guarantee their return.
