About this opportunity

The Federal Aviation Administration (FAA) is seeking a contractor to provide comprehensive maintenance services for its fleet of nine Bombardier Challenger 600 series aircraft, specifically three CL601 and six CL605 models. The solicitation is for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a one-year base period and four one-year option periods, utilizing a Best Value Approach for selection. Contractors must hold a 14 CFR Part 145 Repair Station Certificate and provide maintenance services including scheduled and unscheduled maintenance, Aircraft on Ground (AOG) response, technical services, engineering support, and parts/tools rental for airframes, GE CF34-3A1/3B engines, APUs, and avionics systems. Proposals are due by January 31, 2025, at 3:00 PM CT, with all questions required to be submitted in writing by October 1, 2024. The FAA will evaluate proposals based on technical merit, cost/price factors, and potential additional benefits beyond minimum requirements.

The solicitation is a full and open competition with no specific set-aside, using the North American Industry Classification System (NAICS) code 488190 for "Other Support Activities for Air Transportation" with a $40M size standard. There is no identified incumbent contractor for this requirement, and the estimated contract value ranges between $20M-$50M, with a specific total estimated value of $50,074,101 across the base and option years. The primary place of performance will be at the contractor's repair facilities, with potential worldwide support required, though primary operations will be based at the FAA Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma. The aircraft historically average 580 flight hours per year, and the contract period is scheduled from March 1, 2025, through February 28, 2030. The FAA plans to phase out CL601 aircraft by FY26 but may require continued support pending mission requirements, with the contractor expected to provide 24/7/365 AOG support and complete repairs within 48 hours of notice to proceed.
