About this file

This document is an Amendment (No. 0003) for a federal contract opportunity for permanent repairs and sign installations across multiple locations in Puerto Rico. The project, designated PR ER DOT PRMNT RPR(16), involves five separate work schedules (A through E) covering signage repairs, guardrail repairs, and road shoulder/ditch reconditioning on various highway routes. Key modifications include revised standard drawings references, updated bid schedule quantities and pay item amounts, and changes to calendar days for project completion.

The contract allows the government flexibility in awarding schedules, with a potential total project duration of 1,210 calendar days if all schedules are awarded simultaneously. Schedules include signage repairs on specific routes (AC-802578, AC-812578, AC-819578, AC-820578, AC-823578, and AC-824578), guardrail repairs, and associated infrastructure work. The bid opening has been rescheduled to Thursday, December 4, 2025, at 2:00 p.m. EST, and bidders are required to submit a bid guarantee of not less than 20 percent of the bid price or $3 million, whichever is less.

BID SCHEDULE INSTRUCTIONS

PROJECT: PR ER DOT PRMNT RPR(16)

BIDDERS PLEASE NOTE: Before preparing the bid, carefully read the Instructions to

Bidders. While preparing the bid, comply with the following:

COMPLETING THE BID SCHEDULE

Complete the Bid Schedule(s) by handwriting in ink or typing. Specify a Unit Bid Price, in figures with cents to only two decimal places, for each pay item in the Unit Bid Price column for which a quantity is given. Do not enter or tender a Unit Bid Price for any pay item for which no estimated quantity appears in the Bid Schedule. Determine the products of the respective unit prices and quantities, and show them, in figures, in the Amount Bid column. If a Unit Bid Price and Amount Bid have been inserted by the Government for a pay item, do not change the Unit

Bid Price and Amount Bid for the pay item. Determine the Bid Total for each specific individual

Schedule of Work by adding the amounts of the listed items and show in the block provided for that individual Schedule of Work. In case of multiplication errors, the Amount Bid for the item will be based on the Unit Bid Price.

To be eligible for award, bidders must submit prices for each pay item.

Review Subsection 109.05 of the Special Contract Requirements (SCR) regarding scope of payment for direct and indirect payment work.

Fill in the Bid Total(s) for each individual Schedule of Work as directed on the Bid Summary page. Fill in the Evaluation Total Price of Project in the space provided on the Bid Summary page.

The amount in Block 17 of the SF 1442 should be completed as follows:

Schedule A - $ .

Schedule B - $ .

Schedule C - $ .

Schedule D - $ .

Schedule E - $ .

SCHEDULES OF WORK

The Bid Schedule is comprised of the following separate schedules and options of work:

Schedule A (Base Contract) - Pages B-1 through B-2

Schedule B (Government Option 1) - Page B-3

Schedule C (Government Option 2) - Page B-4

Schedule D (Government Option 3) - Page B-5

Schedule E (Government Option 4) - Page B-6

Amendment 0003

The Government will award the project as a Base Contract (Schedule A) with the option to award Schedule B (Government Option 1), Schedule C (Government Option 2), Schedule D

(Government Option 3), and Schedule E (Government Option 4); see FAR Clauses 52.217-4 and 52.217-5.

The purpose of dividing the project into multiple schedules and options is to provide the

Government with maximum flexibility in completing the project in a timely and cost-effective manner. This approach enables the efficient use of programmed funds and accommodates the potential need for additional funding or permit approvals required for the optional work. If complete funding is available and all required permits are in place at the time of award of

Schedule A (Base Contract), the Government may award Schedule B (Government Option

1), Schedule C (Government Option 2), Schedule D (Government Option 3), and Schedule

E (Government Option 4) at that time.

If additional funding or permitting is required for the award of Schedules B, C, D, and E

(Government Options 1, 2, 3, and 4), and is received after the award of Schedule A (Base

Contract), the Government has the right to exercise Schedules B, C, D, and E (Government

Options 1, 2, 3, and 4) at the unit prices bid according to the following schedule:

Schedule B (Government Option 1): No later than the contract completion date for

Schedule A (Base Contract).

Schedule C (Government Option 2): No later than the contract completion date for

Schedule A (Base Contract).

Schedule D (Government Option 3): Within 365 calendar days from the Notice to Proceed of Schedule A (Base Contract).

Schedule E (Government Option 4): No later than the contract completion date for

Schedule A (Base Contract).

COMPLETION OF WORK

The Government has estimated the number of calendar days necessary to complete all contract work from the effective date of the Notice to Proceed to contract completion for the various contract award scenarios. The maximum number of calendar days allowed (i.e., the contact performance period) is shown in Block 11 of the SF-1442 and described below.

