This solicitation seeks proposals to provide core support services to the United States Special Operations Command through an Indefinite Delivery Indefinite Quantity multiple award contract. Services include program management, logistics, engineering, operations, and administrative support. SCS Source Selection Progress Update – 20 Dec 2019
Due to the overwhelming interest from industry in supporting Special Operations Forces, the length of evaluations has been prolonged. Therefore, the projected award date has been delayed until late Spring.
NOTE: Rumors of a down-select are inaccurate. Evaluations are ongoing.
No further information will be provided until after the new calendar year.

14 June 2019: FINAL RFP - SOF CORE SUPPORT (SCS) H9240019R0003
This is a formal Request for Proposal (RFP) for the United States Special Operations Command (USSOCOM) SOF Core Support (SCS) Indefinite Delivery Indefinite Quantity contract. The sole points of contact for information regarding this acquisition are the Contracting Officers.
SOF Core Support is being solicited as a 100% Small Business Set-Aside. The Government contemplates award of a Multiple Award IDIQ contract resulting from this solicitation. Offerors are required to submit proposals in accordance with the instructions outlined in Section L of the RFP.
In addition to the RFP related documents, the Government is providing the following additional documents for informational purposes only:
1. The responses to all questions received in response to the initial Draft RFP titled "SCS Draft RFP QnA Consolidated 1".
2. The responses to all questions received in response to the second Draft RFP titled "SCS Draft RFP QnA Consolidated 2".
Offerors may submit questions to the Contracting Officers at any time; however, questions received after 4:00pm Eastern on 15 July 2019 may not be answered prior to the solicitation closing date. Prior to submitting additional questions, offerors are encouraged to review the two Consolidated Q&A files included with the Final RFP documents.
All inquiries must be emailed and submitted to Sherri Ashby, Contracting Officer, sherri.ashby@socom.mil AND Michael Longdon, Contracting Officer, michael.longdon@socom.mil using RFP Attachment 08 SCS RFP Questions Format. Please note that oral requests (e.g. phone call) for information will be re-directed to provide email correspondence, for documentation purposes. Individual responses to inquiries will not be provided. Do not include source selection sensitive or proprietary information in the template; all questions and answers will be posted to FedBizOpps (www.fbo.gov).
Communications with anyone other than the Contracting Officers are prohibited. Government ethics regulations, the Competition in Contracting Act, and the Procurement Integrity Act prohibit preferential treatment of one contractor over another and require that Government personnel adhere to the highest standards of conduct and avoid even an appearance of a conflict of interest.
Electronic Proposal Submission. (See RFP Section L1.5)
Offeror shall submit its proposal electronically through FedBizOpps (www.fbo.gov). Follow instructions on FBO for submitting an electronic response. Large File Notice: Follow FBO instructions for uploading files larger than 10MB. If needed, break the file down into smaller sections in order to upload it to the system. PROPOSALS SUBMITTED THROUGH OTHER MEANS WILL NOT BE ACCEPTED. Clearly mark the description for each uploaded document by Offeror Name, Solicitation Number and Volume number. Proposals submitted electronically will be considered late unless all proposal documents are transmitted to and successfully uploaded to www.fbo.gov prior to the closing date and time for receipt of proposals (See L1.6). USSOCOM is not responsible for technical difficulties associated with the transmission of any electronic files to the website. The offeror is responsible for ensuring the successful electronic delivery of its proposals. Offerors are encouraged to submit proposals with sufficient time to ensure all proposal documents are successfully uploaded to the website prior to the closing date and time. The Contracting team will confirm receipt of your proposal. If do not receive a confirmation, you can assume your proposal was NOT received, and should take steps to contact the Contracting team as soon as possible. Please be advised that timelines are determined by the date and time an offeror's proposal is received by the Government, not when an offeror attempted transmission.
