About this opportunity
The Department of the Army has canceled Solicitation W912CH-26-B-A016, an invitation for bids for a single five-year indefinite delivery indefinite quantity (IDIQ) contract for the Tool Kit, Small Arms (SARTK), NSN 5180-01-670-9469, part number 0631A0000. Amendment 0002 had extended the bid due date to November 2, 2026 at 11:00 a.m. local time. The Army cites an unforeseen change in mission requirements, states it is re-evaluating technical requirements, and says it possibly will re-issue a solicitation. Bidders are directed to monitor SAM.gov for future requirements.
The Set Aside line reads "No Set-Aside Used." The original design called for a minimum guaranteed quantity of 120 kits and a maximum of 6,404 kits over five one-year ordering periods, with a delivery rate of 200 kits per month and firm fixed price pricing. Bids were to be evaluated without discussions and had to address the total quantity, with partial bids rejected. Required deliverables included a signed Technical Data Package List (TDPL) cover sheet, where omission could result in rejection, and a 180-calendar-day minimum acceptance period. The Q&A log stated that the prime contractor must directly maintain an ISO 9001:2015 or equivalent quality management system. The Technical Data Package carries Distribution Statement "A."
The procurement is classified under NAICS 332216, Saw Blade and Handtool Manufacturing, and PSC 5180, Sets, Kits, and Outfits of Hand Tools. The bid opening was scheduled for November 4, 2026 at 1:00 p.m. local time, conducted virtually via Microsoft Teams.
