About this file

This file is a Request for Information (RFI) with Government responses related to the SABER V Indefinite Delivery/Indefinite Quantity (IDIQ) contract for construction services at Hill Air Force Base and other Air Force locations in Utah, Wyoming, and Nevada. The RFI addresses 135 clarifications submitted by prospective contractors regarding the seed project scope of work and solicitation requirements, with official Government responses provided as of October 9, 2026.

The seed project involves comprehensive renovation of Building 586 at Hill AFB, including restroom and janitorial closet redesign with new flooring (epoxy), wall tile, plumbing, mechanical, electrical, and fire suppression upgrades; office improvements with new carpet, paint, and lighting; installation of new ceiling grids and HVAC diffusers; epoxy flooring in maintenance bays phased in up to four phases (two in North Bay, two in South Bay); fire alarm system upgrades throughout the entire building; and miscellaneous site work including bollard installation and landscaping. Key clarifications establish that the Technical Volume is limited to 50 pages; past performance submissions must use only prime contractor experience; 35% design-level conceptual drawings (not detailed calculations) are required with proposals; all plumbing work is limited to restroom and janitorial closet footprints; flooring types are specified by area (carpet in offices, ceramic tile in hallways, LVT in breakroom, epoxy in restrooms/bays); the building will remain occupied during construction requiring phased work and porta-johns; as-built drawings will be provided in PDF format with DWG format available post-award; and the correct wage determination for Davis County is UT20260083. The Government confirmed that a rapid mobilization plan requirement was removed, the ground cable grounding work is no longer required, and service work will not take place in Nevada despite initial documentation listing it.

1. Technical Volume Page Limit: Section L, Table 1 (Proposal Organization) states that the Technical Volume page limit is 60 pages, while the published Q&A refers to a 50-page Technical Volume limit. We believe this may be explained by the addition of Subfactor 5 (Rapid Mobilization and Concurrent Performance Plan), which carries its own 10-page allowance and is not yet reflected in Section L's table of contents or in Section M's evaluation factors. Could the Government confirm whether the 60-page limit represents 50 pages for Subfactors 1 through 4 plus a separate 10-page allowance for Subfactor 5, and whether Section L, Section M, and the Q&A will be reconciled to reflect this?

Response: The Rapid Mobilization Plan has been removed as a requirement. The technical volume page limit is 50 pages. Sections L & M have been updated to reflect this.

2. Subfactor 5 in Section M: Section L, Paragraph 5.2.5 describes a detailed Rapid Mobilization and Concurrent Performance Plan as Subfactor 5 of the Technical Volume (10-page limit), and it appears in Section L's Volume Organization outline, but it is missing from Section L's table of contents and from Section M's evaluation factors. Could the Government confirm whether Section M will be updated to reflect Subfactor 5, and whether it will be evaluated as described in Section L?

Response: The Rapid Mobilization Plan has been removed as a requirement. Sections L & M have been updated to reflect this.

3. What requirements are there for the conceptual drawings due with this proposal?

Response: If it’s Identified in the SOW include it in the drawing (PDF format does not need to be to scale). Provide sufficient information for the government to determine the contractor has full understanding of the project scope.

4. Are the 35% shop drawings/construction drawings due with this proposal or after award?

Response: After award prior to construction start.

5. For the 35% Construction drawings, are we looking to show all architectural, plumbing, mechanical, electrical, IDS, Access control, and fire alarms for the entire building. Or just the reconfiguration of the restrooms, fire alarm plan, and the light layout?

Response: All aspects of the projects include: Architectural, Plumbing, Mechanical, Electrical, IDS, ACC, FA, Etc.

25. Section M - Volume III – Past Performance (Factor 3) Par. 5.5.1 states that “Offeror may not use past performance as a subcontractor to satisfy recent and relevant past performance.” However, Par. 5.5.1.1.2 Relevancy states “For Government contracts, any relevant Government contract where the Offeror was the Prime Contractor or subcontractor will be considered and reviewed to determine past performance history.” a. Please resolve this apparent contradiction.

