The Department of Agriculture Forest Service seeks commercial logging and forest stewardship services for the Silver Creek Integrated Restoration and Stewardship Contract (IRSC) on the San Isabel National Forest, with proposals due September 11, 2026 at 8:00 a.m. Mountain Time. Mandatory work comprises five line items: cut and remove 618 CCF of included sawtimber (Douglas-fir and other conifer sawtimber at minimum $0.25/CCF for 541 CCF; Ponderosa Pine sawtimber at minimum $11.13/CCF for 77 CCF); steep slope logging, cut and forward, and non-commercial thinning on 17 acres; non-commercial thinning and decking on 144 acres; hand thinning non-included material on 296 acres (with revised specifications per Amendment 002 clarifying manual cutting, lopping, and slash scattering); and road maintenance on NFSR 201C for 0.8 miles. Performance runs from award through September 30, 2028. All mandatory line items must receive pricing for award consideration.
Payment will be made in Stewardship Credits and Appropriated Funds through the Invoice Processing Platform. Quality thresholds require minimum 90 percent Acceptable Quality Level for items 2-4 and 100 percent for road maintenance, assessed through Government verification plots.
Evaluation criteria in descending order are Technical Approach (significantly more important), Relevant Past Performance (significantly more important), and Utilization of Local Work Forces/Benefit to Local Community, with technical factors collectively approximately equal to cost/price. A site visit occurred August 18, 2026. Service Contract Act prevailing wage determinations apply (rates ranging from $14.02 to $26.38 per hour depending on classification).
