About this file
This is an Asbestos Containing Building Materials (ACBM) Inspection Report prepared by Zimmetry Environmental Management Corp. for the Puerto Rico Highway and Transportation Authority. The inspection was conducted on December 7, 2021, for selective guardrails located on PR-445 from Km 4.60 to Km 7.20 in San Sebastián, Puerto Rico, as part of the Hurricane Maria Emergency Relief Program for Maricao, San Germán, and San Sebastián.
The inspection covered four specific locations along the highway, examining guardrails, guardrail noses, and guardrail bases for potential asbestos-containing materials. Using EPA-recommended procedures and Polarized Light Microscopy (PLM) analysis, the inspection found no asbestos-containing materials at any of the surveyed sites. The report includes detailed GPS coordinates for each inspection location, project photographs, and a certification of no asbestos presence, signed by the lead inspector Harry Peña on January 7, 2022.

SECTION 1: INTRODUCTION
An Asbestos Containing Building Materials (ACBM) inspection was conducted on
December 7, 2021 at selective guardrails located at PR-445 from Km 4.60 to Km 7.20 in San
Sebastián, Puerto Rico as part of PRHTA Emergency Relief Program, Signing and
Guardrails - Hurricane Maria Efforts for the Municipalities of Maricao, San Germán and San
Sebastián – AC-806541 project. The asbestos containing building materials inspection was performed to identify materials that contains asbestos fibers above allowable levels and to assist with the compliance of local, state and federal regulations.
1.1 PROJECT DESCRIPTION
The project consisted in the evaluation of the aforementioned project. The evaluation found that no asbestos containing materials were identified during the inspection through the site.
To support conclusions in this report, refer to the Project Photographs in Section 3, Appendix
B.
GPS locations of selective guardrails included in AC-806541 project from PR-445 from Km
4.60 to Km 7.20 is:

SECTION 2: ASBESTOS CONTAINING MATERIALS SURVEY REPORT
2.1 OVERVIEW OF THE EVALUATION
This asbestos containing materials (ACM) survey is an inspection to identify the location of any ACM that exist within. Our scope of work services for this project consisted of the following tasks:
• A walk-through and visual inspection of the structure in order to detect the presence of any suspicious material.
• If applicable, perform an inventory of suspected ACM.
• Bulk samples shall be collected from each homogeneous area within the project site if suspicious material (ACM) is observed.
• Polarized Light Microscopy (PLM) Analysis will be used to recognize and identify samples containing ACM.
• Final Inspection Report.
The inspection was conducted with inspectors accredited by the Department of Natural and
Environmental Resources (DNER) of Puerto Rico and United States Environmental
Protection Agency (EPA) with experience, education and training in the recognition of potential ACM and approved bulk sampling techniques. Some areas may not have been directly accessible due to the physical hazards encountered within. In these areas assumptions based on findings in other areas were made whenever possible. These assumptions are duly noted as such in this report.
The inspection was performed in accordance with Environmental Protection Agency recommended procedures found in EPA-450/2-78-014 (Parts I and II), EPA 560/5-85-024, and 40 CFR 763. These procedures call for the visual inspection of the building for suspect friable material and collection and analysis of representative samples of suspect material. The
EPA Asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP) standard defines friable ACM as any material containing over one percentage (>1%) by weight of any type of asbestos mineral forms that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Non-friable ACM is any material that contains over one percentage (>1%) by weight of any type of asbestos mineral forms and cannot be crumbled, pulverized, or reduced to powder by hand pressure.
2.2 INSPECTION AND SAMPLING METHODOLOGY
An initial inspection is carried out in the project site to identify the presence of any suspicious material in the structure. If ACM is not present, no further action is required.
However, if asbestos is detected, samples must be collected following EPA procedures. The bulk sampling procedures utilized for the collection of the ACM, required the establishment of homogeneous sampling areas. A homogeneous sampling area is defined as an area of friable or non-friable material of similar type that appears to be applied or constructed during the same time period.
Selective Guardrails on PR-445, San Sebastián, PR
AC-806541
When samples of a homogeneous material are collected, they are labeled and transported for analysis. Each type of asbestos displays a unique property when subject to PLM. Properties are unique to crystalline asbestos form and; therefore, can be used to identify the type of asbestos mineral as chrysotile, amosite, crocidolite, anthophyllite, tremolite and actinolite.
Percentage of each asbestos mineral type is determined by visual estimation, by mixing the sample thoroughly to provide a more accurate percentage. Any material containing over one percentage (>1%) by weight of any type of asbestos mineral forms is considered by the
USEPA to be asbestos containing material; and if disturbed, it must be handled according to specific State and Federal Regulations.
TABLE 1: ASBESTOS REGULATORY LEVELS
40 CFR Sec. 763.83 Definitions
Asbestos Containing Materials (ACM) > 1.0 % by weight
Any collected asbestos bulk samples will be submitted for standard turnaround time analysis to Analytical Environmental Services, Inc (AES). in Atlanta GA. AES is Certified Proficient by the National Institute of Science and Technology NVLAP program for bulk sample asbestos analysis; Laboratory Id 102082-0. The method of analysis will be polarized light microscopy with dispersion staining, as recommended by the US EPA.
2.3 RESULTS AND DISCCUSIONS
During the inspection, no asbestos containing materials were identified on the evaluated site.
2.4 CONCLUSION AND RECOMMENDATIONS
A complete visual inspection conducted at the project site, pursuant to the requirements of
Asbestos Hazard Emergency Response Act (AHERA) (40 CFR 763, subpart E) and EPA guidance demonstrates that no ACM is present in the area after evaluating guardrail, guardrail nose and guardrail base at the road. Therefore, no samples of suspected materials containing asbestos were collected at the project. No further action required.
2.5 CONDITIONS AND LIMITATIONS—DISCLAIMER
Zimmetry Environmental Management Corp., has performed this asbestos containing building materials inspection in a thorough and professional manner consistent with commonly accepted industry standards and in compliance with the Puerto Rico DNER
Regulation for the Control of Atmospheric Pollution, Rule 422. The Preparer cannot guarantee and does not warrant that this evaluation has identified all adverse environmental factors and/or conditions affecting this property on the date of the evaluation.

The Asbestos Containing Building Materials inspection was performed to ready accessible components and surfaces. If additional suspected components that could contain asbestos are encountered, they shall be managed as containing asbestos until the appropriate laboratory analysis is performed.
The EPA Asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP) standard defines friable ACM as any material containing over one percentage (>1%) by weight of any type of asbestos mineral forms that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Non-friable ACM is any material that contains over one percentage (>1%) by weight of any type of asbestos mineral forms and cannot be crumbled, pulverized, or reduced to powder by hand pressure.
