About this opportunity
The National Park Service Northeast Region seeks installation of a geothermal HVAC system at the Jackson Shrine Death Site in Woodford, Virginia, with proposals due October 26, 2026. The procurement is a Total Small Business set-aside (amended from HubZone set-aside on September 25); only small businesses registered under NAICS 238220 are eligible.
Place of performance is Woodford, VA 22580. The scope includes demolition of existing mechanical systems, installation of three 400-foot deep boreholes with ground heat exchanger loops, a water source heat pump unit rated 39.6 MBH cooling and 52.9 MBH heating, air handling with ductwork, condensing water pumps, electric unit heater, and controls. All geothermal work must comply with IGSHPA standards and contractors must maintain current IGSHPA/NATE certifications. A regulated building materials survey identified lead-containing paint at 0.91% to 6.5% by weight; workers performing paint-disturbing activities must comply with OSHA Standard 29 CFR 1926.62 for lead exposure.
The contract is firm-fixed-price with an estimated 270-calendar-day performance period from notice to proceed (November 16, 2026, through August 13, 2027 anticipated). Davis-Bacon wage rates apply per General Wage Decision VA20260015 for Caroline County, Virginia building construction. Performance and payment bonds equal to 100% of contract price are required within 10 days of award; a bid bond of 20% of bid price or $3 million (whichever is less) is required on SF-24.
Evaluation uses Lowest Price Technically Acceptable methodology. Technical proposals must address project scheduling, team qualifications including a job site superintendent with seven years' historic project experience, HVAC and controls system installers, and a certified commissioning agent. Offerors must demonstrate minimum two completed HVAC projects and two historic preservation projects, and identify all biobased products meeting USDA recommendations. All technical sub-factors must be acceptable before price evaluation proceeds.
Mandatory site visits are scheduled for October 13 and October 21, 2026, at 10:00 AM; attendee names must be submitted to wendy_deleon@ios.doi.gov and brian_e_stone@nps.gov. Proposals must be submitted electronically in two files: File I (technical and compliance) and File II (price proposal with SF 1442 and price schedule). FAR clauses 52.236-2 (Differing Site Conditions) and 52.236-3 (Site Investigations and Conditions Affecting the Work) apply.
