This procurement is a total small business set-aside, which includes the Women-Owned Small Business (WOSB) program; the small business size standard is $9 million. Amendment 0001, issued September 21, extended the original proposal deadline from September 21 and added FAR clauses 52.222-43 and 52.247-27 along with a Questions and Answers attachment.
Place of performance is Dededo, Guam. The ordering period runs from September 30, 2026 through September 29, 2031 (five years) with no guaranteed minimum quantity. The Government anticipates approximately $20,000 in annual expenditures but makes no purchase commitment.
Response time requirements are 45 minutes for emergency and hazard situations and standard service calls, and 60 minutes for after-hours or remote calls beyond 50 miles. Contractors must provide light-, medium-, and heavy-duty towing and recovery equipment appropriate to three vehicle weight classifications (light duty up to 10,000 lbs. GVWR; medium duty 10,001–26,000 lbs. GVWR; heavy duty exceeding 26,000 lbs. GVWR). All drivers must hold Commercial Driver's Licenses with appropriate endorsements and obtain Defense Base Identification (DBID) access. Contractors must maintain Workers' Compensation, Employer's Liability (minimum $100,000), Commercial General Liability ($500,000 per occurrence), Commercial Automobile Liability ($200,000 per person/$500,000 per occurrence bodily injury, $20,000 property damage), and On-Hook/Garagekeepers coverage sufficient to cover total replacement cost of government vehicles in custody.
Service categories include seven pricing line items: Light-Duty Towing, Medium-Duty Towing, Heavy-Duty Towing, Vehicle Recovery/Winching, Accident Cleanup/Recovery, Additional Towing Mileage beyond 10 loaded miles, and After-Hours/Emergency Response Premium. Contractors must submit firm-fixed unit prices for the base period and four option years. Questions close October 12 at 10:00 a.m. Chamorro Standard Time. Evaluation is technical capability (Acceptable/Unacceptable basis) and price, with award to the lowest-priced technically acceptable quotation with fair and reasonable pricing.
