1 GENERAL REQUIREMENTS
a) The contractor shall provide all labor, materials, tools, equipment, testing, transportation, and supervision to accomplish the following task in accordance with requirements contained in the original contract specifications.
b) The contractor shall provide a written proposal (narrative and graphic, as needed) describing their approach to the proposed work described in this SOW and any applicable project drawings, if any, IAW SABER Basic SOW, Section 15.4
c) The contractor shall provide, as part of the proposal, a basic design solution showing a complete understanding of the requirement IAW SABER Basic SOW, Section 15.4.
d) The SABER Project Manager (PM) will be identified at time of award. The contractor shall notify the SABER PM and Contracting Officer prior to beginning any work.
e) The contractor shall comply with all current versions in effect for Unified Facilities Criteria
(UFC) 1-200-01, Hill AFB Design Standards, the 75th CS TAB K (dated 1 August 2011), and all manufacturers recommend installation, start-up and operation instructions for all equipment installed as part of this project.
f) The contractor shall perform the contracted service after coordinating with SABER PM.
Normal working hours for this project are 0700 to 1600 Monday through Friday. No overtime costs shall be allowed.
g) The contractor shall provide material submittals prior to using and/or starting the project and provide all required/requested as-builds drawings, training, Operation and Maintenance
(O&M) manuals, and/or closeout documentation to the SABER PM prior to the final inspection.
h) The contractor shall have seven (7) days to complete any punch list items prior to Period of
Performance completion date, 100% beneficial occupancy being granted or final invoice being accepted, based upon final visual inspection/walk thru with the customer, Contracting
Officer (CO), SABER PM, and SABER contractor/sub-contractor(s).
i) The contractor shall keep all material well organized and clean the area of construction daily and clean the entire project area prior to final inspection.
j) The contractor shall properly dispose of all construction materials off base. The contractor shall not use government furnished roll-off containers and/or dumpsters. Contractor(s) shall provide their own containers for construction debris.
k) The contractor shall use employees and/or subcontractors with work experience and licensing
IAW SABER Basic SOW Section 4.6.
l) Prior to submitting bids, contractors and subcontractors shall visit and inspect jobsite to verify locations of all the existing electrical/plumbing/mechanical. Upon contractor inspection of jobsite, contractor shall notify the SABER Contracting Officer with questions of any deficiencies related to the project that may cause modifications to the contract unless incorporated into a revised government SOW.
m) The contractor shall conform to all safety requirements contained in all applicable standards, for activities related to the accomplishment of the work performed and provide dust protection to protect government assets.
n) The contractor shall be responsible for safeguarding all government property. At the close of each work period, government facilities, property, and materials shall be secured.
o) The contractor shall provide protection to government property, to prevent damage during the period of time the property is under the control or in possession of the contractor.
p) The contractor shall record and report promptly (within one hour) to the contracting officer or SABER PM, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
q) In the event of an accident/mishap, the contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.
r) The contractor shall notify the Hill AFB Fire Dept. at 911of any environmental spills, and then promptly report the incident to the SABER PM. If the contractor spills or releases any substance as contained in 40 CFR 302 into the environment, the liability for the spill or release of such substances rests solely with the contractor and its agent(s) to remediate the area as required, at no additional cost to the government.
s) The contractor and subcontractors shall warranty all materials and installation for a period of one year upon completion of the project.
t) For toxic hazards such as asbestos and lead-based paint, work shall be performed by a contractor with a current license in the State of Utah by individuals with current certification(s) as required by the State of Utah and IAW Section 3.5 of the Basic SOW.
u) The contractor shall purchase all ASSA cores and provide to SABER PM for install by 75
CES Base Key Shop as per Hill Air Force Base Facility Design Standard, Section 4.4.3.
v) The contractor shall schedule Roll offs for the Hill QRP program for recyclable metals (POC is Wayne Murphy 1-801-586-8538). There will be separate Roll offs needed for Scrap metal and Copper.
w) All soil shall remain on site and covered to be re-used as project backfill when possible
(unless engineered fill is required). While digging or excavating soil, contractor shall visibly inspect soil. If soil changes color and/or an odor is identified, then the contractor shall stop working immediately and notify the government PM of such odors and/or discoloration of soil. Government PM needs to be on site during excavation work to verify soil contents and request samples if needed. If there is no discoloration or odor, then the soil shall be hauled off base.
x) The contractor shall provide a daily sign-in log and provide daily reports for the duration of the project.

Contractor shall verify accuracy and provide accurate drawings.
The contractor shall provide a complete set of Construction drawings prior to beginning any work and provide As-Built drawings upon completion of the project
IAW SABER Basic SOW, Sections 22.2 and 27.
The contractor shall provide all required deliverables and close-out documentation at time of final inspection. Full Beneficial Occupancy or final Contract Progress Report will not be accepted until all parts of the project are completed to the satisfaction of the
CO, SABER PM and customer and all project deliverables are provided and accepted.
2 STATEMENT OF WORK
a) This project is to Construct a 10’ x 10’ communications room with hard lid ceiling, new flooring, HVAC, DDC Controls and update communications rack and cabling within new room (Bay N, Room 147). This project will also include landscaping on south end, asphalt parking area, replacement of four (4) canopies, new pavilion, exterior painting and installation of steam vault and piping on the south end of building.
