About this opportunity
The Air Force Sustainment Center, through contracting office FA8201 OL H PZIO at Hill Air Force Base, Utah, seeks offers for the SABER V multiple-award construction IDIQ, with proposals due November 10, 2026 at 4:30 p.m. local time. The procurement is a Competitive 8(a) set-aside, limited to 8(a) firms with a bona fide place of business in Utah, Wyoming, or designated contiguous states. Firms without one may establish it within 60 days of award. Amendment 0008 moved the due date from November 5 to November 10, 2026.
Task orders cover maintenance, repair, alteration, and new construction at Hill AFB (Davis County, Utah), Carter Creek Recreational Property (Evanston, Wyoming), the Utah Test and Training Range, Little Mountain Test Annex (Utah), and Boulder Seismic Site (Wyoming). Per RFI responses, no service work will take place in Nevada. The NAICS code is 236220 and the PSC is Z2JZ.
Offerors must hold CMMC Level 1 at award and perform at least 15 percent of construction costs with prime contractor personnel under FAR 52.219-14. Offerors must also submit a bid guarantee of 20 percent of the seed project bid price and a surety prequalification letter showing $5 million single-order and $20 million aggregate bonding capacity. Performance and payment bonds are due within one calendar day of award. The SOW requires emergency response within 60 minutes and submission of six key personnel positions with resumes and certifications.
The seed project renovates restrooms in Building 586 at Hill AFB under Work Task #16002928, with a 150-day period of performance and a part-time superintendent. It is awarded separately to the lowest-priced offeror in the seed pool.
The estimated obligation ranges from a minimum of $500 to a maximum of $490 million. Individual task orders range from $500 to $10 million, priced firm fixed. The base period begins in March 2027, followed by five one-year options and one six-month option, with ordering through September 2036.
The source selection is Lowest Price Technically Acceptable (LPTA), without negotiations unless the Government determines otherwise. Price is evaluated for completeness, reasonableness, balance, and total evaluated price. Technical is rated acceptable or unacceptable across four subfactors: Seed Project, Subcontractor Utilization Plan, Management Plan, and Quality Control Plan. Past performance is rated acceptable or unacceptable, and unknown past performance is treated as acceptable. Contractor responsibility covers CMMC and limitations on subcontracting. Any unacceptable rating renders the proposal ineligible. The Government will award at least three contracts and may award more, fewer, or none. No incumbent is named.
