About this opportunity
Oak Ridge National Laboratory (ORNL), operated by UT-Battelle, LLC for the Department of Energy, seeks proposals for two metal laser powder bed fusion (L-PBF) additive manufacturing systems under a firm fixed price subcontract, with proposals due November 10, 2026 at 3:00 PM EST. No set-aside is used, and award is Lowest Price Technically Acceptable (LPTA), so offers must meet every specified requirement with no exceptions.
Place of performance is Oak Ridge, TN 37830. The procurement comprises one medium-scale dual-laser system (exactly two lasers; 200-300 mm X/Y and 300-400 mm Z build dimensions) and one large-scale tall-build system (exactly six lasers; 400-500 mm X/Y and 1600-1800 mm Z). A Q&A confirms no flexibility on laser count. Each system must reach 500 ppm oxygen or less, support a minimum 20-micrometer layer thickness, operate from a 400V supply, and provide beam-shaping selectable from Gaussian to ring mode with near-infrared camera monitoring. Both systems must run substantially common OEM software with perpetual licenses and support build-file and process-parameter interoperability.
Factory acceptance testing must use Haynes 282 powder qualification builds before shipment, and site acceptance testing follows installation within 15 days. Preliminary facility-planning documents are due 30 days after award, final configuration 60 days after award, and installation within 60 days of delivery. The seller must deliver onsite training before final acceptance and bears the cost of all corrective actions. The Rev 1 Statement of Work defines fourteen deliverables (D1-D14). Remote-service capability must be disabled by default, and no equipment may connect to Company networks without written authorization. All deliverables must be delivered by United States citizens per DOE O 142.3B.
Offerors must submit a price proposal with fully burdened direct labor rates and key personnel, subcontractor, travel, materials and equipment, and other direct cost breakdowns, plus fee in weighted guidelines format. Representations and Certifications are required above $15,000, a small business subcontracting plan at $900,000 or more, and Cost Accounting Standards certification above $2.5 million. Offers remain valid for 120 days. Payment is Net 30 for large businesses or Net 15 for small businesses upon final acceptance.
The October 30 amendment, filed as Amendment 2, extends the due date to November 10, revises Section 10 (travel) of the Statement of Work, and supersedes the October 29 amendment, which set November 6. Offerors must acknowledge the amendment in writing within the final proposal and reference RFP511373 in any changes. The Procurement Officer is Rian Lewis, (865) 341-2076, lewisgr@ornl.gov.