2.1 SUBMITTALS WITH PROPOSALS

3 COMMUNICATIONS ROOM REQUIREMENTS
3.1 ASBESTOS CONTAINING MATERIAL/LEAD BASED PAINT
a) All Asbestos Containing Material and Lead Base Paint abatement shall be IAW the following regulations;
i. 29 CFR 1926.1101 or 29 CFR 1910
ii. 40 CFR
iii. 29 CFR 1910.1025, 1926.62
iv. 29 CFR 1910.134, 1910.1200
v. R307-840 State Regulations for Lead Base Paint
vi. R307-801 State Regulations for Asbestos
c) The contractor shall post on site, and maintain on site until the project has been completed, the government provided asbestos containing material and lead based paint inspection reports.
d) The contractor shall submit any required notifications for asbestos and lead based paint removal to the Utah Division of Air Quality (DAQ), 10 days prior to starting any asbestos or lead based paint removal if required by regulations.
e) The contractor shall provide an asbestos and lead based paint removal work plan and certifications to the SABER PM for review, prior to starting any set-up and/or removal.
3.2 DEMOLITION – COMMUNICATIONS ROOM
a) The contractor shall demo suspended ceiling, lighting, flooring, etc. in preparation of new 10’ x 10’ communications room. Demo just enough to construct new communications room and tie all existing ceiling, flooring, and etc. back in.
3.3 ARCHITECTURAL – COMMUNICATIONS ROOM
a) The contractor shall construct a 10’ x 10’ communications room with hard lid ceiling.
b) The contractor shall use 1-5/8” x 3-1/2” metal studs, 16” on center. All hard walls shall extend above the ceiling 1’ with seismic bracing according to code. All studs shall be secured to top/bottom plates with 4 screws, 2 on top of stud, and 2 on bottom of stud. Stud walls/bottom plates shall extend below raised flooring and shall be securely anchored to the concrete floor. Re-install raised flooring to meet up with all walls of room, interior and exterior.
c) The contractor shall insulate all stud wall cavities with R-11 as per ASHRAE Standard
90.1
d) The contractor shall patch all existing walls and prep new walls to a Level 4 finish and paint with one coat of white primer and 2 coats paint. Area shall provide an undisturbed finish upon completion. Color TBD.
e) The contractor shall provide and install new interior 3’ x 7’ metal frame (powder coated), solid core (Oak) wood door, premium grade with a factory finished stain.
Colors TBD after award.
f) The contractor shall provide and install new lever handle lockset with ASSA core.
g) The contractor shall provide and install new hardware, security hinges, kick plate and wall stop. All hardware shall be brushed nickel.
h) The contractor shall prep floor for ESD anti-static 12” x 12” vinyl floor tile.
i) The contractor shall provide and install ESD anti-static 12” x 12” floor tiles per manufacturers recommendations and instructions. Color TBD after award.
j) The contractor shall provide and install 4” rubber cove base (interior and exterior).
Color TBD after award.
k) The contractor shall patch-in existing suspended ceiling to exterior of new communications room. Provide undisturbed appearance.
l) The contractor shall patch-in existing flooring to exterior of new communications room. Provide undisturbed appearance.
3.4 ELECTRICAL – COMMUNICATIONS ROOM
a) The contractor shall provide and install new 2’ x 4’ LED recessed troffers (similar to
Lithonia 2BLT4-60L-ADP-EZ1-LP840) in room to provide sufficient lumens to meet base standards.
Salient Characteristic’s to meet:
i. Provide minimum 50,000 life hours
ii. Provide 4000K color
iii. Provide 0 – 10 volt dimming module w/power pack.
b) The contractor shall provide and install new light switch for new lighting.
c) The contractor shall provide and install all electrical required for the proper operation of new communications room and HVAC equipment installed under this project.
Contractor shall field verify quantities needed to support contract task order.
d) The contractor shall provide and install new duplex convenience outlets, 1 in room
(east wall) and 1 exterior room (south wall).
e) The contractor shall provide and install new appropriately sized fused disconnect for outdoor HVAC unit.
f) The contractor shall provide and install new GFI (Ground Fault Interrupter) duplex convenience outlet with WP (Weather Proof) cover on roof for HVAC equipment.
g) The contractor shall appropriately label HVAC equipment.
h) The contractor shall update all panel schedules to reflect any changes.
3.5 PLUMBING – COMMUNICATIONS ROOM
a) The contractor shall pipe condensate drain line to the existing Data Aire Units’ condensate drain line – all piping shall be concealed, provide sufficient slope for proper drainage of condensate. Add condensate pump as needed. Condensate pump shall be tied into the unit control circuit to shut down the fan unit in the event of pump failure.
Create alarm for EMCS to see.
3.6 MECHANICAL – COMMUNICATIONS ROOM
a) The contractor shall provide and install new R-410A cooling only ductless split (similar to Mitsubishi P-Series) in communications room, appropriately sized for the space and load and be capable of maintaining 68°ғ year round. Indoor unit shall be wall mount.
Refer to figure #2.
