The solicitation document that was attached in the original posting has been updated to include a complete list of attachments in Section J. Also the Statement of Work attached in the original posting was retitled as Attachment 01.

NOTICE: This is a synopsis of proposed contract action in accordance with (IAW) FAR Subpart 5.2. This is neither a Request for Proposal (RFP) nor an Invitation for Bid (IFB). This notice should not be construed as a commitment by the Government, but rather a synopsis prepared IAW FAR 5.207 for the purpose of notifying potential offerors of an upcoming solicitation for services.
DESCRIPTION: Hill Air Force Base, AFSC OL:H/PZIEB intends to issue a RFP for the acquisition of the Simplified Acquisition of Base Engineering Requirements (SABER) construction services under solicitation number FA8201-21-R-0007. The anticipated period of performance will be six (6) years. The SABER contract is required for streamlined construction services for Hill AFB, 75 CEG/CE. This contract will be set aside for 8(a) Small Businesses. Companies interested in proposing will need to be geographically located near Hill AFB, Utah. Additional information about the SABER requirement can be found in the Draft Statement of Work (SOW) and other Draft Solicitation attachments. The SABER contract is anticipated to be a Firm Fixed Price (FFP), Multiple-Award, Indefinite Delivery/Indefinite Quantity (IDIQ).
Anticipated CLIN structure and unit of issue will be as follows. Unit of issue for CLINs 0001, 0002, and 1001 will be Lot.

Foreign participation is not permitted for this acquisition.
RESPONSES: Interested parties may submit responses, by email, to the points of contact listed in this posting. Draft documents will be posted as they become available from now until RFP release. The Government encourages vendor feedback on the draft documents. Please submit all questions and comments to the points of contact listed in this posting. The Government anticipates releasing the official RFP during the first week of January 2021; therefore, all responses to draft documents need to be submitted no later than 31 December 2020. Please submit questions as quickly as possible in order to allow the Government adequate time to answer. All Q&A responses will be provided to the public through this posting unless considered proprietary to a company.
The Government intends to conduct a site visit for the Seed Project and anticipates it being held mid-January 2021. The Seed Project will be an area of evaluation and therefore interested parties will need to attend in order to accurately propose on the requirements. Additional information regarding the site visit will be posted as it becomes available. Specific instructions regarding RSVP, maps, and max attendance numbers per company, will be posted with the official solicitation. It is anticipated that the due date for proposals will be 40 days after official release of the solicitation. Until such time as the RFP has been officially released, all documents, and timelines are subject to change.
