The amendment incorporates an August 18, 2026, site visit summary from the Salida Ranger District Office covering the project location and attendees from Forest Service, CRS Timber Products, VM West, R & R Conner, JT Timber Falling, and Forrester & Associates. The site visit summary addresses project objectives, all line items, contract operations schedule, protected areas, improvements within the contract area, cutting designations, non-sawtimber decking requirements, and slash specifications. Key clarifications include: slopes in Line Item 2 are 40%–50%; no specific harvester type is required for mechanical units; decking locations on the Contract Area Map are primary locations with USFS approval needed for additional sites; slash must be lopped and scattered (not masticated); BLM roads have no-use restrictions March 15–May 15; operational timing includes either seasonal December 15–March 15 restrictions or locked-gate restrictions on temporary roads within winter range; slash pullback requirements of 10 feet from Forest Service trails apply daily; average forwarding distance is approximately 2,063 feet with maximum approximately 3,000 feet; road maintenance on NFSR 201C is required from the San Isabel/Rio Grande National Forest boundary for 0.8 miles to Unit 7; and vehicular access to hand treatment units 8–11 is from NFSR 205 at the locked gate.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.

The response date for proposals is NOT extended with this Amendment.

1. Modifies requirement in Call Order Sections 25. INSTRUCTIONS FOR SUBMISSION OF OFFERS AND OTHER INFORMATION (b) and 27. FAR 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) technical approach items.

These changes remove references to tethered cut to length/forwarder equipment in solicitation. The Forest Service does not want to limit vendors to cut to length harvesters and forwards if other methods will meet our project specifications. These changes also remove mention of decking sawtimber tops, which is not a work item in this call order.

The technical approach items below replace the previous. Additions are highlighted in BLUE. Deletions are highlighted in RED STRIKETHOUGH.

• What Cut to Length harvesting and forwarding equipment will be used for harvesting, forwarding, and slash treatment as specified in this contract?

• How your operations will implement and accomplish treatments designated as steep slope per line item #2 on slopes over 50% which require tethering equipment.

• How your operations will implement and accomplish the Designation by Description treatments

(consider equipment etc.).

• How your operations will implement and accomplish sawtimber removal.

• How your operations will implement and accomplish non-sawtimber treatments and decking of non-sawtimber and sawtimber tops?

• How your operations will implement and accomplish treatment of biomass.

• How your operations will implement and accomplish manual thinning and lop and scattering.

• How your operations will implement and accomplish slash treatments.

• How experienced are key personnel in the work they will be performing.

• How logical and reasonable the proposed sequence and schedule of operations fits the proposed timeframes and what degree, if any, shorter time frames are proposed.

Summary:

Overview of the Silver Creek IRSC requirements was provided by Patrick Craig. The group discussed the project objectives, all line items, the contract operations schedule, areas to protect, the presence of the various improvements to protect within the contract area, DxSPD cutting designation, non-sawtimber decking requirements, and slash requirements.

Questions:

1. How steep are the units in Line Item 2?

Slopes in the units included in Line Item 2 are 40%-50%.

2. In mechanical units in line item 3, are there requirements for type of harvester?

No, there is no specific requirement for type of harvester.

3. Are the decking locations included on the Contract Area Map the only locations for decking non-sawtimber? Can additional locations be identified?

No, the decking locations on the Contract Area Map are the primary decking locations. Additional non-sawtimber decking locations may be identified but would need approval from the USFS.

4. Can slash be masticated in Line Item 4?

No, slash is to be lopped and scattered per specifications in Appendix A and C6.7# Slash Treatment.

5. What are the road restrictions associated with Bureau of Land Management roads that are part of the haul route?

Per C5.12# Use of Roads by Contractor, “No use from March 15 – May 15”.

6. Are there any other operational timing restrictions?

Per the Contract Operations Schedule in the Call Order, “Either Option 1 or Option 2 would be implemented within the project area: Option 1 - Seasonal implementation restrictions for timber harvest and associated activities would be implemented on winter range within the project area from December 15 through March 15. Or Option 2 - At the entrance of all temporary roads used to access a treatment

areas within winter range, a locked gate would be used to restrict all motor vehicle access / use except for authorized administrative use (Forest Service personnel or authorized contractors and permittees)”.

Locked gates are currently in place at the entrance of all temporary road used to access the treatment areas within winter range.

Per C5.12# Use of Roads by Contractor, there shall be “No Hauling from 12:00 pm Friday to 6:00 am Monday and all National Holidays from Memorial Day weekend through the end of big game hunting Fourth Season. Log trucks are restricted to a maximum gross weight of 85,000 pounds”.

7. Is there a slash pullback requirement for the Rainbow Trail?

Yes, per Appendix A and C6.7# Slash Treatment, “All slash created from the contractor’s operations shall be removed from Forest Service Trails shown on the Contract Area Map and pulled back 10 feet from the trail’s edge daily”.

8. What is the longest forwarding distance?

The average forwarding distance is approximately 2,063 feet with the longest forwarding distance being approximately 3,000 feet.

10. In Line Item 5, do you have to complete road maintenance on the lower portion of NFSR 201C?

No, road maintenance on NFSR 201C is to be performed starting at the boundary of the San Isabel National Forest and the Rio Grande National Forest for 0.8 miles to unit 7.

11. Can vehicles drive beyond the locked gate on NFSR 205?

No, the closest vehicular access to hand treatment units 8, 9, 10, and 11 is from NFSR 205 at the locked gate. Is the contract termination date firm?