If the Government awards the contract as Schedules A + B + C + D + E, the performance period to complete all contract work will be 1210 calendar days.

If the Government awards the contract as Schedule A only, the performance period to complete all Schedule A work will be 515 calendar days and will start on the effective date of

Schedule A’s Notice to Proceed.

If Schedule B (Government Option 1) is exercised after the award of the original contract, the performance period to complete all Schedule B work will be 725 calendar days and will start on the effective date of Schedule B’s Notice to Proceed.

If Schedule C (Government Option 2) is exercised after the award of the original contract, the performance period to complete all Schedule B work will be 485 calendar days and will start on the effective date of Schedule C’s Notice to Proceed.

If Schedule D (Government Option 3) is exercised after the award of the original contract, the performance period to complete all Schedule B work will be 235 calendar days and will start on the effective date of Schedule D’s Notice to Proceed.

If Schedule E (Government Option 4) is exercised after the award of the original contract, the performance period to complete all Schedule E work will be 125 calendar days and will start on the effective date of Schedule E’s Notice to Proceed.

In developing a construction schedule to determine the number of calendar days, the Government considered and included the work limitations shown in Sections 108 and 156 of the Special

Contract Requirements (SCR). Specific work limitations may be (but are not limited to):

National legal holidays, weekends, rush hours, night work, specified no work periods, work or traffic control phasing, etc. The Government also considered those work items that are weather sensitive and when those work items will be performed. The Government also considered time required for preparing material and drawing submittals, and the allowable Government review times for those submittals (Subsection 104.03 of the SCR).

BASIS FOR AWARD

The contract will be awarded to the responsive, responsible bidder with the lowest Evaluation

Total Price of Project, which is defined as:

Schedule A (Base Contract) Bid Total +

Schedule B (Government Option 1) Bid Total +

Schedule C (Government Option 2) Bid Total +

Schedule D (Government Option 3) Bid Total +

Questions/Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 10 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their solicitation.

The following questions and issues were asked via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised, and some questions may not be included. The

Government’s direct response to the sender may also have been updated below for better clarity.

1) Addendum and Sign Installation Methods. In the referenced Addendum, a table was included listing different payment methods for the installation of various sign types. The

PRTH 2020 specification does not fully cover signs with three or more GTS posts, which have a variation. Should we apply the (STS) Small Traffic Sign with U-Channel specification as indicated? This question is also based on the field conditions, since in many of the roads where the signs will be installed—mostly tertiary roads connecting to secondary roads—it may not be possible to meet the GMTS foundation dimensions and suggested concrete base widths.

Response: The pay items A to R from the table in Amendment 1 are not specific to

“Ground Mounted Traffic Signs” (GMTS) standard drawings. Several sign configurations and sizes require the use of “Small Traffic Signs” (STS) standard drawings.

The PRHTA Standard Drawings GMTS-03 and GMTS-04 covers signs from 6’ x 4’ up to 16’ x 16’ with one or two structural steel posts. Smaller signs between 4 square feet and 36 square feet may be installed according to PRHTA Standard Drawings STS-13 and STS-13A, with one and up to four steel flanged channel posts or square steel posts.

For route marker signs, each configuration of route marker size and number of markers is covered by one specific standard drawing, either by the “Ground Mounted

Traffic Signs” (GMTS) or the “Small Traffic Signs” (STS). Refer to the PRHTA

Standard Drawings STS-22A to STS-22C and GMTS-10 to GMTS-14 and the amended list of pay item codes descriptions developed by PRHTA for traffic sign assembly for additional information.

The contractor is required to coordinate with the CO on any noted difference in the plans before proceeding with the proposed work in accordance with FAR 52.236-21.

Payment will be made for the actual quantities of work performed and accepted, or for material furnished, according to the contract. The scheduled quantities may be increased, decreased, or deleted.

mailto:eflhd.contracts@dot.gov

2) Minimum Wage During the Project. Will the minimum wage of $17.25 per hour remain in effect for the entire duration of the project, or should we expect an increase according to the prevailing wage specifications over the coming years?

Response: The Davis-Bacon wage determination included in the contract at the time of award will apply for the life of the contract. Updates will only occur if an option is exercised after the time of award, or if there is a modification that impacts construction.

3) Schedule B – New Transition Module. Schedule B appears to be the only one that includes a New Transition Module under 45 miles to be combined with the Thrie-Beam Transition, Type II. If other Schedules include similar conditions (e.g., connections to bridges or existing embankments), how should the new connection be handled? The existing transition modules differ by approximately 1–2 inches from the current specification.

