About this file
This is a Memorandum for Use of Other Than Full and Open Competition for an Acquisition Under the Simplified Acquisition Threshold, dated 30 April 2025. The document justifies a sole-source procurement for LENEL Software System maintenance and annual inspection services for an Intrusion Detection System (IDS) at the Military Sealift Command (MSC) secure enclave. The contract will cover a base period from 01 October 2025 to 30 September 2030, with four one-year option periods.
The procurement is being pursued as a sole-source acquisition primarily due to standardization and compatibility requirements. The LENEL software system has been in use at MSC since October 2021 and is critical for maintaining the facility's Sensitive Compartmented Information Facility (SCIF) NV-17-026 physical accreditation. The system is deeply integrated with existing Bosch control panels and hardware throughout the MSC complex, making it imperative to maintain system continuity. The justification emphasizes the need for consistent form, fit, and function across the facility's security infrastructure, with the contract being crucial for maintaining technical security standards until the SCIF is decommissioned in 2029.

Subj: USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN ACQUISITION UNDER
THE SIMPLIFIED ACQUISITION THRESHOLD
Ref: (a) PR Number(s): {UNKNOWN} N32205 I 007N30 I 0
I. BACKGROUND:
I. In considering the references, FAR 13. l 06-1(b)(I )(i) states for purchases not exceeding the simplified acquisition threshold, Contacting Officers may solicit from one source if the Contracting Officer determines that, under the circumstances of the contract action, only one source is reasonably available (e.g., urgency, exclusive licensing, brand-name, or industrial mobilization).
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition because only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE:
I. Provide a description of the item or service required, to include
a) the name of the required source or brand name
LENEL Software System
b) the required delivery date/period of performance and
0 I Oct. 2025 - 30 Sep 2030; base period and four (4) one-year option periods
c) It's intended use.
Maintenance and Annual Inspection Services for Intrusion Detection System, with LENEL system software installed, and its associated Battery Power Supply
.., List the source(s) or known vendor(s) who are able to provide the above described item or service.
111. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN COMPETITION IS BASED
ON THE FOLLOWING (select all that apply):
A. Only one responsible source (select all that apply):
I. RESTRICTIVE RIGHTS: the source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service.
\'er20(01 Jul) 2018)
a. Explain what is subject to the restrictive rights.
b. If drawings are included, who is identified as "owning" the drawings.
2. EXCLUSIVE LICENSING AGREEMENTS: The item or service is only available from the Original Equipment Manufacturer (OEM), or there is ONLY ONE authorized distributor or technical representative for the OEM.
a. Identify the OEM and explain the circumstances surrounding why the item or service is only available from the OEM.
b. Identify the distributor/ authorized technical representative for the item or service.
Provide evidence of the exclusive licensing agreement as an attachment to this document. (NOTE:
If there is more than one distributor I authorized technical representative, then use Part B - Brand Name.)
3. _x_OTHER REASON:
a. CRITICAL SHIP EQUIPMENT: The required item is critical ship equipment, the failure of which poses a hazard to the ship, the crew or the environment.
1. SMS Procedure Number: _
b. STANDARDIZATION/ BRAND NAME: Per MSCs standardization initiative, only the specified make/model of the equipment/parts will satisfy the Government's needs for additional units or replacement items.
1. Identify Make/ Model Number(s):
11. Identify other vessels with this Make/ Model:
C. FORM, FIT, AND FUNCTION: Item is direct replacement parts/ components for existing equipment and must be compatible in terms of form, fit, and function with existing equipment/ configurations.
2 \ er 2.0 (01 July 2018)
Identify Make/ Model of existing equipment:
II. Describe how the equipment must be compatible with the existing configuration.
d. OTHER:
LENEL software system and existent IDS hardware have been used at MSC since October, 2021 and widely utilized by the U.S. Navy, world-wide, for over a decade. Possessing acceptable software, and maintaining functionality via software upgrades is a vital element to maintaining SCIF NV-I 7-026 Defense Intelligence Agency facility physical accreditation, which includes MSC's secure enclave. MSC received SCIF physical accreditation in Oct 2021 and must maintain accreditation until vacating the facility at Bldg. SP-64; i.e. until SCIF decommissioning. This is projected to occur in 2029. Use of LENEL software compatible with existent generic computer processor installed will maintain system continuity. LENEL software system and devices compatible with LENEL (Bosch Control Panels) are in use throughout the region.
lrntilled &ml control panelsare uniquely designed to intemn:with LENEL oontrol signals. Bosch IDS controls and panels are currently in use throughout the MSC complex. Bosch IDS cabinets installed within the Network Spaces of the SCIF contain components/ circuitry that provide IDS control digital/ analog - analog digital signals, which are additional parts that interface with this Security System making it imperative that the fit, form, and function of the installed equipment be standardized throughout the complex. These brand name features are crucial for the MSC's existing SCIF functionality to meet all physical, TEMPEST, and technical security standards of ICD 705 Ser. for accreditation.
4. UNUSUAL AND COMPELLING URGENCY: The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits. Urgent requirements are supplies or services that will result in work stoppage, or are mission critical and the routine processing time would injure the Government. The determination that the procurement for the above is an urgent and compelling requirement is based on the following:
a. Date on which the requirement was identified:
b. Required delivery date/ Period of Performance: _
c. If the difference between a. and b. is more than one week, explain the delay in submitting the requirement.
d. Estimated production lead time: _
e. Explanation of why delivery/ commencement of services by the date required is needed:
(explain the impact to the mission, any special circumstances or conditions, etc.)
