About this opportunity
The United States Air Forces in Europe - Air Forces Africa is soliciting sealed bids for the comprehensive replacement of the heating, ventilation, and HVAC systems at Building 168, Transportation Maintenance Facility at Spangdahlem Air Base in Germany. The project involves replacing an outdated boiler with a 90 kW air-to-water heat pump system, installing all new fan coils, radiators, and heating distribution throughout the facility, as well as implementing a new ventilation system for the changing area. Contractors must provide all management, personnel, labor, equipment, tools, materials, and other items necessary to complete this turnkey project in accordance with detailed technical specifications. The procurement will be conducted via sealed bidding with evaluation based solely on price, where the lowest-priced bid from a responsible, SAM.gov registered bidder capable of providing construction services in Germany will be considered for award. A mandatory site visit is scheduled for August 13, 2025 at 1330 Central European Time at the Spangdahlem Air Base Visitor's Center, and sealed bids are due by August 29, 2025 at 1330 CEST.
This procurement does not utilize any set-aside designations and is open to all qualified contractors meeting the NAICS code 236220 size standard of $45,000,000 in annual receipts. No current incumbent contractors are identified in the solicitation documentation. The contract will be awarded as a firm-fixed-price agreement with a performance period of 120 calendar days from the Notice to Proceed, though technical discussions indicate the timeline may extend to 150 days with the critical requirement that the heating system must be fully operational from the end of September through the end of May. The project scope includes decommissioning the existing heating oil tank, installing new electrical connections from transformer station 138, and ensuring compliance with strict military base security protocols and environmental regulations. All work will be performed at Building 168 on Spangdahlem Air Base in Spangdahlem-Gelsdorf, Germany, with contractors required to obtain proper security clearances and adhere to restricted area access procedures throughout the project execution.
