About this file
This is a Quality Management System (QMS) compliance crosswalk template for vendors supplying Soldier Personal Protective Equipment (PPE) to the Product Manager Soldier Protective Equipment (PM SPE). The document serves as an instruction guide and matrix for vendors to demonstrate their compliance with ISO 9001:2015 standards, which is mandated for all SPE contracts as Critical Safety Items under FAR Clause 52.246.11 Higher Level Contract Quality.
Vendors are required to complete and submit the crosswalk matrix at the time of proposal submission. The form contains three primary columns: ISO Standard clauses, Company Quality Management System (where vendors reference equivalent company documents), and Compliance Statements (where non-certified vendors must explain how their processes meet ISO 9001:2015 requirements). All ISO 9001:2015 required procedures must be submitted as attachments to the crosswalk, along with three samples of supporting documented information (records) pertaining to each procedure. The document emphasizes that vendors need not be ISO certified but must be fully compliant with all ISO 9001:2015 requirements with no exclusions permitted. PM SPE Quality Assurance and the Defense Contract Management Agency (DCMA) are responsible for evaluating, auditing, and monitoring contractor QMS compliance. The crosswalk matrix covers all ten major sections of ISO 9001:2015, from organizational context and leadership through quality management system processes, operations, performance evaluation, and continual improvement.

Revision 1.1, Date: August 2017
ISO 9001:2015 Crosswalk Matrix Instructions
The ISO 9001:2015 crosswalk matrix is intended as a clarification map for a vendor’s Quality Management System (QMS). All
Soldier Personal Protective Equipment (PPE) are Critical Safety Items, therefore, the contracts for PPE incorporate FAR Clause
52.246.11 Higher Level Contract Quality and delineates ISO 9001:2015 as the Standard for compliance. Vendors are not required to be ISO certified at this time of a proposal, however, they must be ISO 9001:2015 compliant. The definition of compliance is that each competing vendor shall meet all the standard requirements in ISO 9001:2015 with the exception of certification by 3rd party registration. The vendor’s quality management system may meet a higher quality management system than outlined in ISO
9001:2015 but cannot be less compliant than ISO 9001:2015.
The vendor needs to demonstrate how they meet and maintain an ISO 9001:2015 Quality Management System. The Product Manager
Soldier Protective Equipment (PM SPE) Quality Assurance (QA) and Defense Contract Management Agency (DCMA) are responsible for evaluating, auditing and monitoring the contractor’s QMS. The crosswalk matrix must be completed and submitted at the time of proposal submission.
1. First column: ISO Standard clauses
2. Second column: Company Quality Management System – The vendor shall populate this column by referencing their appropriate company document equivalent to requirement
3. Third column: Compliance Statement – If the vendor is not certified, explain how your process is in compliance with the standard
4. All Procedures required by ISO 9001:2015 shall be submitted as attachments to the Crosswalk Matrix and three (3) samples of supporting documented information (e.g. records) as they pertain to the Procedures.
Example: ISO 9001:2015 requires a Corrective Action Procedure. The crosswalk shall describe it, the Procedure shall be an attachment to the crosswalk and examples of a Customer driven Corrective Action, an Internal Corrective Action and a Supplier
Corrective Action would be supporting documents/records pertinent to the procedure.
PM SPE QA FORM 11 2 | P a g e
Remember, compliance and certification are not the same thing, but they require the same effort and management involvement. Early
ISO developed the phrase that is still relevant today, “Say what you do, do what you say, and prove it.” Address and support all ISO clauses with documented information, no exclusion to any ISO are allowable.
