About this file
This is a Questions and Answers log for Invitation for Bid (IFB) W912CH-26-B-A016, issued by the U.S. Army Corps of Engineers, last updated October 27, 2026. The solicitation is a total small business set-aside under NAICS code 332216 (Saw Blade and Handtool Manufacturing) for procurement of a Small Arms Repair Tool Kit (SARTK), comprising 66 components including screwdriver sets, wrenches, sockets, hex keys, safety glasses, and a tool chest.
Key procurement requirements include: the Nonmanufacturer Rule (13 CFR § 121.406) applies with no active class waiver, requiring nonmanufacturer bidders to ensure at least 50 percent of total kit component costs are manufactured by domestic small business concerns; the prime contractor must directly maintain an ISO 9001:2015 or equivalent quality management system, with subcontractor certifications alone being insufficient; place of performance and testing may occur at a disclosed first-tier manufacturing subcontractor's facility subject to government oversight; the minimum bid acceptance period is 180 calendar days; bidders must submit a signed cover page of the Technical Data Package List (TDPL); and an amendment will be issued to add the omitted FAR 52.219-33 clause. Multiple drawing clarifications and corrections have been uploaded to SAM.gov, including corrections to drawing 0631D1002 (7-piece screwdriver set), drawing 0703C0003 (3/8-inch socket), drawing 0714A0005 (single wrench), and updates to the TDPL to eliminate source control designation codes for 225 vendor-item control drawings allowing substitutes meeting drawing requirements. Several questions remain marked "TBD" regarding wage determination applicability, alternative jeweler screwdriver sourcing, tool chest waiver eligibility, and bid submission timing for quality management system evidence.

W912CH-26-B-A016 Q&A
Question 1: The IFB does not appear to include FAR 52.219-33 (Notice of Set-Aside for Small Business Concerns) or any provision imposing the Nonmanufacturer Rule. Please confirm whether the Nonmanufacturer Rule (13 CFR 121.406) applies to this procurement.
Answer: The Nonmanufacturer Rule, as defined in 13 CFR § 121.406, does apply to this procurement. An amendment will be issued to add omitted FAR clause 52.219-33.
Question 2: If the Rule applies, please confirm whether a nonmanufacturer may comply by offering products manufactured by a domestic small business, and whether SBA has issued a waiver of the Rule for any product required under this solicitation.
Answer: There is no active Class Waiver for NAICS code 332216 (Saw Blade and Handtool Manufacturing) on the SBA's official master waiver list. Since no class waiver exists, any nonmanufacturer bidding on a small business set-aside solicitation under NAICS 332216 must meet the requirements in RFO FAR 52.219-33 (c) Requirements.
(2) When the end item being acquired is a kit of supplies, at least 50 percent of the total cost of the components of the kit shall be manufactured, processed, or produced in the United States or its outlying areas by small business concerns.
Question 3: In the TDP description of the Drawing #0631D1002, it states that it is a SCREWDRIVER SET, 9 C. In the drawing package, it says screwdriver set, 7 pc. Could you please clarify which one is correct?
Answer: The drawing 0631D1002 is correct, it is a 7-piece set. (Note: A revised drawing package has been uploaded to the SAM posting.)
Question 4: Could you please provide Drawing #0703C0003? In the drawing package, the drawing PDF is actually Drawing #0703C0004.
Answer: A revised drawing package has been uploaded to the SAM posting.
Question 5: For Drawing #0714A0005, it is only one combination wrench, ½”, 12 Pt. On the TDP list, it states that is a combination wrench set. Please advise which one is correct.
Answer: 0714A0005 is a single wrench. (Note: A revised drawing package has been uploaded to the SAM posting.)
Question 6: Under ECPs K26O3002 and K26O3005, 219 drawings in TDP 0631A0000 were changed from Source Control Drawings to Vendor Item Control Drawings. This includes 0712E0003, 0714E0012, 0714E0014, 0718F0000, 0718F0001, 0719K0000 and 0721B0000.
These drawings now list "suggested sources" and no longer contain the note "A substitute item shall not be used without prior approval by the qualifying activity." Please confirm that, for these drawings, a bidder may furnish any item that meets all requirements of the drawing without pre-award approval.
Answer: Yes, vendor may include an tools of industrial quality that meet the requirements of the drawing and conform to all contractual requirements.
Question 7: Please confirm that the Q&A response under the prior solicitation, W912CH- 26-B-0007, does not apply to this IFB. That response required bids based on the conforming source listed on the drawing, with alternates only post-award via RFV (Section
C.2, CDRL A002).