Salient Characteristic’s to meet:
i. Provide variable speed compressor with INVERTER-driven compressor technology
ii. Environmentally Friendly – 90% of system components are recyclable and
R410A refrigerant has zero Ozone Depletion Potential (ODP)
iii. Provide low ambient cooling down to -40°ғ providing 100% capacity
iv. Provide 24-hour continuous operation (cooling mode)
v. Provide high pressure protection
b) The contractor shall route line-set, electrical conduit, condensate drain, etc. in a clean, workmanship like manner. Line-set shall be concealed (recessed) behind indoor unit, there shall be no exposed line-set in room.
c) The contractor shall install and secure outdoor unit on factory stand and shall be securely anchored to the roof (directly above room on a raised curb provided by a roofing company). Outdoor units shall have factory wind baffles installed along with all other cold weather options offered by the manufacturer such as low ambient kits, crankcase heaters, pan heaters, hail guards, hoods, etc.
d) The contractor shall repair any/all roof penetrations associated with the install of the
HVAC system. All repairs shall be weather tight and performed by a qualified roofing contractor to avoid any warranty issues.
e) The contractor shall install line hide over all exposed refrigerant lines, electrical conduit, condensate lines, etc. The color shall be Dakota Brown (powder coated). Cap line-hide to prevent wasps, insects or birds from nesting.
3.7 DDC CONTROLS – COMMUNICATIONS ROOM
a) The contractor shall provide and install new Interface Card (similar to Melco-Bems
Interface Card) for new ductless split in communications room and provide space temperature sensor and amp sensor. See Figure #3.
Salient Characteristic’s to meet:
i. Provide RS-485 connector
ii. Provide CN105/CN92 connection lead.
iii. Provide connectivity to DDC Control System.
b) The contractor is responsible for furnishing all conduit, boxes, straps and wiring associated with this contract required to make the system operational and communicating to EMCS (INFOSCAN).
c) The contractor shall recess box that houses new interface card above indoor unit and install decorative cover plate.
d) The contractor shall provide and install hard pipe conduit to all HVAC equipment. No more than three (3) feet of seal tight/flex conduit shall be used.
e) The contractor shall be responsible to perform Field Testing and Point to Point check of each Input/output as specified.
f) The contractor shall be responsible for all system startups, commissioning, programming, software and graphic generation (to include updating floor plans) for the ductless split and DDC control system.
3.8 COMMUNICATIONS WIRING – COMMUNICATIONS ROOM
a) The contractor shall provide all labor, material, equipment, tools, testing, transportation, and supervision to accomplish the following task order.
b) The contractor shall be in compliance with manufacturer's written instruction, applicable standards/specifications and in accordance with recognized industry practices. Personnel involved shall be certified in the installation of telecommunications, cabling and distribution systems. Contract personnel shall provide adequate proof of skills upon request. Contractor shall select subcontractor(s) with demonstrated successful past performance in CAT 6 cable installations.
c) The contractor shall provide appropriate safety measures and daily cleanup at the end of the day. The Contractor shall abide by local work area safety standards. Several of the work areas require steel toe shoes, safety glasses, and hearing protection.
d) All communication work shall comply with the Engineering Technical Letter, and the
Unified Facilities Criteria (UFC) UFC-3-580-01, Telecommunication Building
Cabling Systems Planning and Design dated 1 Jun 2016.
e) The contractor shall notify the SCXP office before beginning any work. All customer requested changes to cable locations, additions, or moves will be coordinated through the 75 ABW/SCXP Project Manager.
f) ANY DEVIATIONS MUST BE APPROVED BY THE 75 ABW/SCXP PROJECT
MANAGER PRIOR TO IMPLEMENTATION. CUSTOMER IS NOT
AUTHORIZED TO HAVE CONTRACTOR DEVIATE FROM THIS SCOPE
WITHOUT PRIOR CONSENT FROM THE 75 ABW/SCXP PROJECT MANAGER.
General Installation Statements:
g) The contractor shall provide all expertise, labor, material, equipment, testing, transportation, and supervision to accomplish the following task order.
h) The contractor shall be in compliance with manufacturer's written instruction, applicable standards/specifications and in accordance with recognized industry practices. Personnel involved shall be certified in the installation of telecommunications, cabling and distribution systems, certified Technician (lead) and certified Installer.
i. Contract personnel shall provide adequate proof of skills upon request.
Contractor shall select subcontractor(s) with demonstrated successful past performance in copper and fiber optic cable installation.
i) The contractor shall provide appropriate safety measures and daily cleanup at the end of the day.
j) All communication work shall comply with Intelligence Command Directive (ICD)
705, Engineering Technical Letter, the Unified Facilities Criteria (UFC) UFC-3-580-
01 Telecommunication Building Cabling Systems Planning and Design latest version.
k) DO NOT remove any existing, unused, or abandoned in place IT signal cabling or fiber.
l) DO NOT remove any existing power or ground cabling.
m) DO NOT utilize existing LAN housings for termination of CAT6 cables. All new
CAT6 cables must be terminated into new 2-port LAN housings.
n) DO NOT utilize existing patch panels, racks, or cabinets (unless otherwise noted) for termination and mounting of any new equipment.
o) In all locations, utilize existing pathways for installation and routing of CAT6 cables.
