About this opportunity

The Federal Highway Administration's Eastern Federal Lands Highway Division is soliciting sealed bids for Sign and Safety Repairs in Puerto Rico's West Region under Solicitation Number 693C73-26-B-000001. The procurement involves repairing and replacing signs, guardrails, end-terminals, bridge transitions, and related infrastructure damaged by Hurricanes Irma and Maria across 20 municipalities. This is a sealed-bid procurement restricted to certified Small Business Concerns under the Total Small Business set-aside designation. The project is structured with five work schedules (A through E) to provide flexibility in funding and permit approvals, with individual schedule performance periods ranging from 85 to 515 calendar days. The bid opening occurred on December 4, 2025, at 2:00 p.m. EST, with six bidders submitting proposals ranging from approximately $13.3 million to $21.0 million, against an Engineer's Estimate of $18,035,000 for the complete project. Bidders were required to submit a bid guarantee of not less than 20 percent of the bid price or $3 million, whichever is less.

The total project cost is expected to fall within a range of $10 million to $20 million, with the complete contract performance period spanning 1,210 calendar days if all schedules are awarded simultaneously. The procurement carries NAICS Code 237310 (Highway, Street, and Bridge Construction) and PSC Code Y1LB. The primary place of performance is located across the West Region municipalities in Puerto Rico, including areas such as Mayaguez, Aguadilla, Cabo Rojo, and San German. The solicitation documents included comprehensive environmental assessments, including Asbestos Containing Materials and Lead certifications for multiple project segments, as well as Section 106 cultural resource reports and NEPA Categorical Exclusions. Bidders were required to be registered in the System for Award Management (SAM) and comply with various federal requirements, including wage determinations under Puerto Rico prevailing wage standards and safety regulations. Amendment 0003, issued on November 21, 2025, provided updated standard drawings references and revised bid schedule quantities prior to the December 4, 2025 bid opening.
