About this opportunity

The United States Special Operations Command seeks to award multiple Indefinite Delivery/Indefinite Quantity contracts to provide core support services including education and training, management support, program management, engineering and technical services, professional services, and administrative functions. Proposals will be evaluated based on administrative responsibility, management capabilities, and past performance on relevant contracts. A draft Request for Proposals is scheduled for release on January 31, 2019, with comments due by the end of April 2019.

The requirement is set aside for total small business and will involve work both domestically and overseas. Relevant NAICS codes include 541611 and 541618, while PSC codes D302 and R425 apply. Incumbent contractors include those currently supporting requirements under the SOCOM Wide Mission Support contracts. The contracts have a potential total value between $700-900 million over a 10-year period from 2020 through 2030, and initial task orders of approximately $100 million will be awarded by August 2020 across various special operations mission areas and locations including MacDill Air Force Base, Florida.

As seen in the recently posted revision to Section L on 10 May 2019, with regard to Attachment 7 - SCS Past Performance Relevancy Baseline:
L.4.5.1.1 The more an effort is similar in the areas outlined in the baseline, the more relevant that effort becomes. No one relevancy criterion is more important than another when determining relevancy of a prime offeror effort, but rather ALL criterion are considered holistically in order to subjectively assess one overall relevancy rating (per the definitions in Table 2) for each prime offeror effort. A prime offeror effort does not have to be "Very Relevant" in all criterion in order to be determined "Very Relevant" overall. Additionally, a prime offeror effort could hypothetically be "Not Relevant" in one or more criterion and still be determined "Somewhat Relevant" or higher for that effort overall.
It should be noted that in the above paragraph, "prime offeror" applies to all submitted PPI sheets, not only those of the prime offeror itself. This language will be corrected in the Final RFP, along with the referenced table number to "Table L.4".

3rd Draft RFP
The attached package contains revised versions of the SCS SOW, Section H, L, and M, SCS PP Relevancy Baseline, and the second round of combined Questions & Answers from the 2nd draft RFP.
Please fully review all revised documents, as there have again been multiple changes throughout all.
Questions may continue to be submitted and will be considered, however the Government does not intend to release any further responses.
Following are the tentative dates for the remaining SCS RFP process:
SOFIC: 21-23 May 2019 - only intended to be a general overview of the SCS requirement during the PEO-SV overall briefing. This will not be an SCS focused discussion.
Fianl RFP Release: Mid-to-End of June 2019
Proposals Due: End of August 2019
Award Notice Released: Beginning-to-Mid March 2020

Teaming Arrangements
A common question that has been asked concerns teaming arrangements. This notice is to provide clarification on teaming arrangements and what will and will not be allowed. If you choose to prime on this effort, you will not be allowed to sub-contract for another prime. You can choose to be a sub-contractor on as many primes as you would like, but only if you are not a prime.

SCSS INDUSTRY DAY - LOCATION ADDRESS
The SCSS Industry Day is schedule for 5-8 March 2019, with the open forum being from 0900-1200 on 5 March 2019. The address for Industry Day is:

SCSS INDUSTRY DAY
The SCSS Industry Day has been scheduled for 5-7 March 2019. There will be an open forum beginning at 0900 on 5 March 2019 and will go to 1200. The location for this open forum has not yet been finalized, but will be located at a facility in the Tampa area. The specific location will be provided when it becomes available.

Due to space limitations, interested companies are limited to two attendees, and must register by submitting the following information NLT 1500 Eastern on 25 February 2019 to the Contracting Team via email at sherri.ashby@socom.mil AND michael.longdon@socom.mil:
1. Attendee Name
2. Company being represented
3. Interested in being a Prime or Subcontractor


Individuals who have not registered by the date and time identified above will NOT be allowed into the open forum.


All interested parties are encouraged to submit questions to the Contracting Team prior to Industry Day, or utilize the open forum meeting to obtain clarification of the Government's requirement. However, the Government will provide a limited number of 1-on-1 meetings with industry, beginning at 1300 Eastern on 5 March 2019, and continuing through 1600 Eastern on 7 March 2019. All 1-on-1 meetings will be held in the Concord Room of the SOFWERX facility located at 1925 E. 2nd Ave, Suite 102, Tampa, FL 33605.


Each 1-on-1 shall be for no longer than 15 minutes, and are intended to answer technical questions specific to the solicitation only. Discussion of business development or contractor capability information will not be entertained. Additionally, meetings will only be held with those companies intending to submit proposals as a Prime Contractor. Discussions with those wishing to subcontract will not be held. Companies may bring an additional 3 people (for a total of 5) to participate in 1-on-1 interactions.


A total of 50 meeting times are available, and will be assigned on a first come, first served basis. If a meeting is desired, your request must be submitted NLT 1500 Eastern on 25 February 2019 to the Contracting Team via email at sherri.ashby@socom.mil AND michael.longdon@socom.mil.


All email correspondence shall have a subject line of "SCSS Industry Day".

HQ USSOCOM is currently in the acquisition planning process for the re-competition of the SOCOM Wide Mission Support (SWMS) suite of IDIQ contracts which were awarded in 2015 and expire in 2020. A formal milestone schedule has not yet been established for the new SOCOM Core Support requirement. However, the following are the tentative dates for release of information concerning the new requirement:
