About this opportunity

The U.S. Army Contracting Command at Aberdeen Proving Ground is soliciting Small Arms Protective Inserts (SAPI) in five sizes (X-Small through X-Large) to support Foreign Military Sales cases through the U.S. Army Security Assistance Command. The procurement is structured as a single-award Indefinite Delivery/Indefinite Quantity contract with Firm Fixed Price terms and a five-year ordering period. All components must comply with the Berry Amendment, requiring domestic production of all materials, and products must demonstrate ballistic resistance through First Article Testing and Production Lot Testing. The evaluation employs a two-phase approach with technical compliance assessed on a pass/fail basis in Phase 1, followed by Phase 2 evaluation of Quality Management System compliance with ISO 9001:2015 standards, past performance, and price. The proposal due date is April 22, 2026, at 10:00 AM local time, with multiple amendments issued through April 9, 2026, addressing clarifications on testing requirements, HUBZone eligibility, and evaluation procedures.

This opportunity is designated as a 100% HUBZone set-aside restricted to HUBZone-certified small businesses under NAICS 339113 (Surgical Appliance and Supplies Manufacturing) with a maximum size standard of 800 employees. The anticipated total order quantity across the five-year contract period is 188,711 units, distributed across the five SAPI sizes with expected Year 1 quantities of 36,240 units increasing to 39,227 units by Year 5, plus 117 First Article Test units. Offerors must submit 34 Production Demonstration Model samples across all sizes for testing at either the U.S. Army Aberdeen Test Center or an NIJ-approved independent laboratory, with all testing costs borne by the contractor. Performance location is Aberdeen Proving Ground, Maryland, though contractors must maintain ISO 9001:2015 or higher certification and implement Statistical Process Control systems throughout their manufacturing operations. Contract pricing will be evaluated for fairness and reasonableness, with proposed unit prices serving as binding ceiling prices throughout the entire five-year contract ordering period.