Answer: Solicitation/IFB W912CH-26-B-0007 was canceled in July 2026. Please refer to Solicitation/IFB W912CH-26-B-A016, its attachments, amendments, and the Q&A specific to W912CH-26-B-A016 for all solicitation requirements.
Question 8: The TDPL cover sheet (Request/PRON EH4L0188EH, dated 09/11/2026) still codes 225 documents with prefix "DX: SOURCE CONTROL." That conflicts with the current revisions of those drawings, which are titled Vendor Item Control Drawing. Bidders must sign and return the TDPL with their bid. Please confirm which governs, the drawing or the TDPL prefix code. Please also issue a corrected TDPL if the prefix codes are in error.
Answer: The TDPL has been updated to eliminate DX for the drawings that no longer require the marking.
Question 9: Drawing 0703C0003 (Rev D) specifies a socket size of 7/16 inch, with suggested sources Snap-on F141 and Proto J5214. That duplicates drawing 0703C0004 (7/16 inch). Socket set 0631D1006 still lists 0703C0003 as "Socket, 3/8" Drive, 3/8", 12-PT," and the prior revision of 0703C0003 was 3/8 inch. Please confirm that 0703C0003 is a 3/8-inch socket and correct the drawing.
Answer: A revised drawing package has been uploaded to the SAM posting.
Question 10: The components list (Rev C) now lists 66 items, compared with 68 in Rev B.
Items 0631D1030 (Bit Assy, 1/4" Hex Insert Bits) and 0631D2015 (Organizer, 1/4" Insert Bits) are no longer listed separately. Both remain called out within Bit Set with Organizer 0631D1031. Please confirm this is a de-duplication only and that the required kit contents are unchanged.
Answer: Components List 0631D0000: confirmed the items in question are incorporated as an assembly on the components list.
Question 11: The suggested source row on 0718A1001 lists the part number as "0714A1001." Please confirm this is a typographical error and that the row applies to 0718A1001.
Answer: Drawing 0718A1001 has been updated and included in the revised drawing package that has been uploaded to the SAM posting.
Question 12: Drawing 0742A0000 vendor description - The NoCry, LLC (CAGE 8YWA7) OVERSPECS+ row carries the vendor description "UVEX ASTRO OTG 3001." That description appears to belong to the Honeywell source removed in this revision. Please confirm the correct description.
Answer: Drawing 0742A0000 has been updated and included in the revised drawing package that has been uploaded to the SAM posting.
Question 13: Section L.1(c)(2) states a minimum acceptance period of 90 calendar days.
Section A.1(g) and FAR 52.214-16(c) state 180 calendar days. Please confirm that 180 calendar days is the minimum.
Answer: The minimum acceptance period is 180 calendar days. An amendment will be issued to revise Section L.1(c)(2).
Question 14: Please confirm whether any Q&A responses issued under W912CH-26-B- 0007 remain in effect for this IFB, or whether bidders should rely solely on this IFB, its attachments and any amendments. Examples include the socket rail and punch pouch requirements, the replacement mold for hex key holder 0631D2001, and the submission of non-domestic components for review.
Answer: Please refer to question 7 above.
Question 15: The IFB is a total small business set-aside under NAICS 332216, but we did not locate FAR 52.219-33 in the solicitation. Has the SBA waived the Nonmanufacturer Rule for this acquisition? If not, please confirm the requirements that apply to a small-business nonmanufacturer bidder supplying the SARTK.
Answer: Please refer to questions 1 and 2 above.
Question 16: Higher-Level Contract Quality Requirement - Under FAR 52.246-11, must the prime bidder itself maintain an ISO 9001:2015 or equivalent quality management system, or may this requirement be satisfied through a first-tier manufacturing subcontractor that performs kit assembly, inspection, and Product Verification Testing?
Answer: The prime contractor must maintain the higher-level quality management system (or equivalent) directly. While quality requirements may be flowed down to subcontractors to support manufacturing and testing, relying exclusively on a subcontractor's certification is insufficient. Because the prime contractor retains ultimate performance responsibility and maintains the discretion to modify or replace subcontractors, the primary quality mandate must reside at the prime level to ensure continuous compliance and mitigate contract risk.
Question 17: Place of performance / testing - Sections C.3 and E.3/E.5 refer to the contractor's facility, while FAR 52.214-14 permits identification of a different place of performance. May the Start of Work meeting, production, inspection, and Product Verification Testing occur at the disclosed first-tier manufacturing subcontractor's facility?
Answer: Concur. The Government concurs with utilizing the disclosed first-tier manufacturing subcontractor's facility for the Start of Work meeting, production, inspection, and Product Verification Testing, provided all facility security, logistical, and oversight requirements are successfully met.
