About this opportunity

The U.S. Army Corps of Engineers, Seattle District, is procuring four identical water temperature modulating systems for the cooling water control system at Albeni Falls Dam in Oldtown, Idaho. Each system must include a digital control panel, control valves with electro-mechanical actuators, and temperature sensors capable of maintaining cooling water temperatures between 68°F and 72°F. The procurement consists of three commissioned operational systems plus one complete spare system, with valves required to handle typical flow rates of 36-50 GPM while being capable of accommodating up to 120 GPM during infrequent system conditions. The contract includes two line items: the four modulating systems and on-site training and commissioning support. Award will be made to the lowest-priced, responsible quoter whose submission conforms to all solicitation requirements, with quotes due by June 20, 2025, at 11:00 AM Pacific Time following multiple amendments that extended the original deadline.

This procurement is designated as a total small business set-aside under NAICS code 334513 for industrial process control instruments manufacturing. Contractors must be registered in the System for Award Management (SAM) database to be eligible for award consideration, with quotes submitted via email to the contracting officer. The systems must be delivered to the Albeni Falls Dam Project Office by August 27, 2025, with all commissioning and training activities completed by September 25, 2025. Performance will occur at the dam facility in Oldtown, Idaho, where the contractor will install and commission the temperature control systems. The solicitation shows a preference for electro-mechanical actuators over the existing electro-pneumatic design, and all equipment must meet specific technical specifications including 24VAC or 24VDC control signals and NEMA-rated enclosures.