Response: Pay items 60604-3100 Thrie-Beam Transition, Type II, and 91001-5100 New

Transition Module (Less than 45mph) are part of Schedules B and D. Refer to the

PRHTA Standard Drawings and the SCR Subsection 910-1.01 for additional information.

The pay item 15001-1000 Field Assessment is included on each schedule. Refer to SCR

Subsection 150.05(k)(1) Traffic Sign Field Assessment for additional information.

The Contractors are required to coordinate with the CO on any noted difference in the plans before proceeding with the proposed work in accordance with FAR 52.236-21.

Payment will be made for the actual quantities of work performed and accepted, or for

4) Project Office Location. Can the same office location be maintained throughout the entire duration of the project?

Response: The exact office location can be maintained throughout the entire duration of the project. Obtain approval from the CO before delivery of a mobile field office or any rental agreements are signed. Refer to SCR Subsection 611.02 for additional information.

5) Bid Bond. Please confirm that is for 20% of the bid.

Response: A bid guarantee in the amount of not less than 20 percent of the bid price or

$3 million, whichever is less, is required with this bid. If the bidder fails to provide the required bid guarantee, such failure may require rejection of the bid. Reference FAR

Provision 52.228-1, Bid Guarantee.

6) Checklist for bid. Point 12. Invoicing for payments – Please provide information of where we can find the document or what type of document is.

Response: See Solicitation page G-10, 1252.232-70 Electronic Submission of Payment

Requests, for more information.

7) Cultural compliance. We suggest an allowance for this item.

Response: The pay item 15401-1000, Cultural Resource Protection and Monitoring, can be found in the Bid Schedule (Schedules B, C, and D). Refer to the B pages and SCRs

Section 154 for additional information.

Contractors are required to coordinate with the CO on any noted difference in the plans before proceeding with the proposed work in accordance with FAR 52.236-21.

Payment will be made for the actual quantities of work performed and accepted, or for

8) We are currently reviewing this project involving guardrails and ground-mounted signs located in Puerto Rico. Our company is FDOT-certified in roadway signing, bollards, handrails, and pedestrian bridges.

Could you please clarify whether our existing FDOT certification qualifies us to bid on this project or future DOT projects in Puerto Rico, or if a separate certification/registration is required by the Puerto Rico contracting authority? If a local certification is necessary, kindly advise on the requirements and process to obtain it.

Response: State licensing requirements are not applicable for this contract.

9) Pay Item Code F Post Type. We request clarification regarding the required post type for

Pay Item Code F – “Ground Mounted Route Markers with or without auxiliary plates – 4 markers – 24"x24" or 36"x24"”, as defined in Amendment No. 0001.

According to PRHTA Standard Specification 613-3.04(g)(1), “signs with an area equal to or greater than twenty-one (21) square feet shall be mounted on breakaway posts according to

GMTS Standard Drawings.” However, Standard Drawing STS-22B (Sheet 22B of 25) shows a four-marker assembly using 24"x24" panels (total area 16 sq. ft.) mounted on four U-channel posts (3 lb/ft). If the same assembly uses 36"x24" panels, the total area becomes 24

sq. ft., exceeding the 21 sq. ft. threshold referenced in Section 613-3.04(g)(1).

Nevertheless, Pay Item F assemblies correspond to the PRHTA/GMTS “Route Marker” series (GMTS-10 through GMTS-14), which utilize U-channel posts rather than GMTS breakaway post structures.

We therefore request written confirmation that, under Pay Item F, the four-marker assembly using 36"x24" panels shall continue to utilize 3 lb/ft U-channel posts as shown in Standard

Drawing STS-22B**, and that the GMTS breakaway post requirement does not apply to this configuration.

Response: For clarification, the Pay Item Codes Descriptions from C through N have been revised.

Contractors are required to coordinate with the CO on any noted difference in the plans before proceeding with the proposed work in accordance with FAR 52.236-21.

Payment will be made for the actual quantities of work performed and accepted, or for

10) CTSM Pay Item (Specification 212 – Reconditioning of Shoulders and Ditches). We note that the Specification 212 – Reconditioning of Shoulders and Ditches (Unit: CTSM) pay item appears without an estimated amount in the bid schedule.

Since CTSM (Contingent Sum) items are paid based on actual costs as authorized by the

Contracting Officer, we respectfully request the Government’s estimated contingent sum to be entered in the bid proposal schedule to ensure a complete and responsive bid submission that complies with Section 102.02 “Bidding requirements and conditions”.

Response: The pay item 21201-1000 Reconditioning of Shoulders and Ditches was revised to reflect the amount through this amendment. Refer to the amended B pages for additional information.

