About this opportunity

CANCELLED. The Department of the Army (Army Contracting Command, Detroit Arsenal) issued Invitation for Bids W912CH-26-B-0007 for a five-year indefinite delivery indefinite quantity (IDIQ) contract for the Small Arms Tool Kit (SARTK), NSN 5180-01-670-9469, part number 0631A0000, with the solicitation cancelled effective July 13, 2026 via Amendment 0004. The procurement was a total small business set-aside under FAR 19.104-1.

Before cancellation, the bid submission deadline had been extended to July 22, 2026 at 1:00 p.m. local time (Warren, Michigan), with bid opening scheduled for July 23, 2026. The contract was structured as firm fixed price for commercial products under NAICS 332216 (Saw Blade and Handtool Manufacturing), PSC 5180 (Sets, Kits, And Outfits Of Hand Tools).

The procurement specified a minimum guaranteed quantity of 120 kits and an estimated maximum five-year quantity of 6,404 kits, with five one-year ordering periods beginning from award. Annual requirements were estimated at 3,404 kits for year one and 750 kits for years two through five. Delivery was mandated at 200 kits per month for each ordering year, with first delivery orders due 210 days after award (including Product Verification Testing) and subsequent orders due 120 days after award.

The solicitation required submission of a signed Technical Data Package (TDP) cover sheet (EH4L0188EH) from Attachment 0001 TDP 0631A0000 with bid submissions or bids faced rejection. The government evaluated bids without discussions and would not cure deficiencies. The kit included mandatory components: socket rails, tool pouches, color-contrasting foam, and a custom-molded plastic hex key holder (drawing 0631D2001) when standard commercial equivalents were unavailable. Several Snap-on-branded tools were specified as sole-source, though post-award Request for Variance (RFV) procedures permitted evaluation of alternative sources meeting exact form, fit, and function requirements. Product Verification Testing and destructive testing were mandatory and could not be waived.

Bidders were required to meet NIST SP 800-171A Medium or High Assessment compliance, coordinate DCMA SPRS file management, and comply with Berry Amendment and Buy American Act requirements. Amendment 0001 (May 28, 2026) incorporated nine DFARS clauses, including 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting) and 252.240-7997 (NIST SP 800-171 DoD Assessment Requirements). Amendment 0003 (July 6, 2026) extended the deadline from July 8 to July 22. The solicitation generated a QA log (last updated July 8, 2026) addressing component sourcing, discontinued item substitutions, tool retention specifications, and compliance procedures.
