About this opportunity

The U.S. Army Corps of Engineers, Mobile District, issued a Determination and Findings justifying consolidation of Operations & Maintenance with Incidental Repair and Minor Construction requirements into a single IDIQ Multiple Award Task Order Contract valued at $450 million to support the Defense Health Agency across 23 states and U.S. Pacific territories west of the Mississippi River, with award scheduled for December 1, 2026.

The consolidation determination—required under Revolutionary FAR Overhaul guidelines for requirements exceeding $2 million—is available for public comment through seven calendar days from posting. The MATOC will be structured as an unrestricted pool with small business reserve, targeting six total awards with three reserved for small businesses, using Firm Fixed Price on RFO Part 15 selection procedures. Services include repair of real property installed equipment, preventive, predictive, demand, and emergency maintenance of architectural, mechanical, electrical, and instrumentation systems at military healthcare and research laboratory facilities across identified sites including Fort Riley, Fort Johnson, Fort Irwin, Twenty-Nine Palms, Balboa San Diego, Joint Base Lewis-McChord, and Camp Pendleton. Mobile District projects a five-year ordering period with approximately seven known projects and fifteen estimated unknown projects. The D&F justifies consolidation on mission criticality, acquisition cycle efficiency (70-day task order award versus 140-day standalone contracts), and qualitative benefits including consistent quality and operational continuity essential to DHA's 24/7 healthcare operations. Market research from eight sources sought responses—both large and small businesses—supported the regional MATOC approach.