Question 18: The IFB requires bidders to return a signed copy of the TDPL cover sheet. The current EH4L0188EH_tdpl.pdf does not appear to contain a signature block. Please confirm where the bidder should sign and whether only the cover page or the complete TDPL is required with the bid.
Answer: Bidders are only required to sign and submit the cover page of the TDPL with their bid submission, however, submitting the complete TDPL document is also acceptable.
Since the TDPL cover page does not include a designated signature block, authorized representatives may sign and date anywhere within a clear, legible space on the cover page.
Question 19: Please confirm whether any Q&A responses issued under the canceled W912CH-26-B-0007 procurement are incorporated into W912CH-26-B-A016, or whether bidders should rely only on the current IFB/TDP and any Q&A or amendments issued under
W912CH-26-B-A016.
Answer: Please refer to question 7 above.
Question 20: We did not locate a wage determination in the current package. Please confirm that no wage determination or prevailing wage schedule applies to this supply requirement, including the Start of Work meeting and Product Verification Testing performed at the contractor's disclosed facility.
Answer: TBD
Question 21: This came in from the manufacturer for the jewlers screwdriver set (p/n 0631D1000) regarding manufacturing issues and an alternative suggested option:
"We are in the middle of a situation with these drivers; specifically, the ESD safe drivers.
Due to the closing of our plastic molder AND a badly worn molding tool, we cannot support this need in these qtys. We have run approximately 2 yrs of inventory of each of these drivers at current demand to buy us time to figure out the future of the ESD drivers (how to make them and what do they look like). But, there is an alternative.
ESD drivers are meant to protect sensitive electronics. Since these drivers are going to be used for a small arms kit, ESD is a waste of the tool. Instead, I would recommend the stainless steel handle jeweler’s type driver with the replaceable blade. This is not only more durable but also allows replacement of the blade in case of damage or overuse."
Moody part number Description Qty per kit
51-2022 Slotted precision screwdriver, .025″ 1
51-2023 Slotted precision screwdriver, .040″ 1
51-2024 Slotted precision screwdriver, .055″ 1
51-2025 Slotted precision screwdriver, .070″ 1
51-2026 Slotted precision screwdriver, .080″ 1
51-2027 Slotted precision screwdriver, .100″ 1
51-2031 Phillips #0 precision screwdriver 1
It doesn't look like there is enough inventory on shelves at distributors to satisfy the estimated kit quantities, so we are asking if it is possible to submit an RFV or ECP along with our bid for the alternative part?
Answer: TBD
Question 22: Q&A Answer 2 (October 15) confirmed that at least 50 percent of the total cost of the kit components must be manufactured in the United States by small business concerns under FAR 52.219-33(c)(2). Applying that calculation raises one issue the Q&A log does not address.
Tool Chest drawing 0631B0000 Rev B remains a Source Control Drawing. Its only approved sources, Snap-on Industrial (CAGE 55719) and Pelican Products (CAGE 65442), are both other than small, and no bidder may furnish a substitute. The chest is the largest single cost in the kit, so every small business bidder must count it against the 50 percent requirement regardless of how the remaining components are sourced.
- Will the Contracting Officer request an individual Nonmanufacturer Rule waiver from SBA for the tool chest under 13 CFR 121.1204(b), and if granted, will the chest be excluded from the 50 percent calculation? If not, please confirm that the tool chest cost is included in the calculation.
Answer: TBD
Question 23: We understand the published answers: the prime must directly maintain the ISO 9001:2015 or equivalent quality management system; a subcontractor's certification alone is insufficient. We also understand the kit-component small-business manufacturing requirement and that a disclosed first-tier facility may be used subject to the stated oversight conditions.
What evidence of the prime's equivalent quality management system, if any, must accompany the bid versus be available for a preaward responsibility review? We are asking about the required evidence and timing, rather than requesting an exception to the prime-level requirement.
Answer: TBD
Question 24: The October 15 log still marks several technical matters TBD, including the missing/incorrect 0703C0003 drawing and socket size, source-control versus vendor-item-control/alternate approval, TDPL designation conflicts, and the component-list count. Will an updated Q&A, corrected TDP/TDPL or further amendment be issued before bid close, and will any additional bid-preparation time be provided if the governing requirements change?
Answer: We are working to provide the remaining answers as quickly as possible. Because we have a large, multi-disciplinary team reviewing and finalizing these responses to ensure accuracy, the answers will be published incrementally on an "as-received" basis. Your patience is appreciated as we work through this process to get you the most accurate information. Please continue to monitor the SAM.gov posting for any possible extensions.
