About this file

This document is an addendum to FAR 52.212-1 establishing submission and evaluation requirements for a towing services Blanket Purchase Agreement (BPA) solicitation (N6264926QH048) with the U.S. Navy.

Quoters must submit quotations addressing two evaluation factors: Technical Capability and Price. For Technical Capability, quoters must confirm ability to provide 24-hour, 7-day-per-week towing and roadside assistance services; meet specified response times; provide light-, medium-, and heavy-duty towing and vehicle recovery/winching equipment; ensure personnel possess required licenses and qualifications; obtain and maintain DBIDS/base access for Camp Blaz; and comply with insurance and safety requirements. The Government does not require a separate technical narrative if compliance can be demonstrated through concise statements, equipment listings, and supporting documentation. For Price, quoters must complete the provided Pricing Schedule with firm-fixed unit prices for the Base Period and all Out Years, including all labor, supervision, equipment, tools, overhead, insurance, and profit. Government-established evaluation quantities are provided solely for comparison purposes and do not guarantee actual order volumes; the Government anticipates approximately $20,000.00 in expenditures per 12-month ordering period but makes no minimum purchase commitment.

All quotations must be submitted electronically to Sabrina Melsior (sabrinanicole.e.melsior.civ@us.navy.mil) and Amenda Davila (amenda.a.davila.civ@us.navy.mil) no later than 10:00 AM Chamorro Standard Time on 21 September 2026, with the solicitation number in the subject line. Email submissions must not exceed 10 MB. Quoters must acknowledge any solicitation amendments with their submission. Questions must be submitted by 10:00 AM ChST on 17 September 2026. Quotations must remain valid for a minimum of 60 days. Evaluation will be based on Technical Capability (Acceptable/Unacceptable basis) and Price, with award to the lowest-priced technically acceptable quotation, provided prices are determined fair and reasonable.

ADDENDUM TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS—COMMERCIAL

PRODUCTS AND COMMERCIAL SERVICES

The following is added to FAR 52.212-1:

1. QUOTATION SUBMISSION

Quoters shall submit a quotation containing the information identified below. Quotations shall be clear, concise, and provide sufficient information for the Government to determine compliance with the requirements of the solicitation.

Factor 1 – Technical Capability

The Quoter shall provide sufficient information demonstrating its capability to perform the towing services described in the Performance Work Statement (PWS). At a minimum, the quotation shall:

a. Confirm the Quoter’s ability to provide 24-hour, 7-day-per-week towing and roadside assistance services;

b. Confirm the Quoter’s ability to meet the response times specified in the PWS;

c. Identify the towing/recovery equipment available to perform light-, medium-, and heavy-duty towing and vehicle recovery/winching, as applicable;

d. Confirm that personnel performing services possess the licenses and qualifications required by the PWS;

e. Confirm the ability to obtain and maintain required DBIDS/base access for personnel requiring access to Camp Blaz; and

f. Confirm compliance with the insurance and safety requirements contained in the PWS.

The Government does not require a separate technical narrative where the Quoter can demonstrate compliance through concise statements, equipment listings, licenses, certifications, or other supporting documentation.

Factor 2 – Price

The Quoter shall complete the Pricing Schedule provided with the solicitation by proposing a firm-fixed unit price for each service for the Base Period and all Out Years.

Unit prices shall include all costs necessary to perform the required service, including labor, supervision, equipment, tools, overhead, insurance, and profit, except for charges specifically identified as separately priced items in the Pricing Schedule.

Evaluation Quantities. The quantities identified in the Pricing Schedule are Government-established quantities provided solely for evaluation purposes to establish a common basis for comparison of quotations. The evaluation quantities are estimates only and do not represent or guarantee the quantity of services that will actually be ordered under the BPA.

For evaluation purposes, the Government will multiply the Quoter’s proposed unit price for each service by the corresponding Government-established evaluation quantity. Quoters shall not alter the

Government-established evaluation quantities.

The Government anticipates approximately $20,000.00 in expenditures per 12-month ordering period under the BPA. This anticipated expenditure is provided for information and acquisition-planning purposes only and does not constitute a minimum purchase commitment or guarantee that the

Government will order $20,000 in services during any ordering period.

Actual services and quantities will be based upon the Government’s needs and ordered through authorized

BPA calls.

The Quoter shall identify any service for which it is unable to provide a price or perform the required service.

Failure to provide sufficient information for the Government to determine compliance with the PWS may result in the quotation being determined technically unacceptable and ineligible for establishment of the

BPA.

2. SUBMISSION INSTRUCTIONS

All quotations must be received electronically on or before 10:00 AM Chamorro Standard Time

(ChST) on 21 September 2026 in order to be considered for award. Quoters must acknowledge solicitation amendments, if applicable, electronically with their submission.

FAR 52.212-2 — EVALUATION

For the evaluation provision, I’d make it equally straightforward:

52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(a) Basis for Evaluation

The Government intends to establish a Blanket Purchase Agreement (BPA) with the responsible Quoter whose quotation conforms to the solicitation and is determined to provide the best value to the

Government.

Quotations will be evaluated using the following factors:

Factor 1 – Technical Capability

Factor 2 – Price

Factor 1 – Technical Capability

Technical Capability will be evaluated on an Acceptable/Unacceptable basis.

A rating of Acceptable will be assigned when the quotation demonstrates the Quoter’s ability to meet all material requirements of the PWS, including:

• Required towing and recovery capabilities;

• Availability and response-time requirements;

• Appropriate equipment for the vehicle classes proposed;

• Qualified and properly licensed personnel;

• Ability to obtain and maintain required installation access; and

• Required insurance and safety requirements.

A rating of Unacceptable will be assigned when the quotation fails to demonstrate the ability to meet one or more material requirements of the PWS.

A quotation rated Unacceptable under Factor 1 will not be eligible for establishment of the BPA.

Factor 2 – Price

Because the exact quantity and type of towing services required during the BPA ordering period are unknown, the Government does not guarantee that any particular service or quantity will be ordered.

The Government will evaluate price by multiplying each Quoter’ proposed unit price by the Government-established evaluation quantity for each line item. The resulting extended prices will be summed to determine the Total Evaluated Price for each ordering period.

The Government will determine he overall Total Evaluated Price by adding the Total Evaluated Price for the base year and all out years.

Evaluation quantities are provided solely for evaluation purposes and do not represent guaranteed quantities or minimum purchase requirements.

The Government will evaluate propose prices for reasonableness and may evaluate prices for unbalanced pricing.

For purposes of determining the lowest-priced technically acceptable quotation, the Total Evaluated Price for the Base Period and all Out Years combined will be used.

Basis for Selection

Technical Capability is evaluated on an Acceptable/Unacceptable basis. Among technically acceptable quotations, price will be the determining factor for selection.

The Government intends to establish the BPA with the responsible Quoter submitting the lowest-priced technically acceptable quotation, provided the prices are determined fair and reasonable.