Response: Past performance submissions may only use contracts performed as a prime contractor. Section M has been updated to reflect this.

26. BASIC SOW 15.4.2 states:

a. “The Contractor shall provide, as part of the proposal, a basic design solution in narrative format or drawings…..”

b. “Typically, Contractor maximum design for SABER is up to 35%”

c. Under bullet point #2, several “Design Calculations” are stipulated. While some basic Design Calculations can be expected at a 35% level, it is generally unreasonable and unrealistic to expect these calculations with a proposal. i. Please clarify the level of design required with the proposal versus post-award.

Response: Not on this project but on other project you may need to provide calculation to explain equipment sizing, panel loads, air flow req’s, etc. For this SOW we are looking for a conceptual drawing identifying everything in the SOW (PDF format does not need to be to scale). Provide sufficient information for the government to determine the contractor has full understanding of the project scope.

27. BASIC SOW 15.4.2 Par 2.d stipulates: “Pavement/Site Work: Area run-off quantities, drainage capacities, and grading slopes.”

a. These items generally require a survey and the involvement of a civil engineer and therefore may exceed the 35% maximum SABER design requirement.

Response: These requirements are not typical for SABER project, but some work may require this. If needed the contractor will be informed and allowed to bid accordingly.

b. Additionally, it is unreasonable to expect these requirements with a proposal, since they require field work. Please clarify these requirements as they fit within the 35% SABER maximum and clarify if these calculations will be required with task order proposals.

Response: Engineering fee’s need to be included in the proposal. Work identified by the engineer will be cause for contract modification. Example: Roof loads- engineer evaluates existing loads. If the engineer determines the roof cannot support additional loads, we will modify contract to perform recommended work by engineer.

28. BASIC SOW 15.4.2 Par 2.d stipulates: “Energy: provide energy savings and Return on Investment (ROI).” a. These items may exceed the 35% maximum SABER design requirement, since they generally require specialized analyses. Additionally, it is unreasonable to expect these requirements with a proposal. Any financial analysis required by the contractor may require the government to provide financial information on existing conditions that may or may not be appropriate for dissemination to the contractor. Please clarify these requirements as they fit within the 35% SABER maximum, clarify what format the government wants to see these submitted in, clarify what information will be provided to the contractor by the government in order to facilitate these requirements, and clarify whether the government will expect these requirements to be fulfilled with each Task Order proposal.

29. During the site walk with the Government, they mentioned that we are to fix a ground cable that is on the N/E corner of the building and in Section 14.D. a. What does the cable service, and how would the Government like the cable to be grounded?

Response: This is no longer a requirement. This work was inspected and deemed unnecessary to remain. This work is scheduled to be completed prior to project start and is to be removed from all proposals.

117. SOW 14, confirm new bollards will be 6” diameter, embedded in concrete 36” below finished grade with a finish height of 36” above grade. If not, please provide a bollard detail specifying the requirements.

Response: Refer to response of RFI #41

118. SOW 16.A, notes to provide engraved laminate sign(s) and commissioning documents for “each outdoor unit”. Please clarify if this regards existing equipment, or if new equipment, please identify the new equipment.

Response: Does not apply

119. Confirm conditions not identified or readily available during the site visit inspection, such as below grade or concealed in walls or above ceiling, if sufficiently different than noted, may be considered a differing site condition.

Response: Yes

120. SOW 6.S, if Women's restroom is expected to be one stall, does the government still want a partition or would the government prefer a vacancy lock with visual indicators?

Response: Yes

121. SOW 10. Fire Suppression. The fire suppression and domestic culinary water come off of the same underground connection; there is an existing PIV that is wired into the fire alarm system that controls that underground.

122. Does the government want existing PIV removed as a part of this project?

Response: No

123. If yes, would the government like the underground valve left so there is an isolation to both systems?

Response: N/A

124. SOW 10. Fire Suppression. Would the government like an additional butterfly control valve added before the existing fire suppression backflow as a part of this project?