Where required, installation of J-Hooks is permissible for routing of CAT6 cable where cable tray is not available and all cables must be secured utilizing Velcro straps.
p) Provide test results of cables, fibers, and as-built drawings in PDF format to the 75
ABW/SCXP Project Manager.
Communications Room Design:
q) The contractor shall ensure the floors, walls, and ceilings in telecommunications spaces, meet the requirements in TIA-569-C. Do not install suspended ceilings in telecommunications spaces.
r) The contractor shall ensure doors must meet the requirements for TRs in TIA-569-C and NFPA 101. Telecommunications spaces must not have windows or other architectural window equivalents.
s) The contractor shall ensure design lighting for telecommunications spaces in accordance with UFC 3-530-01.
t) The contractor shall provide a dedicated electrical branch circuit panel board for each
TR with the following minimum requirements: 120/208 volt, 3-phase or 120/240 volt, 1-phase, 24-(or 20 for 1-phase) space panel with a minimum 100 ampere (A) bus rated capacity. Feed all loads within the TR, except lighting, from this dedicated TR panel.
Loads must include, but are not limited to, convenience receptacles, dedicated rack or cabinet receptacles, and HVAC systems (including exterior units for split systems).
Provide 125V, 20A duplex convenience receptacles at 6 feet (1800mm) intervals on center around perimeter walls. When required by the Activity, provide an additional dedicated 125V, 20A circuit on the wall above the entry door for future electronic security system requirements. Coordinate with UFC 4-021-02, Electronic Security
Systems (ESS). At a minimum, provide two multi-outlet power strips in each rack or cabinet. One power strip must be 240 or 208V, 1-phase; the other must be 120V 1-phase. To minimize accidental shut-off, equip power strips with indicator lights, but no integral on/off switch. Provide matching (NEMA configured) twist-lock type receptacles fed from dedicated circuits in the TR panel to power each power strip.
Install twist-lock receptacles above rack or cabinet, mounted to telecommunications cable tray or in ceiling space. As some rack or cabinet mounted equipment may require larger quantities of electrical power, the designer must consult with the local telecommunications group having jurisdiction to determine exact electrical power requirements for each TR.
u) The contractor shall design telecommunication spaces to meet the HVAC requirements of TIA-569-C, including the Class B requirements for temperature and humidity as outlined in ASHRAE TC 9.9.
v) The contractor shall provide each TR with its own independent thermostat for climate control, capable of supporting year round ambient temperature control (24 hours/day, 365 days/year), to protect all installed electronic equipment as defined in TIA-569-C and TIA-569-C-1. The mechanical system designer of record must determine what type of system is necessary to meet the temperature and humidity requirements (e.g.
zoned, dedicated, split core). Do not include heating and cooling systems on building time clocks or other temperature setback means for telecommunications spaces.
Provide rooms with positive atmospheric pressure to minimize dust.
w) The contractor shall provide backboards in accordance with TIA-569-C. Backboards must be fire-retardant-treated wood, bearing the manufacturer’s stamp. If painted, the manufactures fire rated stamp must remain visible. Cover a minimum of two adjacent walls with backboards. When renovating an existing TR that does not have adequate space, size the backboard as large as possible to accommodate wall mounted equipment.
x) The contractor shall provide protected terminals in accordance with TIA-758-B. Equip protected terminals with modules to protect the inside plant cabling and equipment from power surges. Provide 110-type Insulation Displacement Connector (IDC) terminal blocks or cable stubs.
y) The contractor shall provide 19 inch (475mm) floor mounted equipment racks located at or near the center of the telecommunication spaces. A minimum of 36 inches (900
mm) space both in front and in back of the rack, measured from the equipment, and a minimum side clearance of 24 inches (600 mm) on at least one end of the rack or row of adjacent racks is required. Coordinate with the telecommunications manager to determine the space requirements for the government provided active equipment.
Provide 25% spare capacity within each utilized rack. Provide one spare rack for every four utilized racks with a minimum of one spare rack per telecommunication space.
z) The contractor shall install horizontal cable management panels above and below each patch panel. The required ratio of horizontal cable management to patch panels is 1:1.
Provide vertical cable management between racks and at the end of racks when required to protect, manage, and organize cables. Vertical cable management panels should be a minimum of 6-inch (150mm) wide.
aa) The contractor shall utilize ladder type or welded wire cable tray in the telecommunication spaces to provide distribution between the plywood backboard, equipment racks, backbone conduits, and the distribution cable tray. Bond all metallic cable tray sections, and bond the cable tray system to the Telecommunications
Grounding Busbar (TGB) or Telecommunications Main Grounding Busbar (TMGB).
bb) The contractor shall provide patch panels, use 8-position, 8-contact (8P8C) modular jacks, with rear mounted 110-type IDC terminations, category rated for the Unshielded
Twisted Pair (UTP) system being installed, and arrange in rows or columns on 19-inch
(475 mm) rack mounted panels. For small projects (i.e., fewer than ten users) 19-inch
(475 mm) TIA category-qualified wall mounted block or backboard patch panels may be utilized. Provide T568A jack pin/pair configuration per TIA-568-C.0. T568B jack pin/pair configuration may only be used if required to maintain uniformity in an existing facility. Provide modular jacks that conform to the requirements of TIA-568-
C, and rated for use with the installed cable plant. Install UTP patch panels in the same rack or in the rack immediately adjacent to the LAN equipment in order to minimize patch cord lengths. Provide a minimum spare capacity of 25 percent.
