About this opportunity

The Defense Logistics Agency Troop Support Subsistence is soliciting fresh milk and dairy products to support Department of Defense troops in Montana under Solicitation SPE300-26-R-X004. The procurement requires contractors to be current, functioning commercial distributors capable of sourcing, purchasing, storing, and delivering milk and dairy items while maintaining a 97% fill rate. The solicitation utilizes a Lowest Price Technically Acceptable (LPTA) source selection process to evaluate proposals, with all offerors required to submit pricing for the complete schedule of items, comply with the Buy American Act, maintain sanitation certifications, and interface with the STORES electronic ordering system using EDI transactions. Offerors must address five fluid milk products in half-pint and 14-ounce containers and one sour cream item across two 18-month tier periods. The proposal due date is February 11, 2026 at 8:00 PM EST, with proposals to be submitted via email to nicole.blake@dla.mil and jennifer.delange@dla.mil or through DIBBS, with individual email attachments not exceeding 5MB and total emails not exceeding 10MB.

This is an unrestricted acquisition with no set-aside designation; however, HUBZone evaluation preference applies under full and open competition procedures. The contract will be structured as a fixed-price, indefinite-quantity contract for a 36-month period divided into two 18-month tiers, with Tier 1 running from March 8, 2026 through September 11, 2027 and Tier 2 running from September 12, 2027 through March 17, 2029. The Tier 1 estimated value is $34,101.99, with a 3-year total estimated value of $68,203.98, a guaranteed minimum of $2,273.47, and a contract maximum of $350,000.00. The fluid milk items have estimated usage quantities ranging from 540 to 3,483 units over the 18-month periods, with sour cream estimated at 5 units per tier period. Performance will take place in Montana, with three specific delivery locations centered around Malmstrom Air Force Base and the Montana Air National Guard facility in Great Falls, Montana, requiring scheduled deliveries on designated days of the week to support military dining facility operations.
