About this file
This is a Questions and Answers document for the MCBCB Towing Services Blanket Purchase Agreement (BPA), updated September 21, 2026.
The solicitation establishes a BPA for light-, medium-, and heavy-duty towing services. Offerors must provide pricing for all three towing categories; incomplete quotes addressing only select categories are not eligible for award. Heavy-duty towing capability may be provided through subcontractors or teaming partners, though the prime contractor remains responsible for all performance. The base towing rate includes the first 10 loaded miles, measured from vehicle pickup to the Government-directed delivery location; mileage beyond 10 miles is charged at additional rates specified in the schedule. Contractor travel to reach the pickup location is not separately reimbursable and must be included in base pricing. Driver licensing requirements align with applicable federal, territorial, and local laws; Commercial Driver's Licenses are required only when legally applicable to the specific vehicle being operated. The Government does not prescribe specific equipment configurations for medium-duty towing (10,001–26,000 lbs. GVWR) and places responsibility on contractors to provide appropriate equipment for safe, successful performance. Insurance requirements have been clarified in revised Performance Work Statement Sections 6.1 and 6.1, with FAR Clause 52.247-21 added accordingly; the Government does not establish maximum vehicle values for custody coverage purposes. FAR Clause 52.222-43 (Wage Determination) has been incorporated via Amendment N6264926QH0480001, with wage determination details in Attachment 04. This acquisition is set aside 100% for Small Businesses. The solicitation closing time is 4:00 PM Chamorro Standard Time (ChST), displayed as 3:00 PM Japan Standard Time (JST) in the system due to time zone limitations.

MCBCB – Towing Services BPA
Questions and Answers: Updated 21 September 2026
1. Attachment 02, Section 2 / SF1449 Block 8: Please confirm the controlling submission deadline in ChST, as Attachment 02 indicates 10:00 AM while the SF1449 indicates 11:00
AM local time.
Government Response:
The solicitation closing time is 4:00 PM Chamorro Standard Time (ChST). Due to system limitations, Guam/ ChST is not available as a selectable time zone; therefore, the system reflects the closing time in Japan Standard Time (JST). Japan Standard Time is one hour behind Chamorro Standard Time.
Accordingly, 3:00 PM JST is equivalent to 4:00 PM ChST. Offerors should submit their responses no later than 3:00 PM JST/ 4:00 pm ChST on the date identified in the solicitation. The times reflect the same submission deadline and do not establish separate closing times.
2. PWS Section 6.0 / CLIN X003: May a quoter propose light- and medium-duty towing only and leave the heavy-duty CLIN X003 unoffered without being considered technically unacceptable? If heavy-duty capability is required, may it be provided through a subcontractor or teaming partner?
No. Offerors are required to provide pricing for all items identified in the solicitation schedule including light-, medium- and heavy-duty towing services. A quote that does not address all required schedule items may not be considered for award.
Offerors are not required to possess all heavy-duty towing capability using their own in-house equipment or personnel. An offer may utilize a subcontractor or other partnering arrangement to provide the required heavy-duty towing capability provided the offeror’s proposed approach is capable of meeting all requirements of the solicitation.
The method by with an offeror obtains the necessary heavy-duty towing capability is at the offeror’s discretion; however, the offeror remains responsible for performance of all requirements under any resulting BPA associated calls.
3. PWS Section 6.0 – Operator Licensing: Does the requirement that all drivers hold a CDL apply to drivers operating vehicles below 26,001 lbs. GVWR that would not otherwise legally require a CDL?
Drivers shall possess and maintain the appropriate valid driver’s license required by applicable laws and regulations for the specific vehicle or equipment being operated. A
CDL is required only when legally applicable to the vehicle being operated. Therefore, operators of vehicles below the applicable CDL threshold are not required to hold a CDL unless otherwise required by federal, territorial or local licensing requirements.
4. PWS Section 6.0 – Equipment: What minimum equipment standard or specifications does the Government require for medium-duty towing (10,001–26,000 lbs. GVWR)?
The Government does not prescribe a specific minimum equipment configuration, make/model or towing apparatus for medium-duty towing beyond the requirements identified in the solicitation. It is the Contractor’s responsibility to determine and provide the equipment, vehicles, tools and other resources necessary to safely and successfully perform towing services for vehicles within the specified 10,001 to 26,000-pound GVWR range.
5. Attachment 03 – Mileage: Please clarify what mileage is included in the base towing rate and from what point the additional mileage is measured.
The base towing rate shall include the first 10 loaded miles of towing. Loaded mileage is measured from the location where the vehicle is picked up to the Government-directed delivery/drop-off location.
Any loaded mileage exceeding the initial 10 miles may be charged at the applicable additional mileage rate identified in the schedule.
Mileage raveled by the Contractor to arrive at the vehicle pickup location is not separately reimbursable and shall be included in the Contractor’s quoted base towing rate.
6. Wage Determination: Will FAR 52.222-43 be added to the solicitation, or should quoters account for Wage Determination increases in their out-year pricing?
Government Response: Yes, Clause 52.222-43 has been added to the solicitation and will be incorporated into the subsequent award. See Amendment N6264926QH0480001. See
Attachment 04 for the Wage Determination.
7. PWS Section 6.0 – Insurance: Please clarify the maximum vehicle value expected to be in the contractor's custody for purposes of garage keeper's and on-hook/cargo coverage, as well as any minimum commercial automobile liability and general liability limits.
The Government does not guarantee or establish or guarantee a maximum value for any individual vehicle that may require towing under the BPA. The Contractor shall maintain insurance appropriate and sufficient for the services being performed, including coverage for Government vehicles while in the Contractor’s care, custody or control and/or while being transported. Minimum commercial automobile and general liability requirements have been clarified in in the revised PWS. See revised PWS Sections 6.1 and 6.1. FAR
Clause 52.247-21 has also been added to the solicitation accordingly.
8. SF1449 Block 10 / FAR 52.219-6: Block 10 appears to indicate “Unrestricted,” while FAR
52.219-6 indicates a total small business set-aside. Please confirm whether this solicitation is a total small business set-aside.
Government Response: This acquisition is set aside 100% for Small Businesses. See the
“Summary of Changes” in Solicitation Amendment N6264926QH0480001.