cc) The contractor shall utilize patch panel connectors and couplers of the same type and configuration as used elsewhere in the system. Utilize duplex LC connectors on 19-inch (475 mm) rack mounted panels, unless otherwise directed. Provide a 3-foot (1-meter) slack loop of fiber within each panel, and include strain relief for cables within the panel. Provide proper termination, splice storage, routing, radius limiting, cable fastening, storage, and cross-connection in all patch panels. Install fiber optic patch panels in the same rack or in the rack immediately adjacent to the LAN equipment in order to minimize patch cord lengths. Provide a minimum spare capacity of 25 percent.
dd) The contractor shall comply with NFPA 70 for grounding and bonding requirements.
Provide a telecommunications bonding and grounding system in accordance with TIA-
607-B. Refer to Figure 2-4 below. Building grounding systems are covered in UFC 3-
520-01 Interior Electrical Systems. Note: The TIA-607-B identifies a bonding conductor known as the telecommunications bonding backbone (TBB) which is intended to equalize potentials between TRs. It should be recognized that the impedance of the TBB increases with length, thereby reducing its ability to equalize potentials between TRs. The ITS designer must consider that the TBB for a large site may be very costly to achieve. As an alternative, the TGB in each TR can be bonded to the electrical panel board in the TR and to structural steel where applicable. Install bonding conductors in the shortest and most direct paths feasible.
ee) The contractor shall connect all metallic shields and strength members for outside plant cable entering a building to the electrical service grounding electrode system in accordance with NFPA 70, Article 800. Bond the OSP cable shield, armor, and metallic strength member to the main building ground as close as possible to the building point of entrance with a No. 6 AWG or larger ground wire. Use a non-bonded splice case for the transition from OSP rated cable to interior rated cable. If the designer extends the OSP cable past 50 feet (15 m), \1\ bond the metallic strength member /1/ to the TMGB with a No. 6 AWG or larger copper ground wire, as close to the conduit egress point as possible.
ff) The contractor shall terminate all incoming OSP copper cables on UL-listed primary protector blocks, located within the building entrance terminal cabinet. Provide protector blocks equipped with 5-pin solid state, gas, or hybrid protector modules for the number of pairs terminated. Bond the protector blocks to the main electrical service ground via the TMGB or TGB with a No. 6 AWG or larger copper ground wire.
gg) The contractor shall bond all telecommunications spaces and infrastructure in accordance with TIA 607-B where applicable.
hh) The contractor shall bond all telecommunications racks and supporting metallic structures (cable trays, ladders, conduits and baskets) in accordance with TIA-607-B.
Non-continuous distribution systems (i.e. stub-ups, J-hooks) do not require bonding.
Communications Room Existing Cable:
ii) The contractor shall provide, install, terminate, label, and test all rerouted cable according to all installed backbone and horizontal telecommunications cabling and connecting hardware must meet minimum performance requirements and be tested in accordance with TIA-568-C. Provide report of all tests results and certifications to the proponent and telecommunications manager upon completion.
jj) The contractor shall install, terminate, test 25 pair indoor plenum rated copper cable from main comm room (Rm 127A) open 66 block or newly installed 66 block to Bay
N equipment rack via 24 port CAT6 patch panel.
kk) The contractor shall remove all cable from the 3, 66 blocks on customer side and any working POTs/working pairs shall be relocated to the 25 pair copper cable terminated on the 24 port CAT6 patch panel.
ll) Once all working copper cable is on new 25 pair copper cable the contractor shall remove all old, unused copper cable going to last 66 block, the removed all D rings, and backboard.
mm) The contractor shall pull back all CAT5/CAT6 from hole in sheet rock and reroute back through 4 in conduit.
nn) The contractor shall perform terminations of the UTP cabling at the work area outlet and patch panel using an 8-pin, RJ45 type modular jack, rated for the category of the installed cable. Terminate horizontal cables in the telecommunications spaces on
Category 5 rack-mounted patch panels. Facilities with minimal outlet requirements
(normally less than 12) may use a small cabinet or backboard mounted CAT5 patch panel. Terminate cables from the same outlet on the same patch panel and individually identify the cables. Wire all terminations to the TIA 568-C.0, T568A configuration.
Do not use the T568B wiring configurations unless specifically requested by the user and approved by the authority having jurisdiction. Do not split copper cables between multiple modular connectors. Note: Coordinate with telecommunications manager to determine if it is necessary to separately identify and differentiate “voice” and “data” systems.
oo) The contractor shall install 2nd 19 inch (475mm) floor mounted equipment racks located at or near the center of the telecommunication spaces due to 1st rack being at max capacity allowing for future expansion complying with grounding/bonding requirements as mentioned above. Any cable not able to be terminated on 1st floor mounted equipment rack shall be rerouted to the 2nd floor mounted equipment rack.
