17. Request For Information (RFI):

1. Technical Volume Page Limit: Section L, Table 1 (Proposal Organization) states that the

Technical Volume page limit is 60 pages, while the published Q&A refers to a 50-page

Technical Volume limit. We believe this may be explained by the addition of Subfactor 5

(Rapid Mobilization and Concurrent Performance Plan), which carries its own 10-page allowance and is not yet reflected in Section L's table of contents or in Section M's evaluation factors. Could the Government confirm whether the 60-page limit represents

50 pages for Subfactors 1 through 4 plus a separate 10-page allowance for Subfactor 5, and whether Section L, Section M, and the Q&A will be reconciled to reflect this?

Response: The Rapid Mobilization Plan has been removed as a requirement. The technical volume page limit is 50 pages. Sections L & M have been updated to reflect this.

2. Subfactor 5 in Section M: Section L, Paragraph 5.2.5 describes a detailed Rapid

Mobilization and Concurrent Performance Plan as Subfactor 5 of the Technical Volume

(10-page limit), and it appears in Section L's Volume Organization outline, but it is missing from Section L's table of contents and from Section M's evaluation factors. Could the

Government confirm whether Section M will be updated to reflect Subfactor 5, and whether it will be evaluated as described in Section L?

Response: The Rapid Mobilization Plan has been removed as a requirement. Sections

L & M have been updated to reflect this.

3. What requirements are there for the conceptual drawings due with this proposal?

Response: If it’s Identified in the SOW include it in the drawing (PDF format does not need to be to scale). Provide sufficient information for the government to determine the contractor has full understanding of the project scope.

4. Are the 35% shop drawings/construction drawings due with this proposal or after award?

Response: After award prior to construction start.

5. For the 35% Construction drawings, are we looking to show all architectural, plumbing, mechanical, electrical, IDS, Access control, and fire alarms for the entire building. Or just the reconfiguration of the restrooms, fire alarm plan, and the light layout?

Response: All aspects of the projects include: Architectural, Plumbing, Mechanical, Electrical, IDS, ACC, FA, Etc.

6. 8C states that all new unground rough plumbing need to be replaced. How far are to replace? Does that include out to the Main?

Response: Only replace the underground in the footprint of the restrooms/janitors closet. See updated notes in plumbing section of SOW.

7. 8D States all new hot and cold water lines. How far are we to replace this?

Response: All plumbing lines within restrooms/janitors closet footprint.

a. To the pressure assembly in the mechanical room?

Response: No.

b. To the fire line?

Response: No.

b. Scope also states to demo back to main connection.

Response: Demo back to where the main water line feeds restrooms/janitors closet.

8. Does the Base have any as built drawings or original design plan that can be provided?

Any CADD drawings?

Response: Yes, as-builds will be provided in PDF format. DWG format will be provided to the winning bidder.

9. Verifying that the hallways get ceramic tile, offices will get new Carpet tile and the breakroom will get LVT.

Response: Hallway gets ceramic tile, Offices get carpet, Breakroom get LVT.

10. Should new t-grid match existing height?

Response: Yes.

11. Should the bollards have white or yellow stripes. There is a discrepancy in supplied drawing and SOW.

Response: White. Discard the note as yellow in the drawing.

12. SOW states to phase the offices to accommodate users? Yes. Will the main building be occupied during construction. Yes. Will the contractor need to demo, install flooring, ceiling grid, and Electrical. On each office separately? Yes, flooring, ceiling and electrical needs completed per room phasing.

13. The bays will also be phased for epoxy flooring. Are 2 phases acceptable. The north bay west side, then the north bay east side and south bay. Or 3 phases 2 in north bay and 1 for south?

Response: Complete the epoxy flooring in up to 4 phases. 2 in North Bay, 2 in South

Bay.

14. Sow states to move furniture. Is the contractor also to move the “furniture” in the bays included.

Response: Government will move the furniture and stands in the bay, but contractor will move furniture in the admin areas.

15. Should the contractor saw cut the joints in the bay prior to epoxy floor install?

Response: Yes, demo all material from control joints. In restrooms- control joints/cracks to be flex fill and epoxied over. Shop bays joints/cracks shall be flex filled and epoxied over.

