About this file
This is a Quality Assurance Surveillance Plan (QASP) that establishes performance requirements and Acceptable Quality Levels (AQLs) for contractor performance under an ICE contract. The QASP defines minimum acceptable performance standards, with AQLs expressed as percentages of performance requirements and allowing for tolerable deficiencies while maintaining overall service quality. All metrics are reported in CPARS, and if quality levels do not meet or exceed the AQL, the Government may consider contractor performance unsatisfactory.
The QASP includes five key performance metrics: (1) Staff Readiness—100% of required FTEs must be fully qualified, trained, vetted, and working, with an AQL of 95%, measured monthly through weekly site staffing reports during the first quarter then monthly; (2) Deliverables—100% of deliverables must be provided within specified timeframes, with an AQL of 95%, measured weekly during transition and annually thereafter through email receipt confirmation; (3) Incident Notification Compliance—100% of notifications must be made within 24 hours of discovery, with a 100% AQL (no deviation acceptable), measured monthly through COR reports and random checks; (4) Case Timeliness—100% of cases must have initial contact completed within 7 calendar days of assignment, with a 90% AQL, measured monthly through COR reports and random checks; and (5) Background Investigation Completion—100% of background investigation packages must be accepted without resubmission, with a 90% AQL, measured weekly during transition then monthly through COR reports and random checks.

QUALITY ASSURANCE SURVEILLANCE PLAN
The QASP provides a performance requirement and an Acceptable Quality Level (AQL) for select activities in the PWS and the contract itself. A performance requirement describes a required element of contractor performance. An AQL defines the minimum level of performance that is deemed satisfactory.
The contract requires the contractor to perform all work as specified.
AQLs take into account that, in some instances, an allowable level of deficiency (deviation) is possible while overall performance continues to meet ICE’s desired level of service. AQL’s define that level or number of performance deficiencies tolerable under this contract. They take into account the difference between an occasional defect and a gross number of defects. AQLs are expressed as a percentage as calculated per the performance measure. The AQLs directly relate to the performance requirement and are a direct percentage of the performance requirement percentage. There may be instances where 100% compliance is necessary, and no deviation is acceptable.
AQLs for contractor performance are structured to allow for the contractor to manage how it performs work while providing negative incentives for performance shortfalls which may have a serious impact on mission performance. If the quality level does not meet or exceed the AQL, the Government may consider the contractor’s performance unsatisfactory.
All QASP metrics will be reported in CPARS.
