About this opportunity
Air Mobility Command seeks snow and ice removal services for Grand Forks Air Force Base, North Dakota, with quotes due September 10, 2026 at 10:00 AM CST and a mandatory site visit on September 1, 2026 at 1:00 PM CST. This is a 100% small business set-aside (NAICS 488490, size standard $18,000,000).
Place of performance is Grand Forks AFB, ND 58205. The contractor shall remove snow and ice from approximately 353,000 square yards of roadways and 598,000 square yards of parking lots, excluding airfield operations surfaces and Military Family Housing. Services are categorized by three priority levels with tiered response times: Priority 1 areas require complete removal within three hours of the last inch of snowfall; Priority 2 areas within 24 hours with a two-lane path cleared within 12 hours; Priority 3 areas within 72 to 96 hours with a two-lane path cleared within 24 hours. An additional 24-hour variance applies for snowfall exceeding 12 inches in 12 hours or sustained winds over 25 mph. The contractor must provide all personnel, equipment, materials (including sand/salt mixture and liquid deicer), labor, and a 24-hour customer complaint hotline. Parking lot snow pile removal is required during specified hours; snow hauling from berms exceeding 45 inches requires monthly reporting. All sand and debris must be cleared by May 1st annually. Performance is measured against a Service Summary Table limiting valid customer complaints to no more than two per service month. The government provides a 10,000 square-foot plot and 9,600 square-foot facility on Contractor Row with office space and overhead doors.
The contract runs from October 1, 2026 through September 30, 2027 (base year), with four one-year option years extending through September 30, 2031. All pricing must be all-inclusive of materials, labor, transportation, delivery, and associated costs. Evaluation factors in descending order of importance are total evaluated price (base year plus four option years plus a calculated six-month extension) and past performance rated acceptable or unacceptable, with price being the significantly more important factor. Quoters must submit SAM-registered companies actively enrolled in Wide Area Workflow for invoicing; advance payments are not permitted. All quoters must submit an essential contractor service plan and no more than three past performance references. Questions are due September 2, 2026 at 4:00 PM CST. All contractor and subcontractor labor hours must be reported annually to SAM.gov by October 31st. All employees require DBIDS cards; foreign national employees require additional screening. Contractors must complete Level 1 Anti-Terrorism training within 30 days and OPSEC awareness training within 90 days of access.