Acceptance:
pp) The contractor will provide test results to the SCXP Program Manager. The standards and regulations mentioned above will be followed even if objective is not spelled out.
qq) Acceptance of fiber optic cable installation – All fiber optic connectors must be visually inspected for scratches, pits or chips, and must be re-terminated if any of these conditions exist. If the connector cannot be re-terminated, then the entire fiber plus connectors must be replaced. All optical fibers must be tested using an optical fiber tester that meets the accuracy requirements of TIA/EIA-568-B.1 and TIA/EIA-568-
B.3. A copy of the current calibration certificate for the optical fiber tester is required in order to validate the accuracy of the test equipment used and must be provided as an attachment to test results for acceptance.
rr) Acceptance of CAT6 Installation – All CAT6 (copper cabling) must be tested using a
CAT6 Cable Tester that meets the accuracy requirements of TIA/EIA-568-B.2-10. A copy of the current calibration certificate for the CAT6 Cable Tester is required in order to validate the accuracy of the test equipment used and must be provided as an attachment to test results for acceptance.
Quality Assurance
The Government will perform spot inspections and conduct random (periodic) inspections during the installation process to insure that the contractor is adhering to the referenced standards and practices. The Government will participate in the final test procedures. Any work deemed to be not compliant shall be re-worked at the contractor's expense. Contractor is to provide test results of copper.
Warranty
The contractor shall provide a minimum one (1) year warranty for all cable and associated hardware installed under this statement of work. Warranty coverage commences upon completion of the final acceptance.
Damage
Any damage caused by contractor during installation is the responsibility of contractor. Resolution will be settled between contractor and contracting personnel.
Drawings/Documents
The contractor shall submit upon request, for project engineer review, a list of materials prior to installation. At completion of the project but, before final acceptance, the contractor shall provide all required red-line drawings and all test results and certifications to 75ABW/SCXP, Project Manager.
3.9 FIRE SUPPRESSION – COMMUNICATIONS ROOM
a) The contractor shall ensure fire suppression sprinkler head maintains proper coverage for newly constructed room.
b) The contractor shall comply with and understand the requirements of UFC 3-600-01, NFPA 13 2016 and Base facility design standards (Most current at award).
c) The reconfiguration or extension of any existing systems must meet the requirements of a modification. All work must conform to UFC 3-600-01 2016 and NFPA 101 for new construction.
d) The contractor shall coordinate with the Fire Suppression Shop and the Fire
Department for all required testing.
4 EXTERIOR REQUIREMENTS
4.1 PARKING AREA
a) The contractor shall construct a parking area near the south tunnel entrance. This area is approximately 2,000 square feet and shall consist of a 3” HMA, 6” base course and striping. Construction procedures outlined below are suggested and not actually in the same order that the contractor will do. When the contractor submits their proposal we would like to see specific details on how they will accomplish this task order.
b) The project area is identified by the project site drawing (see figure # 5). This project includes a parking lot at the tunnel entrance to the building. The contractor shall excavate (full depth) the existing asphalt surface course to a depth of 4”. The asphalt shall be separated and hauled off base.
c) After existing asphalt has been removed the contractor shall then excavate down 6” and haul this material to an off base dump site. Excavated areas shall have 6” of untreated base course placed at 95-100% ASTM D1557 maximum density according to UFGS 32-11-24. Areas which have been reclaimed shall be brought to the proper moisture content, graded, compacted, capped with new untreated base course in order to establish the proper grade and ensure that the base grade is stable, and compacted again. All areas shall be graded so that 100% positive drainage is established. All areas shall be compacted to 95-100% ASTM D1557 maximum density. The base course shall be kept at the optimum moisture (+/- 2%) at all times.
d) The contractor shall then complete a proof roll of the areas to be paved. The proof roll shall be completed with a loaded dump/water truck. The PM shall be present at the time of the proof roll. Any areas showing signs of deflection shall be excavated to a sufficient depth so as to remove all unsatisfactory material. The contractor shall have a synthetic fabric (Mirafi 500 X or equivalent) or something comparable to this product placed on top of sub grade before placing base course for finish grade in the affected area.
e) The contractor shall then place a one 3” lift of ½” (Gradation 3 from UFGS 32-12-16)
PG 58-28 hot mix asphalt and compact to 95-100% maximum density across the entire project area. The final asphalt depth shall be 3” in all areas.
f) The contractor shall then crack seal all asphalt cold joints and asphalt/concrete joints.
g) The contractor shall vacuum sweep the entire project area daily. The contractor shall provide a clean and professional looking job site prior to final inspection.
h) Compaction requirements for the sub-grade and granular layers are expressed as a percent of maximum density. Compact the material to (95-100 percent of maximum density). Select materials and sub-grades in fills will be placed at no less than 95 percent maximum density. During construction, excavation and filling shall be performed in such a manner and sequence that will provide proper drainage at all times.
i) The contractor shall excavate and remove any and all soft or otherwise unsatisfactory material in the sub-grade, as well as any areas displaying the characteristics of pumping.
j) The grade and sub-grade shall be maintained at the proper moisture density relationship throughout placement.
k) The contractor will install one compacted lift of hot mix asphalt. The surface course shall be 3” of ½” nominal maximum PG 58-28. Asphalt shall be compacted to 95-
100% of maximum density. The contractor shall ensure that the asphalt depth is at least 3” in all areas.
l) The contractor shall not dump the asphalt on the ground prior to placement. The asphalt shall have one transfer from the hot plant to the truck and one transfer from the truck to the paver, except for few instances, when PM approved conditions exist that require other methods of placement.
