About this file

This is a Question and Answer document from a federal contract solicitation addressing HUBZone set-aside requirements.

The document clarifies that this is a 100% HUBZone set-aside contract, which restricts prime contractor eligibility to HUBZone-certified small businesses. Non-HUBZone small businesses are not permitted to submit proposals as prime contractors under any circumstances. The only pathways for non-HUBZone small business participation are as subcontractors to the HUBZone prime contractor or as members of an approved joint venture with a HUBZone-certified entity.

Text version

13. Could you please clarify whether there are any circumstances under which a non- HUBZone small business may submit a proposal as a prime contractor for this requirement? Additionally, if not, would participation as a subcontractor or through a teaming arrangement be the only viable path for non-HUBZone small businesses?

Answer 13: As this is a 100% HUBZone set-aside, the only options for non-HUBZone participation would be as a subcontractor, or part of an approved joint venture.
