About this opportunity

The U.S. Army Corps of Engineers Seattle District is conducting market research for a Temperature Modulating Valve System at the Albeni Falls Dam in Oldtown, Idaho. The procurement involves four digital control panels, four valves with electromechanical actuators, and four temperature sensors designed to modulate cooling water temperatures for hydroelectric generating units. This Sources Sought Notice is specifically targeting small business firms to determine market capabilities and potential set-aside opportunities. Interested contractors must submit a comprehensive capabilities package including company details, CAGE code, UEI number, business classification, and relevant experience by April 21, 2025, at 2:00 PM PDT. Respondents will need to demonstrate expertise in supplying, programming, and commissioning complex temperature control systems for industrial applications.

The procurement will be structured as a firm-fixed price contract with no specific set-aside designation currently identified. All components must be delivered to the Albeni Falls Dam by May 29th, 2025, with installation occurring during business hours (Monday-Thursday, 7:00 AM - 4:00 PM). The system requires specific technical specifications, including 4-inch pipe size, 125 PSI pressure rating, and flow rates between 150-500 GPM. Contractors must provide a one-year warranty covering all parts, labor, and workmanship. The contract will require comprehensive documentation, on-site commissioning, system tuning, and training support. All potential bidders must be registered in SAM.gov, and the solicitation number is W912DW25QA008, issued by the U.S. Army Corps of Engineers Seattle District.

THIS IS A SOURCES SOUGHT NOTICE ONLY.
This notice does not constitute a commitment by the Government. No contract will be awarded from this announcement. This is not a Request for Proposals (RFP) or Request for Quotations (RFQ). The U.S. Army Corps of Engineers (USACE), Seattle District, is conducting market research to determine the availability of qualified small business firms capable of installing and supplying four (4) digital control panels, four (4) valves with electromechanical actuators, and four (4) temperature sensors for the Albeni Fall Dam located in Oldtown, ID.

Scope of Requirement:
The U.S. Army Corps of Engineers requires four (4) digital control panels, four (4) valves with electromechanical actuators, and four (4) temperature sensors. The system is required to modulate the temperature of a hydroelectric generating unit cooling water loop. The system fluid is river water, used to extract heat from the generating unit through air coolers. The water temperature is controlled by the modulating valve, which either allows water to recirculate in the cooling loop or be discharged to the river.