16. Epoxy Flooring/Cove Base: For the epoxy flooring in the work bays, is the epoxy flooring system to extend vertically up the perimeter walls to form a 4-inch integral cove base?

Response: No.

a. If so, please confirm the required cove height and configuration.

Response: Not required

17. Epoxy Flooring Phasing/Sequence: Please clarify the required phasing and sequence for the epoxy flooring work in the work bays. Is there a Government-required sequence for completing the bay areas, or may the Contractor determine the phasing and sequence as necessary to maintain facility operations?

Response: Contractors and Government will discuss the sequencing to maintain facility operations. Complete the epoxy flooring in up to 4 phases. 2 in

North Bay, 2 in South Bay.

18. SOW 6. Architectural. Should the epoxy flooring include the control joint epoxied or flex filled?

Response: In restrooms- control joints/cracks to be flex fill and epoxied over. Shop bays joints/cracks shall be flex filled and epoxied over.

19. SOW 6. Architectural. Is there any exterior paint to be done?

20. SOW 6.F. Regarding painting the offices, are we expected to remove the wallpaper or leave it in place?

Response: Leave wallpaper in place. Do not paint over.

21. SOW 8.D., should we provide a hot water recirculation line run for the restroom?

Response: No.

22. SOW 8.L., should we provide aluminum cladding on the pipe insulation at the water heater in the janitor closet?

23. SOW 8. Plumbing. Should we replace the drinking fountain near the main door?

24. SOW 8.G, please confirm we are providing a floor drain in each restroom and one in the janitorial closet.

Response: Yes, providing a floor drain in each restroom and one in the janitorial closet.

25. Section M - Volume III – Past Performance (Factor 3) Par. 5.5.1 states that “Offeror may not use past performance as a subcontractor to satisfy recent and relevant past performance.” However, Par. 5.5.1.1.2 Relevancy states “For Government contracts, any relevant Government contract where the Offeror was the Prime Contractor or subcontractor will be considered and reviewed to determine past performance history.” a. Please resolve this apparent contradiction.

Response: Past performance submissions may only use contracts performed as a prime contractor. Section M has been updated to reflect this.

26. BASIC SOW 15.4.2 states:

a. “The Contractor shall provide, as part of the proposal, a basic design solution in narrative format or drawings…..”

b. “Typically, Contractor maximum design for SABER is up to 35%”

c. Under bullet point #2, several “Design Calculations” are stipulated. While some basic Design Calculations can be expected at a 35% level, it is generally unreasonable and unrealistic to expect these calculations with a proposal. i.

Please clarify the level of design required with the proposal versus post-award.

Response: Not on this project but on other project you may need to provide calculation to explain equipment sizing, panel loads, air flow req’s, etc.

For this SOW we are looking for a conceptual drawing identifying everything in the SOW (PDF format does not need to be to scale).

Provide sufficient information for the government to determine the contractor has full understanding of the project scope.

27. BASIC SOW 15.4.2 Par 2.d stipulates: “Pavement/Site Work: Area run-off quantities, drainage capacities, and grading slopes.”

a. These items generally require a survey and the involvement of a civil engineer and therefore may exceed the 35% maximum SABER design requirement.

Response: These requirements are not typical for SABER project, but some work may require this. If needed the contractor will be informed and allowed to bid accordingly.

b. Additionally, it is unreasonable to expect these requirements with a proposal, since they require field work. Please clarify these requirements as they fit within the 35% SABER maximum and clarify if these calculations will be required with task order proposals.

Response: Engineering fee’s need to be included in the proposal. Work identified by the engineer will be cause for contract modification. Example: Roof loads- engineer evaluates existing loads. If the engineer determines the roof cannot support additional loads, we will modify contract to perform recommended work by engineer.

28. BASIC SOW 15.4.2 Par 2.d stipulates: “Energy: provide energy savings and Return on Investment (ROI).” a. These items may exceed the 35% maximum SABER design requirement, since they generally require specialized analyses. Additionally, it is unreasonable to expect these requirements with a proposal. Any financial analysis required by the contractor may require the government to provide financial information on existing conditions that may or may not be appropriate for dissemination to the contractor. Please clarify these requirements as they fit within the 35% SABER maximum, clarify what format the government wants to see these submitted in, clarify what information will be provided to the contractor by the government in order to facilitate these requirements, and clarify whether the government will expect these requirements to be fulfilled with each Task Order proposal.