m) Compaction of the bituminous mixture shall be completed before the temperature of the mixture drops below 200 F.
n) The asphalt bituminous surface course will match the existing grade prior to construction except for in areas where grade changes were determined necessary by the PM. The contractor shall not change any grades without approval from the PM. All seams and joints will not vary by more than ¼ inch in 12 feet.
o) Paving shall be completed in a smooth continuous motion with an uninterrupted forward paving operation.
p) Automatic Grade Controls shall be utilized during the paving process meeting
UFGS 32-12-15.
q) The contractor shall overlap cold joints by a minimum of 12 inches.
r) Following the placement of the final lift the contractor shall crack seal all asphalt joints adjacent to existing asphalt or concrete.
s) The contractor shall demo vinyl fencing on the west side of asphalt including posts and anything associated with the fence.
4.2 PAVEMENT MARKINGS
a) The contractor shall paint all markings using the paint and reflective beads as follows.
b) FS TT-P-1952 (Rev E) Waterborne Paint, Traffic and Airfield Markings
c) FS TT-P-1325 (Rev D) Type I Beads (Glass Spheres) Retro-Reflective (Metric)
d) The contractor may use paint and beads meeting the current UDOT specifications.
e) The contractor shall ensure positive drainage in all areas. The contractor shall vacuum sweep the entire project area. The contractor shall provide a clean and professional looking job site prior to final inspection.
f) The contractor shall install paint per manufacturer’s instructions.
4.3 EXTERIOR PAINT
a) The contractor shall prep (to include sanding, grinding, scraping, etc.) and paint the south and west exterior of building as described below. West side – paint from southwest corner over to bay N. Do not paint doors/frames.
South End:
b) The contractor shall paint all existing areas that are brown (to include foundation below brick, down spouts, steam pit, piping, window sills, hand rails, electrical boxes, conduit, etc.) Color shall be Dakota Brown.
West End:
c) The contractor shall paint all existing areas that are brown (to include foundation below brick, down spouts, window sills, bollards, lower dock ramps, electrical boxes, ladders, HVAC vents/intakes, conduit, etc.) Color shall be Dakota Brown.
d) The contractor shall paint tops of all ramps. Color shall be safety yellow.
e) The contractor shall install two (2) strips of yellow reflective tape on the tops of all bollards.
4.4 LANDSCAPING
a) The contractor shall provide xeriscape landscaping. This will be the primary comprehensive approach to landscaping for water conservation and pollution prevention for this project. The contractor shall follow the Base Facility Design
Standard and HAFB Architectural Standards (most recent versions at time of proposals).
b) The Base policy specified a tree replacement based on the tree diameter. If a tree is 1-
10 inches in diameter, it requires one (1) tree to be replaced. If a tree is 11-20 inches in diameter, it requires two (2) trees to be replaced, and so on…
DEMO:
c) The contractor shall remove and haul away all trees and curbing designated on the approved landscape plan to include stumps and root systems to an off base location.
Existing trees and grass that are to remain in place are identified on the government provided drawing, figure #8.
d) The contractor shall remove and haul away the existing irrigation system to the point of connection to include but not limited to piping, heads, control valves/boxes, electrical wiring and controller which is located in the mechanical room just inside the double doors. Note: Backflow preventers are to remain in place and used for new irrigation system. The contractor shall ensure irrigation lines feeding the existing park strips remain in tack for tie-in to new system.
e) The contractor shall grub out and remove all existing sod, vegetation, rocks, weed barrier and soil to a minimum depth of six (6) inches. All materials shall be hauled away to an approved off-site landfill.
Plumbing/Electrical:
f) The contractor shall design and install new irrigation system in accordance with the
International Plumbing Code, National Electric Code and industry standards for installation of irrigation systems to include but not limited to new piping, fittings, pressure reducers, filters, control valves/manifolds, irrigation boxes, wiring, controller, and appropriate sized spray heads nozzles. The system shall provide 100 percent coverage to all sodded areas and trees per the approved landscape design to ensure adequate water without ponding. Blow out connections shall be installed on the irrigation system to allow the system to be properly winterized.
g) New irrigation system design and installation shall include the tie-in of existing irrigation feeds to park strips directly in front of buildings 100.
h) The contractor shall install pressure regulating and filtered drip irrigation to all trees.
Drip system shall be configured to ensure trees received the recommended amount of water based on the type of tree(s) and their planted location. Drip system shall be equipped with figure 8 end fittings.
i) The contractor shall install a new Rain Bird ESP8LXME 8 station modular irrigation controller as follows;
i. Zone/Stations – 8-48 expandable
ii. Controller type – Modular/Expandable
iii. 14.32” W x 12.69” H x 5.50” D
iv. Programs – 4
v. Start Times per Zone/Program – 8
vi. Program Day Cycles – Custom days of the Week, Odd days, Even days, Cyclical (water every x days), Calendar day off, Event days off
j) The controller shall be capable of utilizing the existing irrigation controllers’ electrical outlet/connection. New controller shall be capable of operating all existing zones currently tied into it.
k) The contractor shall provide and install two (2) new ESPLXMSM8, 8 station expansion modules on new controller.
