About this file

Amendment 0002 for Solicitation W912DW25QA008 provides critical updates and clarifications for a U.S. Army Corps of Engineers contract for modulating valves at Albeni Falls Dam. Key modifications include responses to Request for Information (RFI) queries about valve specifications, system configuration, and technical requirements. The government clarified that offerors have options for actuator types (electro-mechanical or electro-pneumatic), with a preference for electro-mechanical actuators, and provided specific technical details such as discharge pressure (5 psi) and flanged connection requirements.

The amendment extends the solicitation closing date from 17 June 2025 to 19 June 2025 at 11:00 AM Pacific Time. It reaffirms that this is a small business set-aside procurement, with award to be made to the lowest-priced, responsible quoter whose submission conforms to solicitation requirements. Prospective contractors must be registered in the System for Award Management (SAM) database, with lack of registration rendering a quote ineligible for award. Quotes must be submitted via email to hien.ho@usace.army.mil, with all required documentation including completed pricing information and company details.

AMENDMENT 0002

Summary of Changes for Amendment 0002

The purpose of this amendment is as follows:

I. Provide Responses to RFIs:

[1] In order to select the proper trim size, we need to know what pressure drop to size the valve for. That information is not provided do we know what the trim size is for the existing Johnson Control valve.

We therefore cannot just duplicate it. Can you get me the information that will allow me to size the trim properly?

[2] The modulating valve description suggests that you are looking for an electrically actuated control valve. The existing valve is pneumatic. If you are looking for an electrically actuated fail open valve, what would you need an air supply and dryer unit for? This also impact the required output of the temperature controller.

[3] The Johnson VG2231 has a face-to-face dimension of 10.5”. For a control valve, that is a non-standard valve dimension. The standard 4” control valve has a face-to-face of 13.88”. Can we substitute a control valve with standard ANSI dimensions, or do we need to stick with the Johnson valve?

[4] Is the current filter separator a Laxos. Would you be able to give me a serial number?

[5] The RFQ descriptions calls for ¼” perforations. The standard is 3/16”. Will you accept 3/16” or do

I need to put in a special request for the 1/4”? For the back flush, the literature suggest that you need a water pressure source of at least 50 PSI. Is that available?

II. Per bidder inquiry(ies), the government offers the following information:

1. The pressure on the discharge side of the modulation loop is 5 psi. This discharge pressure is typical of the modulation loop when the generating unit is operating.

2. The current system is electro-pneumatic. Offeror has the option of an electro-mechanical actuator -or- an electro-pneumatic actuator. If an electro-pneumatic solution is offered, a new air supply/dryer unit will be required with the offer. Please note that an electro-mechanical actuator is preferred for the new system, as stated in the solicitation.

3. Fitment to the existing cooling system is a requirement. There are flanged connections (red arrow) on both ends of the temperature modulating loop as shown in the image below. The new system shall be a bolt-in replacement between these 4” Class 125/150 flanges.

Between the two flanges, the offeror may replace or modify the piping to complement their design for the new modulation loop.

4. The LAKOS LAX-0402-B Filter-Separator unit is identified with the current system equipment for information purposes only. The LAKOS unit is not part of this procurement and will be reused. The serial number is visible in the photo provided on Page 16 of 53 in the solicitation.

5. Similarly, the Tate-Andale Intake Water Screen model and nameplate data is provided for information only. The Tate-Andale unit will be reused and is not part of this procurement.

III. The solicitation closing date has been extended from 17 June 2025 to 19 June 2025.

IV. IMPORTANT NOTICE: Bidders must acknowledge receipt of this amendment by number and date on offer.