Response: Engineering fee’s need to be included in the proposal. Work identified by the engineer will be cause for contract modification. Example: Roof loads- engineer evaluates existing loads. If the engineer determines the roof cannot support additional loads, we will modify contract to perform recommended work by engineer.

29. During the site walk with the Government, they mentioned that we are to fix a ground cable that is on the N/E corner of the building and in Section 14.D. a.

What does the cable service, and how would the Government like the cable to be grounded?

Response: This is no longer a requirement. This work was inspected and deemed unnecessary to remain. This work is scheduled to be completed prior to project start and is to be removed from all proposals.

30. Seed Project SOW Section 10.E.1 States: “Install all new sprinkler heads throughout building.” a. Was this meant to be throughout the construction area only, or the entire Building 586?

Response: Replace FS Heads throughout entire building.

31. Seed Project SOW section 6A States that “All walls to be framed above the ceiling at least 2’ feet with seismic anchoring…” while in 9C it states “Hard lid ceilings above restrooms/ janitor’s closet. Height as high as can be accomplished.” a. Please clarify. Do the walls in the hard-lid ceiling areas need to be framed 2 feet above the ceilings as well?

Response: Yes, frame walls 2’ above ceiling height.

32. Seed Project SOW Section 6I states “Tile in janitors closet 5’ from floor to ceiling on all walls.”. a. Are we to add tile 5’ form the floor, or “from floor to ceiling?”

Response: Tile floor to ceiling in janitor’s closet, match restrooms. See section 6I.

33. Could the Government please clarify the flooring types in each area (i.e. flooring schedule).? The SOW has flooring types overlapping in different areas.

Response: Carpet in Office’s, Tile in hallway, LVT in Breakroom, Epoxy in restroom’s/janitor closet, and work bays.

34. Can the Government provide separate PDFs of all the conceptual drawings within the

SOW?

Response: The government will provide as-builds PDF drawings.

35. Seed Project SOW 9D- It states to install exhaust fans for both restrooms and the janitor’s closet. a. It looks like there is 1 Inline Exhaust Fan that exhausts both restrooms and the janitor’s closet, do we need to install three separate exhaust fans or only replace the 1 inline exhaust fan?

Response: Replace the 1 Inline exhaust fan. Size accordingly.

36. Does the Government want the HVAC controls tied back to EMCS?

Response: There are no EMCS controls, but wire in as existing is.

41. Seed Project SOW 14A a. Can the Government provide specifications for the new bollards, diameter, height from finished floor, and thickness? How long do the stripes need to be?

Response: -Bollard hole diameter: 18” @ 42” deep -Bollard Diameter: 6” Round Galvanized Steel (SCH 40) -Bollard Pipe Depth: 38” (4” above bottom) -Bollard Pipe Height (Above Ground): 54” -Full #4 Rebar verticals, #3 horizontal and tied at intersections (match bollard bottom elevation)

-1” Crowned concrete at finish grade to bollard -Concrete filled with rounded tooled cap -2” reflective stripe (White in color)

42. Seed Project SOW 6J States a. “Tile to be larger 24”x24” “. For clarification, tile in the restrooms is to be 24”x24”?

Response: Wall Tile are to be 24”X 24”. Flooring is epoxy.

43. Seed Project SOW 6S Calls for Stainless-steel partitions for the restrooms, then asks for color samples. a. Is the intention to install stainless-steel partitions, or colored metal partitions?

Response: Stainless-steel partitions.

44. Seed Project SOW 8E asked us to install a 40-gallon electric water heater, space permitting. a. Is there a fallback size if the 40-gallon won’t work?

Response: 30 gallon.

45. Will the building be occupied during the construction? If so, are we to provide porta-johns?

Response: Yes, provide porta-johns as per SOW section 13.

46. Are we allowed to take the demoed concrete to the Base Landfill?

Response: No, see SOW section 5b.

47. Seed Project SOW Section 4 Demo a. In the offices there are motion sensors on the walls that appear to be for lighting. Will these sensors need to be removed?

Response: No.

48. Seed Project SOW Section 7 Electrical a. In the restrooms, is the existing conduit and wire OK to reuse and reconfigure for the new layout?

Response: Yes, follow NEC.

