About this opportunity
The Defense Logistics Agency (DLA) Troop Support Subsistence is conducting a Sources Sought Notice and Request for Information to identify manufacturers interested in participating in the Manufacturing Pricing Agreement (MPA) Program. The MPA Program seeks to establish direct pricing agreements with manufacturers for perishable prepared food products and related subsistence items supplied to global military customers through DLA's Subsistence Prime Vendor partners. Key requirements for participation include the ability to provide monthly pricing data submissions in electronic formats (CSV or Excel) integrated with DLA's system of record, compliance with pricing policies requiring that prices to DLA be equal to or less than those offered to similar commercial customers, and participation in or willingness to participate in the National Allowance Pricing Agreement (NAPA) program. Manufacturers must also demonstrate the capability to socialize their products to military customers if not currently selling to the government and provide commercial product specifications and labels for verification. The deadline for responses is February 11, 2031, with submissions to be sent via email to Joseph.Venuto@dla.mil with the subject line "Response to Sources Sought Notice for MPA Program - [Your Company Name]." It is important to note that this notice does not constitute a commitment from the Government, participation does not guarantee product selection by Military customers, and the Government will not pay for or compensate respondents for information provided.
This opportunity has no set-aside designation and involves no identified potential incumbents or current contractors named in the notice. No specific award value or budget range is provided in the pre-solicitation notice, as this is a sources sought and market research activity rather than a formal solicitation. The notice does not specify quantities of goods to be purchased or timeline parameters for service delivery, as those details would be determined through individual ordering agreements between military customers and manufacturers who successfully establish pricing agreements. Eligible respondents must provide company information including CAGE Code and Unique Entity ID from SAM.gov registration, business size classification under the primary NAICS code (Perishable Prepared Food Manufacturing, NAICS 311991), and details on manufacturing capabilities and pricing models. Manufacturers must indicate whether they operate under an Established Catalog model (regularly maintained price lists for multiple commercial buyers) or a Competitive model (pricing determined through comparative analysis), and all responses must include detailed company, point of contact, and technical capability information as outlined in the SSN Questionnaire.
