About this file
This is a Quality Assurance Surveillance Plan (QASP) that establishes performance requirements and Acceptable Quality Levels (AQLs) for contractor performance monitoring. The document defines six key performance metrics with associated surveillance methods and thresholds that the contractor must meet throughout contract execution.
The six monitored tasks are: (1) Staff Readiness—maintaining 95% of contractually required FTEs who are fully qualified, trained, vetted, and working, monitored weekly during the first quarter then monthly through weekly staffing reports; (2) Deliverables—providing 95% of required deliverables within specified timeframes, monitored weekly during transition then annually through email receipt confirmation; (3) Incident Notification Compliance—reporting 100% of incidents within 24 hours of discovery, monitored monthly through COR reports and random checks; (4) Case Timeliness—confirming 90% of case addresses within 10 calendar days of assignment (excluding Federal holidays), monitored monthly through COR reports and random checks; (5) Background Investigation Completion—accepting 90% of background investigation packages without requiring resubmission, monitored weekly during transition then monthly through COR reports and random checks; and (6) Case Accuracy—completing 90% of all tasks accurately, monitored ad hoc through random COR checks. All QASP metrics are reported in CPARS. The plan notes that failure to meet or exceed established AQL thresholds may result in the Government considering contractor performance unsatisfactory.

QUALITY ASSURANCE SURVEILLANCE PLAN
The QASP provides a performance requirement and an Acceptable Quality Level (AQL) for select activities in the PWS and the contract itself. A performance requirement describes a required element of contractor performance. An AQL defines the minimum level of performance that is deemed satisfactory.
The contract requires the contractor to perform all work as specified.
AQLs take into account that, in some instances, an allowable level of deficiency (deviation) is possible while overall performance continues to meet ICE’s desired level of service. AQL’s define that level or number of performance deficiencies tolerable under this contract. They take into account the difference between an occasional defect and a gross number of defects. AQLs are expressed as a percentage as calculated per the performance measure. The AQLs directly relate to the performance requirement and are a direct percentage of the performance requirement percentage. There may be instances where 100% compliance is necessary, and no deviation is acceptable.
AQLs for contractor performance are structured to allow for the contractor to manage how it performs work while providing negative incentives for performance shortfalls which may have a serious impact on mission performance. If the quality level does not meet or exceed the AQL, the Government may consider the contractor’s performance unsatisfactory.
All QASP metrics will be reported in CPARS.