l) The contractor shall install and run new irrigation control wiring from the controller inside the building to all new irrigation control valves feeding the new irrigation system. Control wiring shall be installed in conduit and buried not less than 18 inches.
m) The contractor shall tie-in all existing irrigation control wires feeding the areas below into the new irrigation controller and ensure those systems are operational from the new timer:
Soil/Sod:
n) The contractor shall install and grade fresh top soil in all areas to be sodded to a depth that provides positive drainage away from the building and allows new sod to have a clean edge along paved surfaces.
o) The contractor shall install fresh, healthy sod per the approved landscape design and in accordance with standard sod installation practices.
p) The contractor shall program irrigation controller and monitor newly installed sod for a period of (6) six weeks after project completion to ensure sod receives sufficient water and is well established prior to being mowed by the base grounds maintenance contractor. The contractor and project manager will inspect sod prior to first mowing.
The contractor shall also cordon off sodded areas until they are cleared for the first mowing. The (6) six week period does not replace the one year warranty period.
Trees:
q) The contractor shall plant healthy trees per the approved landscape design and in accordance with ANSI A300 – Tree Care Planting Standards. All trees shall be a minimum of 1.5 inch caliper.
r) The contractor shall program the irrigation controller to ensure trees receive sufficient amounts of water to ensure healthy and sustained growth.
Rock Areas:
s) The contractor shall grade, and compact all areas to be rocked per the approved landscape design.
t) The contractor shall provide, install, and secure black, 4-inch wide commercial steel edging (minimum 1/8 inch thickness) to form the bed division(s) between the small rock and larger rock per the approved landscape design.
u) The contractor shall install one layer of commercial grade landscape weed fabric (5oz.
minimum) in all rock areas and be tightly secured using commercial-grade landscape staples per the approved landscape drawings. Weed fabric sections shall overlap a minimum of one (1) foot. Weed fabric shall be installed up along all concrete, steel edging and building edges a minimum of 2 inches.
v) The contractor shall install and evenly spread clean, ¾” - 1” Wasatch Gray rock to a minimum depth of 3 inches as per the approved landscape drawing.
w) The contractor shall install and evenly spread clean, 2”– 6” River Rock to a minimum depth of six (6) inches as per the approved landscape drawing. This river rock shall be of same type and color variations as that of the rock installed in the landscaping along
Canberra Avenue.
x) The contractor shall pressure wash all rock after installed.
y) The contractor shall provide and install rock boulders per the approved landscape design.
z) Approximate boulder sizes are as follows: Large – 48”L x 24”W x 36”H, Medium –
36”L x 24”W x 24H.
4.5 PLUMBING – STEAM PIPING
a) The contractor shall demo steam/condensate piping and all associated components to facilitate new piping in vault.
b) The contractor shall install new seamless, schedule 80, domestic black iron pipe with extra heavy fittings in new vault. All piping and fittings shall be welded.
i. The contractor shall install the correct type and properly sized steam traps rated for 125# steam pressure for any trap replacement within the vault. Do not take existing traps as being properly sized or the correct type.
ii. The contractor shall replace all valves with rising stem or OS&Y. All valves 2” or less shall be threaded, rated for 200 Lbs. All valves 2½” and larger shall be welded flange with a 300 Lb. rating.
iii. The contractor shall install Tealon 1590 gasket material (or equal), 1/16” in all flanges.
iv. The contractor shall install a drain pipe with gate valve prior to all main line valves for purging the system.
c) The contractor shall conduct a hydrostatic pressure test on all new piping and fittings at 150 PSI for the duration of two (2) hours (minimum) and provide test results.
d) The contractor shall include the tie in at all locations where new piping meets existing piping.
e) New piping shall be installed in such a manner that there are no high or low areas that would cause condensate pooling.
f) The contractor shall insulate all new piping (along with existing exposed piping next to building) with durable 2” wall thickness fiberglass insulation, wrap with a metal jacket and sealed to be weather tight.
g) The contractor shall label all new steam and condensate piping. Labels to include contents, pressure and direction of flow.
4.6 WELDING/BRAZING
a) Burn permits must be onsite during hot work operations.
b) The contractor shall clear all welding areas of grass and weeds prior to welding.
c) The contractor shall have proper burn permits and fire watch in place at all times.
d) The contractor shall follow all recommendations of the Base Fire Dept.
4.7 EXCAVATION
a) The contractor shall secure all open trenches at all times with approved barricades', caution tape and any other means necessary to prevent unauthorized entry, by person or vehicle, into the open trench area. Follow all applicable codes.
b) The contractor shall plate the trench over the road and sidewalk when not actively working at the trench. Plates shall be rated for heavy duty traffic.
c) The contractor shall follow all UFGS specifications regarding excavation.
d) All asphalt shall be saw cut, excavated and separated from any concrete or soil.
i. The asphalt shall be hauled to an off base dump site.
ii. The contractor shall excavate base course material and haul it off base.
iii. The contractor shall excavate all concrete within project limits and haul off base to an approved concrete dump site.
iv. The contractor shall not exceed weight limit restrictions as defined by UDOT while hauling excavated materials to their designated dump sites.
e) The contractor shall excavate the area down to a depth to allow for new concrete vaults to be installed.
