All recovery vehicles must have DOT-compliant lighting, safety chains, traffic cones, and high-visibility operator gear. The contractor must maintain adequate garage keeper's liability and hook/cargo insurance covering total replacement costs for vehicles in their custody. Government evaluation criteria include response time, professional conduct, damage-free towing, service completion, and invoice accuracy. Invoices must reference the BPA number, BPA Call number, date of service, vehicle identification, applicable CLIN, and amount.