49. Seed Project SOW Section 7D - Dimmer switches for hallway/offices, 3-way for each end of the hallway. Entry switch to be moved next to main entrance door.

a. Does the Government really want the hallway to have dimmer switches?

Response: Yes.

50. Seed Project SOW Section 7C states “All new switches and outlets throughout the building.” a. Is this to include the Bays?

Response: Just the Admin area.

51. Seed Project SOW Section 11 Fire Alarm a. Is it the intent of the Government to have all the wall devices mounted on the ceiling?

52. Seed Project SOW Section 14 IDS a. Will we be required to install new motion sensors that are on the approved list, since we are touching the existing devices that are not on the current device approval list?

Response: No, See SOW Section 14c

53. Domestic water appears to be connected to the fire line. Does the government want the contractor to remove the PIV and replace it with a valve box?

54. Does the government want the contractor to run a new domestic water line into the building?

55. Does the government want the contractor to install a hot water recirculation line ran for the restroom?

56. Does the government want the contractor to install aluminum jacketing on the pipe insulation at the water heater in the janitor closet?

57. Does the government want the contractor to replace the drinking fountain near the main door?

58. Does the government want the contractor to install a floor drain in each restroom and one in the janitorial closet?

Response: Yes, install a floor drain in each restroom and one in the janitorial closet.

59. SABER 2027 SOW Par. 23.2 states “all outages shall not exceed five (5) days per outage without prior approval by the SABER PM.” Par. 23.3 states “No outage may exceed 8 hours without SABER PM approval.” a. Please clarify which outage duration limit governs.

Response: You are allowed an outage of up to 5 days, but not to exceed 8 hours per day. Example: FS outage can be approved for 5 consecutive days of outages but each day it can only be down for 8 hours each of the 5 days, and back in service at the end of each day.

60. SABER 2027 SOW Par 7.3 states (regarding the BFDS/IFS) “Where level of effort differs between the standards set forth herein and any such jurisdictional requirements and/or standards of practice occur; the more stringent requirement(s) shall apply. However, if there are conflicting requirements the government standard will govern.” a. This appears to be an apparent contradiction. Please clarify whether the BFDS/IFS governs in cases of contradiction in standards, or whether a “more stringent” standard may override the

BFDS.

Response: Always follow the more stringent standard.

61. SABER 2027 SOW Par 20 states: “It is the Contractor’s responsibility to verify all dimensions, locations, equipment specifications (both existing and new) and the facilities supporting utilities. Failure to do so will be at the Contractor's risk and shall not relieve the Contractor from accomplishing the work required by the TO. This is not a justification for a contract modification.” a. Does FAR 52.236-2, Differing Site Conditions, still apply to concealed conditions that are not reasonably discoverable at the site visit for the purposes of contract modification?

Response: Yes, key words are reasonably discoverable.

62. SABER 2027 SOW Par 15.4.2 states: “Contractors are not required to bid on projects that exceed 35% Design.” However Par. 16.2 states that SABER Contractors “….shall submit proposals for all funded TOs. Failure to participate responsibly in site visits and proposal submissions may be reflected in CPARS ratings.” a. Please clarify the following: How is the 35% measured?

Response: Drawings included with the proposal must be thorough enough to allow the Government to determine the Contractor has a complete understanding of the project scope. Design incidental to accomplishing the required tasks outlined in each TO will be required. The extent of these designs will depend upon the complexity of each task. Also, designs shall clearly illustrate compliance with local, state, and federal building construction codes.

63. Is declining to bid on a task order exceeding 35% Design exempt from a CPARS impact?

64. What is the procedure for declining to bid on a task order that exceeds the 35% design threshold?

Response: During the RFI stage a rationale for a no bid will need to be submitted for review.

65. SABER 2027 SOW Par 10.1 stipulates a preference for photo documentation of existing conditions. However Par 41.6.10 states that cameras/phones are prohibited in certain RAs, SCIFs, UTTR, etc. a. What is the approved process for photo documentation in restricted areas?

Response: The government will attempt to take photos for the contractors as security allows.

66. SABER 2027 SOW Par 1.2 states: “Individual installation specific requirements shall take precedence over the requirements in this section. Specific requirements will be included in the project Statement of Work (SOW). a.

Please clarify the following:
