About this opportunity

The U.S. Department of Homeland Security's Immigration and Customs Enforcement (ICE) is soliciting proposals for services supporting the Safety and Verification Initiative (SVI) to conduct safety and wellness checks on approximately 100,000 unaccompanied alien children (UAC) under age 18 and 250,000 former unaccompanied alien children (FUAC) ages 18-21 across the United States. The contractor must perform three core tasks: confirming residential addresses through database review and validation, conducting in-person site visits to verify physical residence, and observing overall wellness by identifying household members, assessing for signs of abuse, neglect, abandonment, or trafficking, and confirming school enrollment. The evaluation will be conducted using a best-value tradeoff methodology with four factors in descending order of importance: prior experience demonstrating direct work locating and conducting wellness checks on at-risk children and working with foreign-national child populations (2-page submission), technical approach addressing field operations strategy and monthly case capacity (3-page submission), scenario responses addressing operational challenges (1 page per scenario, 4 scenarios total), and price. Non-price factors are significantly more important than price, and proposals receiving a "Low Confidence" rating in any non-price evaluation factor will be removed from competition. Questions are due by 12:00 PM Eastern Daylight Time on the question deadline date, and proposals must be submitted by 11:00 AM Eastern Daylight Time on April 17, 2026, to OAQDCR@ice.dhs.gov in separate stand-alone files.

This procurement uses no set-aside designation and anticipates awarding multiple hybrid firm-fixed-price and cost-reimbursable Indefinite Delivery, Indefinite Quantity (IDIQ) contracts to multiple vendors, with no identified incumbent contractors. The Government will award IDIQ contracts with a minimum guaranteed order of 1,000 cases per award and a maximum ceiling of 400,000 cases per contract, structured under a two-year base period divided into two one-year ordering periods with an optional six-month extension. The base period pricing ceiling is estimated at $77,000,000 with additional option period ceilings, though final contract values will depend on actual case volumes and unit pricing submitted by offerors. Services must be performed at locations directed by the Government within the 50 United States and the District of Columbia, with contractor staff required to complete DHS background investigations within 72 hours of security application initiation. All contractor personnel and subcontractors require mandatory IT security awareness training, DHS Rules of Behavior certification, privacy training, and authority to access Controlled Unclassified Information (CUI) and government facilities. The NAICS code is 561611 (Investigation and Personal Background Check Services) with a small business size standard of $25 million, and non-small business offerors must submit a subcontracting plan not to exceed 30 pages.
