About this file

This document is an industry day presentation for the Service Craft & Boats Multiple Award Contract (MAC) by the U.S. Navy's Program Executive Office (PEO) USC/PMS 300G. The planned contract aims to establish a flexible procurement mechanism for various naval boats and craft, with a total contract ceiling of approximately $3.5 billion and a 10-year ordering period. The acquisition strategy includes a two-lot structure: Lot 1 is a small business set-aside for smaller aluminum and steel craft like patrol boats, maneuvering targets, and service craft, while Lot 2 is a full and open competition for larger service craft such as Auxiliary Personnel Lighter (Small) and Auxiliary Floating Dry Dock Medium.

The MAC will use an Indefinite Delivery, Indefinite Quantity (IDIQ) multiple-award approach, allowing vendors to submit updated pricing for each delivery order and supporting more efficient contracting. The Request for Proposal (RFP) is targeted for release in the 2nd Quarter of Fiscal Year 2026, subject to Acquisition Plan approval. Delivery orders will be competed among qualified awardees, with selection based on price and non-price factors. The government intends to keep proposal requirements focused and efficient, with potential evaluation considerations including technical approach, past performance, and current market conditions. Interested parties are advised to monitor SAM.gov for updates and be prepared to respond to the formal solicitation when issued.

Industry Day Communications Disclaimer

Legacy PMS 300 Approach:

• Historically awarded single-award, multi-year, multi-option, Firm Fixed Price

(FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for each boat type

• Typically structured for 1–200+ boats over 3–5+ years

• Long acquisition lead time (Request for Proposal (RFP) development, staffing, reviews, legal, etc.)

• Limited vendor participation once awarded

Why the Service Craft and Boats (SCB) Multiple Award Contract (MAC)?

• The MAC IDIQ structure is intended to streamline contracting actions and support more efficient release of Delivery Order solicitations and awards.

• Enables parallel competition among multiple vendors across different DOs

• A multi-award structure encourages broad participation, including small businesses, while enabling competition among both new entrants and experienced performers.

• The MAC framework permits the potential use of options on Delivery Orders, when appropriate, to reduce administrative burden while complying with competition requirements.

Transitioning to the SCB MAC From Single-Award IDIQs to a Flexible MAC Structure

Faster path to award = faster path to production = better outcomes for the Fleet and industry

ACCELERATE| INNOVATE| DELIVER

Delivery Orders may include base quantities with optional quantities, as appropriate. Final DO structures will be defined in future RFDOPs.

• The Government anticipates grouping requirements when appropriate; however, final RFDOP release structures will be determined based on program needs.

The MAC structure is intended to support predictability and production continuity; actual award timing will depend on program requirements and available funding.

Pricing Flexibility Under the MAC Structure

• Unlike multi-year FFP IDIQs that lock in pricing at the contract level, the MAC allows vendors to:

o Submit updated pricing during each delivery order proposal o Reflect current market conditions, labor/material costs, and evolving technologies o This approach reduces the risk of outdated or front-loaded bids and supports more realistic pricing over time o Note that specific solicitation terms are set for in the MAC and defined further in each RFDOP.

• Why it matters o Encourages realistic budgeting and sustained competitive pricing.

o Allows both new and incumbent vendors to compete using current pricing.

o Supports both the Government and industry in changing cost environments.

Transitioning to the SCB MAC Predictable Delivery, Flexible Pricing

Acquisition Objective

• Contract ceiling currently planned at up to ~$3.5B, subject to Acquisition Plan approval.

• A notional two-lot structure (Small Business Set-Aside and Full & Open Competition) is under consideration pending Acquisition Plan approval.

Notional scope includes new construction of small aluminum and/or steel craft.

Illustrative examples: patrol craft, maneuvering targets, service craft

Lot 2 – Full and Open Competition:

Illustrative examples: APL(S) and AFDM

Program Contract Approach

• IDIQ Multiple-Award (# of boat builders to be determined)

• A 10-year ordering period is planned pending Acquisition Plan approval.

• A delivery order will be issued for each specific requirement

• RFP currently targeted for 2nd QTR FY26, subject to Acquisition Plan approval

• Execution Model:

Delivery Orders anticipated to be competed among qualified awardees.

CLIN structure is planned to support various funding types.

Delivery Orders may include base and optional quantities, as appropriate and subject to final approval.

The Government is sharing illustrative concepts from its early planning for Section L to give Offerors a sense of potential submission expectations. These concepts are pre-decisional and subject to change.

Concepts under consideration include requesting high-level information on company background, teaming arrangements, and key subcontractors.

The Government is also considering ways for Offerors to demonstrate relevant past performance and experience, which may include examples of similar work completed recently.

Approaches are being explored to allow Offerors without prior experience building similar craft to describe how they would successfully perform the work.

All submission instructions will be finalized and issued only in the official solicitation.

These concepts do not represent the full solicitation and do not include the final Section L

Notional Section L Concepts for Industry Awareness

The Government is sharing preliminary, illustrative concepts for how past performance may be evaluated.

The Government is considering evaluating the relevance and recentness of Offeror and subcontractor performance using examples of similar craft design or construction.

Methods for verification of past performance information, including references or Government systems such as CPARS, are being evaluated as part of the planning process.

Final evaluation criteria, weightings, and methodologies will be issued only in the official solicitation.

These concepts do not represent final evaluation criteria and are provided solely for planning and transparency.
