About this file
This document is Amendment 0003 for Solicitation W912DW25QA008, issued by the U.S. Army Corps of Engineers, addressing a procurement for modulating valves for a cooling water temperature control system at Albeni Falls Dam. The amendment extends the solicitation closing date from 19 June 2025 to 20 June 2025 and provides detailed clarifications about the valve requirements, including that the solicitation is for three commissioned systems plus one complete spare system, totaling four systems.
The amendment includes specific technical clarifications about the Johnson Controls valves, such as the VG2231VN+865D00 being a 4" VG2000-Series modulating valve with a 10.5" flange-to-flange dimension. Key specifications include a fail-safe open position, acceptable control signals of 24VAC or 24VDC, NEMA 3R/4/4X enclosure options, and 120VAC power. The solicitation is a small business set-aside, with quotes to be submitted via email, and contractors must be registered in the System for Award Management (SAM) to be eligible. Award will be made to the lowest-priced, responsible quoter meeting solicitation requirements.

AMENDMENT 0003
Summary of Changes for Amendment 0003
I. Provide Responses to RFIs:
Two Johnson Control valves listed in the spec – but I see three valves in the picture.
Johnson Controls No. VG2231VN+865D00 Globe Valve & Actuator Assembly Johnson Controls VG2000-Series Flanged Globe Valve
1) Is this an HVAC application? I see river water mentioned. Our globe valves are not designed for river water. They are designed for HVAC applications only.
2) Which valve(s) are to be replaced?
3) Which valve(s) is VG2231VN+865D00?
4) Which valve(s) is VG2000-Series, and what is the specific model number and size?
5) What tag value do you want to assign to each valve so we can clearly identify each valve?
6) How many of each valve do you require?
7) Are all valves 4?
8) What are the flow rates for each valve? I see several flow rates in spec – but which flow rate goes with which valve?
9) Do all valves have the same flange to flange dimension of 10.5?
10) Do all valves need a fail-safe? a. If yes, what is the fail position for each valve?
11) If no, what is the Normal position for each valve?
12) What control signal must each valve accept?
13) All valves required NEMA 4 enclosures, correct?
14) All valves require 120V power, correct?
II. Per bidder inquiry(ies), the Government offers the following information:
1) The Cooling Water Modulating System is not an HVAC application. The system uses filtered river water to control the temperature of a hydroelectric generator, as described in the solicitation.
2) The modulating valve is the only valve requested in this solicitation. The isolation valves at either end of the modulating control loop are not part of the solicitation.
3) The VG2231VN+865D00 is the modulating valve.
4) The VG2231VN+865D00 valve is a VG2000-Series (Johnson Controls) valve. The model number and serial number of the current valve is identified on the nameplate photo in the solicitation.
5) Offeror may identify the valve per their serial numbering ID scheme. AFD will (also) assign and tag the valve using our identification system.
6) The solicitation requests three (3) systems to be commissioned plus one (1) complete spare system. The successful offeror will supply four (4) systems total.
7) The current system uses a 4” control valve. Isolation valves on either side of the modulation loop are also 4” 125/150-flanged valves. The isolation valves are not part of this solicitation.
8) The flow rates/ranges through the control loop are noted in the solicitation.
9) The (Johnson Controls) VG2231VN+865D00 is 10.5” flange-to-flange. This is a standard Johnson Controls item. Other pertinent information regarding this valve and related equipment can be readily found on their website.
10) The fail-safe, fail position is ‘OPEN’ for the modulating valve of this solicitation. As stated in the solicitation, upon loss of signal, the modulating valve shall fail open.
11) The control signal(s) is the responsibility of the offeror. As this is a standalone system, 24VAC (preferred) or 24VDC are acceptable control circuit signals.
12) Per the solicitation, NEMA 3R, 4, or 4X enclosures are acceptable.
13) The power supplied to the system is 120VAC. Valve control power and control signal is the responsibility of the offer.
III. The solicitation closing date has been extended from 19 June 2025 to 20 June 2025.
IV. IMPORTANT NOTICE: Bidders must acknowledge receipt of this amendment by number and date on offer.