Contractors are required to coordinate with the CO on any noted difference in the plans before proceeding with the proposed work in accordance with FAR 52.236-21.

Payment will be made for the actual quantities of work performed and accepted, or for

11) Bid Bond Original Signature and Seal Requirement. In preparation for electronic bid submission via email, we request confirmation regarding the bid bond (SF-24) and Power of

Attorney requirements.

Please confirm whether these documents must bear wet-ink/original signatures and embossed corporate seals, or if scanned electronic copies of duly executed documents (with visible seals and signatures) are acceptable for compliance under the solicitation’s “electronic submission” provisions and checklist instructions.

Response: Scanned documents will be accepted via email only at

EFLHD.Contracts@dot.gov. Please make sure all signatures and seals are clearly visible before submitting your solicitation.

12) Clarification on Time Allowed for Schedule B (Independent Award). The time allocation of 85 calendar days for Schedule B, when awarded independently, appears to contain a computational error. We respectfully request confirmation of the correct number of calendar days intended for Schedule B when awarded independently.

Response: The calendar days have been revised. Please see the Bid Schedule Changes and SF 1442 Changes provided in this amendment completion for additional

13) Clarification on Overall Time Computation for Separate versus Combined Schedules.

We also believe there may be an error in the computation of contract time when schedules are awarded separately. The sum of the independent durations (515 + 85 + 250 + 235 + 125 =

1,210 days) is identical to the duration listed for “All Work,” and all computations appear to begin at the Notice to Proceed.

We request clarification on the intended logic and correct computation of contract time for independent schedules versus the combined award.

Response: The calendar days have been revised. Please see the Bid Schedule Changes and SF 1442 Changes provided in this amendment completion for additional

14) Specification 606 identifies the installation of MB and MC terminals as a subsidiary obligation under W-Beam Guardrail, Single Face. To ensure fair competition and accurate pricing for the Government, we respectfully recommend creating separate pay items for:

• W-Beam Guardrail Single Face (per linear meter), and

• MB/MC End Terminals (per each).

Response: We understand the current condition may have changed since the plans were prepared. However, the pay item 15001-1000 Field Assessment is included on each schedule. The Contractor shall identify and propose any design and/or quantity changes for approval by the CO. Refer to SCR Subsection 150.05(k)(1) Traffic Sign

Field Assessment for additional information.

For Pay Item 60600-1000 W-Beam Guardrail, Single Face, the contractor shall consider in their price proposal the appropriate type of MB/MC End Terminals required in

Specification 606 and the PRHTA’s Standard Drawings.

Please submit your bid based on the current advertised documents. Payment will be made for the actual quantities of work performed and accepted or material furnished according to the contract. Refer to the amended B pages and SCRs Sections 606 for additional information.

Contractors are required to coordinate with the CO any noted difference in the plans before proceeding with the proposed work in accordance with FAR 52.236-21. Payment will be made for the actual quantities of work performed and accepted or material furnished according to the contract. The scheduled quantities may be increased, decreased, or deleted.

15) Request for Separate Pay Item – Slope Break Condition Deep Posts (MB-09). We also observed numerous locations requiring slope break condition steel deep posts per Drawing

MB-09. These posts are currently considered a subsidiary obligation under the W-Beam

Guardrail item. Given the significant variability and the substantial additional materials and labor associated with this condition, we strongly recommend establishing a separate linear-meter pay item for guardrail requiring deep posts.

Response: For Pay Item 60600-1000 W-Beam Guardrail, Single Face, the contractor shall consider in their price proposal the appropriate type of posts required in accordance with Specification 606 and the PRHTA’s Standard Drawings.

Payment will be made for the actual quantities of work performed and accepted or material

16) Request for Separate Pay Item – Post Protection for Hazardous Objects (MB-08).

Similarly, several locations require post protection for guardrail adjacent to hazardous objects

(MB-08). This condition also represents a material and labor increase that varies widely across project locations. We respectfully request that this item also be separated into its own linear-meter pay item to ensure competitive, consistent, and fair pricing.

Response: For Pay Item 60600-1000 W-Beam Guardrail, Single Face, the contractor shall consider in their price proposal the appropriate type of post protection required in accordance with Specification 606 and the PRHTA’s Standard Drawings.

Payment will be made for the actual quantities of work performed and accepted or material

17) We are hereby, respectfully requesting more time to turn in our proposal for the above-referenced project. We are in need of additional time to prepare a responsible, thorough bid package better.

Response: The Bid Opening date has been rescheduled to Thursday, December 4, 2025, at 2:00 p.m. EST.
