The procurement is issued by the Army Contracting Command - Detroit Arsenal and is a total small business set-aside. The contract covers five one-year ordering periods with a guaranteed minimum quantity of 120 kits and a maximum five-year quantity of 6,404 kits. The first ordering year estimates 3,404 kits, with subsequent years estimating 750 kits each. Pricing is firm fixed price, and bidders must submit completed bids via email to the contracting specialists by the closing date and time specified on the cover page (approximately October 21, 2026, based on referenced bid opening date). Bids must include all required representations, certifications, unit prices for all contract line items (CLINs 0010-0015), proposed delivery schedules, inspection point information, and a signed Technical Data Package (TDPL) cover sheet. Failure to complete required fill-ins or submit the signed TDPL cover sheet may result in bid rejection.
Delivery terms are FOB Destination with the contractor bearing transportation costs. The Government will conduct inspection and acceptance at origin for the kits, with product verification testing (PVT) acceptance at destination. Bidders must identify a separate dollar amount for PVT; failure to do so means PVT will be provided at no additional cost. The first delivery order must be completed within 120-210 days after award (depending on PVT requirements) at a rate of 200 kits per month, with subsequent ordering period deliveries due within 120 days at the same rate. A start of work meeting must be held within 30 days of award, and three sample kits must be furnished for 100 percent inspection and quality assurance verification. The NAICS code is 332216 (Saw Blade and Hand Tool Manufacturing), and the contract incorporates standard FAR and DFARS clauses including requirements for ISO 9001:2015 certification, Buy American compliance, and various small business program limitations on subcontracting.

(ii) for RFVs, the Contractor shall prepare and deliver the RFV IAW CDRL A002.
(iii) for NORs, the Contractor shall prepare and deliver the NOR IAW CDRL A003.
f. The Government's acceptance of the data deliverable required by CDRL/DD Form 1423 in e(i)-
(iii) above signifies only that the data satisfies the requirements of the DID and is considered acceptable for Government processing. Acceptance of the data deliverable does not signify "technical approval" of the change proposed by the deliverable and should not be interpreted as authorizing the Contractor to proceed with the work proposed by the change. Disposition of the change (approval/disapproval) will follow acceptance of the CDRL at the Government's sole discretion.