Response: Yes

125. Seed project wage determination. FOPR Amendment #1, Section II.G lists "UT20250083" for Davis County, while the FOPR attachment list and Section J (Attachment 10) show UT20260083. Please confirm UT20260083 governs the seed project.

Response: The correct wage determination number is UT20260083.

126. Carter Creek location. Section C and Block 10 list the Carter Creek Recreational Property at Evanston, WY (Uinta County, covered by WY20260041, Attachment 09). The FOPR table lists "Carter Creek, Utah" under Duchesne County (UT20260079, Attachment 07). Which location and which wage determination apply to task orders at Carter Creek?

Response: Carter Creek is in Duchesne County.

127. Nevada. Section L and SOW Section 3 identify Utah, Nevada and Wyoming as the areas serviced, and Little Mountain Test Annex is listed as "UT, NV." No Nevada wage determination is in Section J. Which wage determination applies to a task order with a primary site in Nevada, or will one be added?

Response: Service work will not take place in Nevada. The documents have been updated to reflect this. Should work take place in Nevada the appropriate wage determination will be provided.

128. Site-to-WD mapping. The FOPR assigns wage determinations only for Davis County (Hill AFB). Please confirm the intended mapping for the other sites (UTTR to Box Elder, Little Mountain to Weber, Boulder Seismic to Sublette) and explain the purpose of the Salt Lake County determination (UT20260085, Attachment 11), which is not tied to any listed site. Also, if a UTTR task order falls outside Box Elder County, which determination applies?

Response: At the task order level the applicable wage determination will be provided.

129. Building-only determinations. All six determinations are "Building" type, but the SOW includes site work, utilities, excavation, paving and fencing. Will the Government attach other determination types (heavy, highway) at the task order level, and which governs the work in the meantime?

Response: At the task order level the applicable wage determination will be provided.

130. Missing classifications. The Davis County determination has no asbestos abatement or carpet/resilient flooring classification, and the Duchesne group determination has no painter, roofer, drywall or truck driver classification. The seed SOW includes abatement through a Utah-licensed subcontractor, flooring, drywall and paint. Please confirm that offerers should price these using conformed classifications under 29 CFR 5.5(a)(1)(iii) after award, and how to price them in the proposal.

Response: Questions about the appropriate labor classifications need to be discussed with the Department of Labor.

131. TEP and Section M wording. Section L 4.1.7 and Section M 3.0.1.6 evaluate TEP rates against the applicable wage determinations, but the six TEP categories (Contract Manager, Project Manager/Superintendent, QC Officer, SSHO, Environmental Officer, Draftsman) are management roles, not determination classifications. Section M's heading and the TEP's Hill AFB tab also reference a Service Contract Labor Standards wage determination, while the solicitation contains only Davis-Bacon clauses (no FAR 52.222-41 or 52.222-43). Please confirm that no SCA determination applies and how TEP rates will be tested against the determinations.

132. Response: The Service Contract Act does not currently apply to this requirement. The language has been updated to reflect this.

133. Determination currency over 9.5 years. FAR 52.222-30 is included in Section I, but the method is not stated in the package. Please confirm which method applies and that a task order uses the determination in effect on its award date. Please also confirm that if a determination is revised before the 5 Nov proposal due date, the Government will amend the solicitation.

Response: The most current wage determination at time of award will be used. Should there be an update to any wage determination before the proposal due date, the offeror will need to adjust their proposal accordingly.

134. Pricing Assumptions. Section L limits Pricing Assumptions to four pages. Please confirm that offerors may state wage determination and classification pricing assumptions there without the Government treating them as exceptions to the solicitation.

Response: The offeror may state wage determination and classification pricing assumptions without the Government treating them as exceptions to the solicitation.

135. Project number. The Site Visit attendance sheet (Attachment 21) shows Project 1145859, while the FOPR shows Capital Project No. 1145899. Please confirm which is correct.

Response: The correct Capital Project No. is 1145899.
