About this opportunity
Oak Ridge National Laboratory, operating under the Department of Energy, is seeking proposals for a 7th axis robotic system designed to automate beam line operations at the MAGREF (Magnetism Reflectometer) instrument located at the Spallation Neutron Source facility. The system must include a Universal Robots UR12e collaborative robot arm mounted on a linear actuator with a minimum 79-inch stroke and greater than 1,000-pound load capacity, along with a Robotiq Hand-E Gripper, MachineLogic programming software, and a structural member at least 115 inches in length. Key requirements include NRTL compliance for all electrical equipment, 0.3mm repeatability, comprehensive control and safety systems, and delivery of design drawings and manufacturing plans for approval prior to fabrication. Award will be made to the lowest priced, technically acceptable proposal on a firm fixed price basis. Proposals must be submitted as a single PDF by May 4, 2026 at 5:00 PM EST to Procurement Officer Liz Turner at turnerem@ornl.gov and must include a firm fixed price quote, completed Representations and Certifications (BSD-CS-2260), a completed Bill of Material, and a statement regarding any exceptions to terms and conditions.
This procurement carries no set-aside designation and will be evaluated under NAICS Code 333248 (All Other Industrial Machinery Manufacturing) with a 750-employee size standard for small business classification. No incumbent contractor or specific award value range is identified in the solicitation materials. The system will be fabricated and delivered to the Instrument Engineering Group at the SNS Target Building in Oak Ridge, Tennessee, with the seller responsible for all design, fabrication, inspection, testing, and delivery. Key compliance obligations flow down from the Department of Energy Prime Contract No. DE-AC05-00OR22725 and include adherence to FAR clauses, Buy American Act requirements for foreign content disclosure on offers exceeding $15,000, export control compliance, and maintenance of comprehensive insurance coverage including $2,000,000 minimum limits for Commercial General Liability, Professional Liability, and Cyber Liability. All deliverables must be delivered by U.S. citizens, and vendors must demonstrate compliance with federal acquisition regulations and DOE orders throughout the contracting process.
